Abstract:
In2017,theEconomistproclaimedthatdatawasthenewoil. Justastrade in oil has underpinned the global economy for a century, flows of data— the most valuable resource of the twenty-first century—now drive eco- nomic value. Indeed, in 2017, all five of the world’s most valuable publicly traded companies specialized in digital technologies, whereas just a decade earlier three of the top five companies were in the energy sector. This does not mean that the energy sector has been left behind by the digital revolution. To the contrary, digitalization is at the heart of the tectonic shifts that are starting to reshape the energy landscape. As energy industries produce ever more data, firms are harnessing greater computing power, advances in data science, and increased digital con- nectivity to exploit that data. These trends have the potential to trans-form the way energy is produced, transported, and consumed. An important potential benefit of this digital transformation of energy is a reduction in global emissions of greenhouse gases that cause climate change; the elimination of such emissions from the global economy is known as decarbonization. By enabling clean energy sys- tems that rely on low-carbon energy sources and are highly efficient in using energy, digital innovations in the energy sector can speed decar- bonization. Yet they are not guaranteed to do so. In fact, digital innova- tions could well increase global greenhouse emissions, for example, by making it easier to extract fossil fuels.

92. The Challenge of Emerging Technologies to Non-proliferation Efforts: Controlling Additive Manufacturing and Intangible Transfers of Technology

Abstract:
Additive manufacturing (AM) machines are multipurpose manufacturing instruments that rely on the transfer of build-information in a digital form. AM is a rapidly developing technology with a growing range of applications, especially in the aerospace and defence industry. It is also generating concerns about its potential to create ways of weakening or circumventing dual-use and arms export controls. This SIPRI Paper examines (a) the state of the art in AM; (b) its ability to produce military equipment and dual-use items; (c) the application of export controls to AM and their implementation at the national level; and (d) the challenges that implementation and compliance present for governments, companies and research institutes. The conclusions summarize potential options and considerations when expanding controls on AM. This is one of two research papers that address the closely related issues of controlling transfers of software and technology and applying exports controls to AM. Taken together, the papers examine some of the most challenging issues that governments, companies and research institutes in the European Union (EU) and the wider world are facing when they seek to effectively implement dual-use and arms export controls. The papers also address a range of topics that are under active discussion within the multilateral export control regimes and in connection with the recast of the EU Dual-use Regulation. Much of what has been written about it so far implies only the mounting of expanded surveys to track progress under each goal. Although surveys are essential, there are good reasons to believe that surveys alone would be insufficient and probably impractical.

This policy brief provides a review of how refugees use digital tools, gives examples from organisations deploying digital technologies in the field, and discusses the effectiveness of and the ethical issues surrounding the use of digital technologies to support refugees. By putting the needs of refugees at the centre of their digital strategies and working with implementing organisations, such as UNHCR and Mercy Corps, to develop technology solutions that meet the needs of refugees and field staff safely and ethically, donors can get the most out of digital tools for supporting refugees.//In der vorliegenden „Analyse und Stellungnahme“ wird ein Überblick über die Verwendung digitaler Tools durch Flüchtlinge gegeben. Des Weiteren werden Beispiele von Organisationen vorgestellt, die digitale Technologien einsetzen, und die Wirksamkeit sowie ethische Fragen im Zusammenhang mit dem Einsatz digitaler Technologien zur Unterstützung von Flüchtlingen erörtert. 97. Risks of Maladaptation: Climate Insurance in Agriculture

Weather risk is an issue of extraordinary concern in the face of climate change, not least for rural agricultural households in developing countries. Governments and international donors currently promote ‘climate insurance’, financial mechanisms that make payouts following extreme weather events. Technologically innovative insurance programmes are heralded as promising strategies for decreasing poverty and improving resilience in countries that are heavily dependent on smallholder agriculture. New subsidies will amount to hundreds of millions of dollars, yet funders and advocates have thus far neglected the social and ecological ramifications of these policies. Reviews have focused largely on near-term economic effects and practical challenges. This briefing draws on an initial inventory of potential adverse effects of insurance programmes on local agricultural systems that we have recently assembled. Our review shows that farmers with insurance may alter their land-use strategies or their involvement in social networks previously used to mitigate climate risk. Both processes constitute crucial feedbacks on the environmental and the social systems respectively.

Abstract:
This paper looks at the mechanics of military innovation to sound a cautionary note on the current and future use of undersea autonomy. It starts from the premise that undersea autonomy is not yet as inevitable and disruptive as many believe. In particular, this is because of the current threat environment, the limited scope of current missions for unmanned undersea vehicles (UUVs), and the prevailing technology push. For undersea autonomy to lead to disruptive and discontinuous changes in undersea warfare, navies will need to understand how to translate technological advancements into operational advantages. This will require navies, industry and science partners to develop a better understanding of the interplay between operational needs, cultural predispositions, organisational and resource needs, and technological options.

99. Safeguards-by-Design for Advanced Nuclear Systems

Abstract:
The emergence of an advanced nuclear industry has renewed the pursuit of small modular and advanced reactor technologies to supply low carbon energy. By the same token, these developments potentially expose gaps in current safeguards practices, particularly for reactor designs utilizing novel coolants and fuel forms–underscoring calls for the early application of Safeguards-by-Design to effectively and efficiently detect diversion and misuse. Other innovations may necessitate additional measures to credibly assure the absence of undeclared activities. This paper discusses three types of advanced nuclear and nuclear-related technologies as illustrations of these challenges: 1) micronuclear reactors, 2) molten salt reactors, and on the balance-of-plant side, 3) thermal energy storage and dry cooling. It then identifies high-level safeguards development needs associated with these on-the-horizon technologies so as to elevate safeguards considerations in the minds of reactor developers and investors.

100. International Cybersecurity Information Sharing Agreements

Cybersecurity transcends national boundaries in many ways: The internet’s technical infrastructure is global in scope; threat actors based in one country can disguise their identities by taking control of computers in other countries; global businesses sell software, hardware, and security services that may introduce or combat vulnerabilities; and the consequences from a disruptive attack can spread far beyond the initial victim. Even the most cyber-savvy country cannot protect itself completely unless it wants to disconnect from the global internet and strictly limit who can use information technology and for what purposes inside its own borders. And this course of action is infeasible because it would result in dire consequences for the national economy, military, and all other systems that depend on advanced information technology. International cooperation to improve cybersecurity is a much more realistic and viable path. Information sharing is the most commonly promoted type of international cooperation, but very little is known about what type of cybersecurity information is currently being shared with whom, for what purposes, and under what conditions. As a first step towards answering this larger question, the International Cybersecurity Information Sharing Project undertook to survey, catalog, and analyze publicly available government-to-government cybersecurity-related sharing agreements to determine what types of information various governments have committed to share, and to identify gaps in information sharing. The ultimate aim of the larger project is to assess how multilateral cybersecurity sharing practices can be encouraged and improved in order to strengthen global cybersecurity. The project team started from the assumption that formal cyber sharing agreements and memoranda of understanding (MoU) are an important part of the foundation for the development of norms on cyber cooperation. Over the past several years, various international fora have reiterated that sharing information about cyber threats and vulnerabilities, national approaches to cyber protection, best practices, incidents of concern, and response mechanisms could increase mutual cybersecurity while reducing risks of misunderstandings and conflict. Different types of information sharing can be used to improve cybersecurity in various ways. By sharing threat perceptions and national policies, states can better understand each other’s concerns and priorities. By conducting multilateral exercises and sharing best practices for protection of networks, critical infrastructure, and software/hardware, states can help each other ensure safe data transfer across borders. Cooperation to build capacity in states with weaker infrastructure for managing the use of information and communications technologies (ICTs) can help in identifying threats and responding to crises. This research found that cybersecurity information agreements are more numerous, but less specific than anticipated. The project documented and analyzed 196 agreements involving 116 different countries and 2,349 signatures. Extensive signature of agreements and associated commentary shows widespread accord on the principle that information sharing is necessary. However, it is unclear how much and what type of information sharing occurs in practice. Few agreement texts are public, and those that are often use vague language. And, despite the potential benefits of sharing more cyber-security information, many disincentives and logistical barriers remain. This project collected as much information as possible, not only about what states have agreed to do, but also what they actually do, and why they make those choices. After a brief summary of the approach taken and some limitations encountered, the study provides summary statistics about international cyber information sharing agreements. It then looks in more detail at sharing agreements and behaviors by some of the most active and/or important countries in regional organizations, and in multilateral fora that have focused on this topic. A summary of key findings, conclusions, and next steps is followed by annexes with more methodological information and texts for some of the most important agreements.
