Abstract:
Just months after reports emerged of a novel coronavirus spreading in central China, our world, and all of our individual worlds, have been transformed by what has become a terrifying pandemic. Governments around the globe are taking unprecedented steps to restrict movement and limit social contact among their populations to contain the virus’s spread. Growing numbers of the world’s inhabitants are now living in either voluntary or imposed isolation, or preparing to. The articles collected here look at what governments, other global actors and individuals must do to survive the crisis and navigate the new world beyond it.

Abstract:
Communities worldwide face the challenge of reintegrating people exiting violent extremist conflicts. This report draws on established programs and the recommendations of authoritative bodies to examine community-based approaches to their rehabilitation. Given that criminal justice responses may not always be possible or appropriate, recovery-focused approaches such as resocialization and reconciliation are recommended to minimize risk and foster resilience.

Abstract:
Financial institutions face an evolving threat landscape with a wide range of hostile actors targeting them. Regulators and consumers reasonably expect the institutions to make themselves more secure. The question then emerges as to whether financial institutions are complying with the different standards, rules, and regulations regarding their security. International standard-setting bodies have recognized the need to raise the bar higher for the resilience of financial institutions. The publication of the Committee on Payments and Market Infrastructures-International Organization of Securities Commissions (CPMI-IOSCO) guidance on cyber resilience in June 2016 has been pivotal in emphasizing the need to have an integrated approach for financial market infrastructures, with the institution’s board being ultimately responsible and accountable for cyber resilience.1 Increasingly, authorities and financial institutions alike recognize that, in addition to assessing the overall resilience posture of a financial institution against sophisticated attacks, it will be important to actually test this posture. The CPMI-IOSCO guidance includes a chapter dedicated to testing, containing several examples of activities to that end. Recently, frameworks for testing the resilience posture of institutions in practice have been developed internationally.

4. Seeing Is No Longer Believing: Deepfakes, Cheapfakes and the Limits of Deception

Abstract:
Disguise and deception are permanent fixtures in history. Claiming another person’s identity is a practice that stretches all the way from ancient Rome to imperial Russia. Today’s technology, however, has introduced a bevy of tools that enhance and complicate duplicity online. One such tool has garnered significant interest from academia, industry, and the public, in recent years but especially in recent months: deepfakes. A portmanteau of “deep learning” and “fakes,” deepfakes are videos altered with the help of artificial intelligence (AI) algorithms, often to portray one individual performing words or behavior of the deepfake creator’s choice. This paper explores the social and political ramifications of deepfakes. It documents their recent uses, surveys regulatory responses from both the private and public sectors, and explores the landscape of recommendations that have been made for their further regulation. In straying from a purely technical understanding of deepfakes and their effectiveness, this paper seeks to emphasize the value of non-regulatory responses to potentially malicious technologies. Deepfakes sit at the confluence of several consequential issues, including privacy, free speech, online identity, and who is in charge of defending these values. Their intersection produces an invaluable, and perhaps unprecedented, space for constructing and understanding information online. Finding a solution that can mitigate deepfakes’ negative use cases without hampering their positive assets will grant digital citizens a degree of freedom online that might be difficult to secure so effectively in any other environment.

5. Making cities in conflict areas more resilient

Abstract:
By 2050, the UN estimates that 70 percent of the global population will be living in urban areas. Therefore, understanding and anticipating the ability of cities to manage and avoid the negative effects of climate-related changes and events – for example, hurricanes, overpopulation or supply chain disruption – is of utmost importance. This paper presents a conceptual framework to empirically quantify the climate resilience of cities to guide policymakers and community leaders in identifying challenges and opportunities. This paper tests the framework for data analysis in three cities in conflict-prone territories: Bamako (Mali), Maiduguri (Nigeria, Lake Chad Region) and Baghdad (Iraq). The analysis of the three cases suggested that city resilience in those areas cannot be developed without addressing the root causes of conflict in the entire area, as city-level resilience in conflict areas is closely related to the national level. On the basis of the research, some important observations and recommendations are made. When tested, the analysis revealed that the level of resilience did not necessarily correspond to economic development; it also found that conflict significantly lowered overall urban resilience to climate-related impacts. Large sprawling cities typically score poorly on maintaining resilience. While recovery and learning capacities are usually present in urban areas, very dense urban areas are particularly vulnerable to climate disasters. Cities in the global north have built learning capacity; they have made efforts to share best practices (e.g., the Rockefeller Foundation’s Resilience initiative, efforts by UN CPI and CRI, etc); and they have considered the lessons learned and implemented guidance. Data analysis can help to bolster the learning capacity of cities to cope with climate impacts that could increase tensions in large urban areas. However, there is a significant difference in the availability of data between the developed and the developing world. Data collection in developing countries (and cities) should be strengthened to better estimate climate-related security risks in urban areas and bolster their capacity to maintain key functions and recover and learn from climate events in their own and comparable cities.

6. Fostering Sustainably Resilient Communities: What Works and What is Required?

Abstract:
Global-local power dynamics are often framed with the phrase: “all geopolitics is local.” This adage references the convergence of global forces at the local level, presenting small communities with complex ranges of globalization-produced challenges. As more and more of these forces intersect and interact, local politics has gradually become more complex, with previously reliable patterns of demographics, environment, and economics fundamentally disrupted. From the elimination of traditional sources of livelihood to the introduction of revolutionary information technologies, local leaders everywhere have had to “sink or swim” – by either depending passively on the status quo, or taking an active, adaptive approach to confronting present and future challenges. The latter approach, while certainly requiring more investment from all actors involved, holds the key to a community’s empowerment, legitimacy, and ultimately, survival. It must be noted that communities do not always act benevolently, and their boundaries are not always clear – as Robert argues, “community is fundamentally contested ground” and exclusionary practices can be readily observed (Chaskin 2008, 73). Nevertheless, as a localized form of social organization, community governance systems are best-placed to uphold and adapt the principles of resilience to sustainably maintain the wellbeing of their populations. Resilience measures will remain at a significant disadvantage if they do not take into account input from the local communities they are addressed to. Community members know their area’s needs, offer unique streams of innovation, possess legitimacy in the discursive process, and can build and leverage beneficial social support systems intrinsic to their community. The end benefits are clear: countless studies have found flexible, nuanced, and locally-adapted resilience strategies to be most effective (cite sources here).
