Abstract:
A push for inclusion has been one of the most striking features of space programs in recent years, with a diverse range of agents going up to the Inter- national Space Station. NASA has been promoting the recognition of the early, but hidden, role of black scientists such as Katherine Johnson within its pro- grams of the 1960s (Johnson was celebrated in the 2016 7lm Hidden Figures).1 Beyond this, private sector activities are emerging with some built-in elements of inclusion. In 2021, Wally Funk fially could make it into space on a private sector Blue Origin suborbital flight, 60 years after being part of the privately trained female Mercury 13 group. These women were not part of the official NASA program, and they never made it into space, despite public criticism and the advantages of sending women in the cramped capsules given their generally smaller size. The women had what Margaret Weitekamp has referred to as “right stu:, wrong sex.”2

Abstract:
The protection of civilians (POC) in armed conflict has become a core strategic objective for the United Nations system and for UN peace operations in particular. The UN, however, is not the sole actor engaged in POC. The European Union (EU) and North Atlantic Treaty Organization (NATO), among other regional actors, have been developing their own policies and approaches to POC. While the significant overlap in these organizations’ member states and interorganizational developments create an opportunity to coordinate and synergize their POC policies, their approaches to POC differ—in some cases substantially. As the EU and NATO are both in the process of reassessing their strategic direction against the backdrop of new conflict scenarios, there is a need to reflect on the differences and similarities between these three organizations’ approaches to POC, their comparative advantages, and the future direction of the POC agenda. At a time when international peace operations and protection efforts are under intense political and operational pressure, such an understanding could also lay the foundation for more informed and effective interorganizational cooperation on POC. Toward this end, this paper examines the conceptualization of POC in the UN, the EU, and NATO, lays out the core POC policies and approaches of the three organizations and examines their approaches to implementing these policies in the field. The paper concludes with policy recommendations for the UN, the EU, and NATO to strengthen POC efforts within and between the three organizations: Adapt POC to new operational realities; Revitalize discussion on POC within and between the organizations; Improve POC training, preparedness, and institutionalization; and Focus on both passive (harm mitigation) and active approaches to POC.

Abstract:
In his 2020 Call to Action on Human Rights, UN Secretary-General António Guterres committed to developing an “Agenda for Protection.” The agenda provides an opportunity for the UN to reaffirm that the protection of crisis-affected populations is fundamental to its purpose and values. To be effective it should address the lessons learned from previous efforts to bring about a system-wide approach to protection, particularly the Human Rights up Front initiative. Critically, it should address the systemic and structural shortcomings of the UN to effectively respond to protection crises by providing strategic coherence to the fragmented ways in which the different UN entities contribute to protection. This policy paper analyzes the policy, strategic, and operational priorities for the forthcoming Agenda for Protection. It focuses on how the UN system can reform the way it addresses protection crises while remaining mindful that its role is heavily influenced by member states. It argues that without a transformative and comprehensive approach that brings together the fragmented ways the different UN entities contribute to protection, the Agenda for Protection is likely to suffer the same fate as previous unsuccessful efforts, further undermining the organization’s credibility. The paper concludes by providing several recommendations for the UN to consider as it drafts the Agenda for Protection: Establishing a clear vision statement and a commitment to protect; Setting out a common framework of protection measures to be implemented; Designating and resourcing a system-wide lead entity on protection; Outlining procedures to scale up the response in the event of a protection crisis; Developing an implementation plan and accountability framework; and Consolidating the reporting of protection results.

24. UN Peacekeeping and the Protection of Civilians from Sexual and GenderBased Violence

Abstract:
While all UN multidimensional peacekeeping operations are mandated to prevent and respond to conflict-related sexual violence (CRSV), the missions in the Democratic Republic of the Congo (DRC) and South Sudan, as well as in the Central African Republic, are also mandated to protect civilians from sexual and gender-based violence (SGBV). While SGBV is often used and understood interchangeably with CRSV, SGBV is broader in scope, as it encompasses nonsexual forms of gender-based violence and need not be connected to armed conflict. This report examines how missions are implementing their mandates to protect civilians from SGBV, including CRSV, and assesses good practices, gaps, and opportunities for improvement. The report draws on lessons learned from the UN missions in South Sudan (UNMISS) and the DRC (MONUSCO). It considers how the complexities of preventing and responding to SGBV necessitate a whole-of-mission approach to the protection of civilians (POC) that encompasses not only physical protection from violence but also activities that address cultural norms related to gender, strengthen the rule of law, and enhance women’s participation. This report thus considers a range of protection activities carried out by missions, as well as structures and processes that promote the effective integration of gender into mission planning and activities. The paper concludes with several recommendations for UN peacekeeping missions, the UN Department of Peace Operations (DPO), and member states on the Security Council to strengthen work on SGBV: Provide clear guidance on what it means to protect civilians from SGBV as part of a peacekeeping mandate; Systematically and meaningfully integrate gender advisers and women’s protection advisers into POC planning at the strategic and operational levels; Include gender-sensitive indicators in monitoring and reporting systems and prioritize the gathering of sex-disaggregated data; Take a holistic approach to protecting civilians from violence, recognizing the risks of armed responses and prioritizing partnerships; and Continue to combat impunity and engage with governments and armed groups to promote accountability.

Conventional arms control and disarmament efforts have historically been framed as a humanitarian cause to limit human suffering. However, activities with an arms control component have only featured to a limited extent within the protection of civilians (POC) mandates of United Nations peace operations. Both issues feature on the agenda of the UN Security Council, which mandates missions, but the linkages between the two have not been well explored at the policy, strategic, and operational levels. Produced in conjunction with the United Nations Institute for Disarmament Research, this brief provides an analysis of the actual, and potential, contribution of conventional arms control and related activities to POC within the context of UN peace operations—both peacekeeping operations and special political missions. There has been limited research conducted on this topic, and it has been addressed in only a cursory manner in relevant policies, guidelines, and strategies. This paper therefore attempts to demonstrate the existing linkages between these two mandated tasks, as well as to pinpoint some of the barriers and challenges to why arms control has not featured more fully within the POC efforts of missions. It then identifies relevant entry points based on concrete examples of how arms control-related activities can be better leveraged by UN peace operations to ensure the more effective protection of civilians.

The objective of this paper is to provide a view on the problem of insufficient state protection of critical infrastructure throughout the Covid-19 crisis. The paper looks at this problem with regard to the definition of critical infrastructure, its content, and also the limitations of current approaches to critical infrastructure protection. The examples relating to the Covid-19 crisis show the practices adopted and suggest possible steps forward. The research methodology implemented in this research is based on a critical analysis of the existing literature. The themes described in this paper show there is an urgent need to change current critical infrastructure protection approaches to a resilience-based modus operandi. Specifically, this paper highlights the need to shift the understanding of critical infrastructure from an object-oriented approach towards essential services/functions and to highlight its complex, socio- technical nature. It also highlights the deficiencies of current, prevention-based approaches to critical infrastructure protection such as the insufficient focus on identification and management process of vulnerabilities, especially in relation to (inter)dependencies resulting from interconnections with other systems. The gravity of the situation caused by the Covid-19 pandemic, despite its negative connotations, can be used as an opportunity to examine the real condition of protection of critical infrastructure. The pandemic suggests that there is much left to be done and because of the unpredictability of the future, we need to start acting as soon as possible.

28. Strategic Communications in UN Peace Operations: From an Afterthought to an Operational Necessity

United Nations peace operations are increasingly recognizing strategic communications as essential to implementing their mandates and managing expectations about what they can and cannot achieve. This has led them to ramp up their communications capabilities and shift their approach away from the traditional top-down, one-way model of communication. Nonetheless, missions continue to face obstacles in realizing this approach. This issue brief analyzes the current strategic communications practice in UN peacekeeping operations and special political missions. It explores why strategic communications are increasingly important in the contexts where missions are deployed and the external and internal challenges missions face. It also identifies best practices peace operations might adopt or adapt from other parts of the UN system and related fields. The paper concludes that, while missions may need additional resources for strategic communications, what they most need is a cultural shift. Mission leaders need to see strategic communications as a core mission capacity. Strategic communications are not an operational support function, a downstream activity, or an output of a planning cycle; they are an integral part of political strategies and mandate delivery. They are not just a leadership function but a “whole-of-mission” responsibility. Strategic communications must therefore be treated as central to every phase of a UN peace operation. If missions are to succeed, strategic communications professionals should be part of their decision making, from initial planning through transition and exit.

29. The Road to Seoul: Previewing the 2021 UN Peacekeeping Ministerial

Abstract:
The UN peacekeeping ministerial process has emerged as one of the flagship vehicles through which the UN can mobilize concrete pledges of uniformed personnel, enablers, financial resources, and capacity building for peacekeeping operations. The 2021 UN peacekeeping ministerial in Seoul—the sixth ministerial since 2014—presents a valuable opportunity for member states to make pledges, focusing on four substantive areas: (1) peacebuilding and sustaining peace; (2) partnerships for capacity building and training; (3) performance and accountability; and (4) protection of civilians and safety and security. The conference also has two cross-cutting themes: technology and medical capacity building. This issue brief offers a preview of the 2021 peacekeeping ministerial in Seoul. It discusses the motivation for and evolution of the ministerial format and its value to UN peacekeeping. It also highlights the issues discussed during the four preparatory conferences in the run-up to the conference and briefly summarizes topics raised in both the UN’s official pledging guide and independent white papers commissioned by the Republic of Korea.

Abstract:
This paper examines the development of the idea of humanitarian in- tervention and its implications for state sovereignty. It begins with a moral discussion of intervention from the rediscovery of the just war theory in the 1960s and 1970s, extends through public debates about intervention to protect fundamental human rights during armed conflicts over succeed- ing decades, and includes the production of the global commitment of the “Responsibility to Protect” and its treatment in the Outcome document of the 2005 UN World Summit. The article notes that two competing ideas of sovereignty have been recurrent themes in humanitarian intervention debates. One idea, expressed in Article 2 of the UN Charter, defines sovereignty in terms of the inviolability of state territory. The other, surfacing in human rights law and in moral debates in the public sphere, defines sovereignty in terms of the responsibility of states and the world order to protect funda- mental human rights domestically and internationally. This paper identifies the deep historical roots of both conceptions and their mutual, but different, connections to the idea of natural law, as well as their different implications regarding the roles of states, regional organizations, and the UN. It concludes by noting that while the 2005 Summit reaffirmed the former conception of sovereignty, it also acknowledged the latter as a domestic obligation of states, though one in which the international community also has an interest.
