1. Women scaling the corporate ladder: Progress steady but slow globally

Abstract:
Despite steady progress, women remain grossly underrepresented in corporate leadership worldwide. The share of women executive officers and board members increased between 1997 and 2017, but progress was not uniform. Partly in response to gender quotas, the shares of female board members have risen rapidly in some countries while lagging elsewhere. This Policy Brief reports results derived from the financial records of about 62,000 publicly listed firms in 58 economies over 1997–2017, which together account for more than 92 percent of global GDP. The authors conclude that if, as emerging evidence in the literature indicates, gender diversity contributes to superior firm performance, then progress in this area could help boost productivity globally. Policymakers and corporate leaders should consider supportive public and private policies, including more gender-neutral tracking in education, firm protocols that encourage gender balance in hiring and promotion, enforceable antidiscrimination laws, public support for readily available and affordable high-quality childcare and maternity and paternity leave, and quotas.

Abstract:
In an increasingly digitized world, information and communication technologies (ICTs), and especially operational technologies (OTs), have assumed critical importance for governments, industry, and the general public worldwide. Yet trust in the integrity of these products and services is declining because of mounting concerns over inadvertent vulnerabilities in the supply chain and intentional backdoor interventions by state and corporate actors. Compounding the problem, these legitimate security concerns are sometimes exaggerated for political and commercial reasons—a counterproductive dynamic that fuels rivalries, fragments the marketplace, increases anxiety, stifles innovation, and drives up costs. Inarguably, some governments have been intervening in the ICT/OT supply chain or at least laying the groundwork for such interventions. They believe the pursuit to be justifiable and legal, citing objectives related to intelligence, law enforcement, and military operations. Whether valid or not, the concern is that certain corporations are actively or passively weakening the security of the supply chain and final products either at the behest of governments or for questionable purposes. Another concern is that both state and corporate interventions could leverage or mask what are purely lax security standards or flaws in products and services. And this further reduces trust in ICT/OT.

4. Future Space Controls and the Invisible Hand

The Nonproliferation Policy Education Center (NPEC) and the American Bar Association Standing Committee on Law and National Security (SCOLNS) held a law and policy workshop on Thursday, June 20, 2019. The workshop was the second collaboration between NPEC and SCOLNS, and it concerned the legal and policy issues that are emergin as space becomes increasingly commercialized and accesible. As the emerging space domain presents new challenges and opportunities, it is the hope of SCOLNS and NPEC that this report will guide future legal and policy decisions. The workshop sought to address a series of questions regarding national security challenges in space: Commercial Space: What will be profitable and when? Future Undesirable Space Conjunctions: Who is and should be liable? Insuring Against Unwanted Space Conjunctions: What new norms, regulations, laws, and understanding might be desirable? The workshop was comprised of experts from NPEC, SCOLNS, the U.S. Air Force, the Defense Intelligence Agency, the Department of Commece, the Department of States, nonprofits, think tanks, academia, and private companies and individuals. The discussion was governed under Chatham House rules, and therefore ideas and group affiliations from the workshop were not attributed to specific individuals.

5. The Rise of Global Innovation by US Multinationals Poses Risks and Opportunities

Abstract:
For decades, US multinational corporations (MNCs) conducted nearly all their research and development (R&D) within the United States. Their focus on R&D at home helped establish the United States as the unrivaled leader of innovation and technology advances in the world economy. Since the late 1990s, however, the amount of R&D conducted overseas by US MNCs has grown nearly fourfold and its geographic distribution has expanded from a few advanced industrial countries to many parts of the developing world, creating an innovation system that spans the globe. Like many aspects of globalization, including the offshoring of manufacturing over recent decades, the globalization of R&D raises concerns about US competitiveness and loss of technological leadership. At the same time, the spreading geographic location of innovation presents opportunities for US-based companies if the right policies are adopted to seize them. The research presented in this Policy Brief demonstrates that US innovators continue to remain involved in important ways in US MNCs' global R&D activities, and fears of a hollowing out of US capacity to innovate—based probably on previous fears about the hollowing out of US-based manufacturing—may be overstated. Indeed, the large and growing pool of highly educated scientists and engineers in the developing world could increase the rate of global productivity growth, to the advantage of US-based companies and the world in general. The authors conclude that a productive way to capitalize on the globalization of MNC R&D is not to oppose it but to combine emerging-market talent with MNC experience so that innovation can flourish to improve global living standards and fuel economic progress.

Abstract:
Digital data captured from social media, cell phones, and other online activity has become an invaluable asset for security purposes. Online mapping or cell-phone location information can be used to collect intelligence on population movement, or to provide situational awareness in disasters or violent incidents. Social-media postings may be used to vet potential immigrants and job applicants, or to identify potential recruits who may be likely to join the military. ​ However, breakdowns in relationships between the tech industry and would-be consumers of technology’s handiwork could imperil the ability of security stakeholders to use this data. Ongoing issues have already begun to shape some technologists’ views on the ethical use of artificial intelligence and other technologies in war and conflict and their impact on human rights and civil liberties. It isn’t difficult to imagine a series of future incidents further souring collaboration between technologists and security stakeholders. ​ In contrast to its reluctance over security matters, the tech industry has been a willing partner for government agencies and communities that promote health and wellbeing—topics that present less of an ethical challenge. Although it may not be immediately apparent, wellbeing and security have much in common. Could the security community take a page from wellbeing efforts to improve their collaboration with the tech industry?...

On the other hand, every service is becoming more private which used to belong to the government in history. After the cold war era, security details such as border security, presidential protection, abroad activities, intelligence, and security strategy are provided by private organisations. This study tries to explain what is ‘cold war? , what is a private military company? What is the change for the private military industry after cold war?’ | Küreselleşen Dünya ile birlikte son yıllarda birçok ülke nükleer silahlar, kıtalararası balistik füzeler ve yüksek teknolojili silahlar gibi gereğinden fazla askeri materyale sahip olmaya çalışmaktadır. Diğer taraftan, geçmişte devletlerinyapmakla sorumlu olduğu tüm hizmetler artık özel sektör tarafından yapılır hale gelmeye başlamıştır. Soğuk savaş döneminden sonra ise sınır güvenliği, devlet başkanlarının korunması, sınır ötesi faaliyetler, istihbarat ve güvenlik stratejileri gibi askeri konular artık özel sektör kuruluşları tarafından karşılanmaktadır. 8. Creating Value Through the Chain: SABMiller & the Tenderos

Abstract:
Launched in 2013, the “4e Camino al Progreso” program is an Inter-American Development Bank/Multilateral Investment Fund-sponsored social investment project led by SABMiller and implemented by the executing agency FUNDES in six Latin American countries. Capitalizing on the opportunities inherent in the brewer’s value chain, the initiative provides business and leadership consulting to small retailers, known as tenderos, in impoverished neighbourhoods. The project aims to improve the profitability and sustainability of the stores, or tiendas, allowing their proprietors to achieve a better quality of life and contribute more time and resources to improving their communities. Empowering these retailers to become better business operators ultimately strengthens SABMiller and other companies’ distribution network, creating benefits for the local and regional economy. The case presents a promising model for similar corporate-social partnerships and contains innovative examples of how the private sector can contribute to substantive development initiatives. Given the partnership’s variegated players and contacts, the case highlights stakeholder relations strategies and challenges. The project’s design also demonstrates scalability and sustainability potential, although the ultimate success of these ambitions will depend on strategic decision-making and managing SABMiller’s evolution as it merges with Anheuser Busch InBev, the world’s largest brewer. 1 While its ultimate results remain to be seen, this project raises three main lessons given its progress to date: first, sometimes even the most obvious solutions, such as using technology, do not come with an equally straightforward technique for adoption and implementation; second, reconceptualising the bottom of the pyramid as an engine of growth in the value chain, rather than simply a group of undervalued consumers; and third, understanding how productivity and efficiency contribute to sustainability, which may be undermined if this relationship is not recognized.

9. Economics and the Near-Death Experience of Democratic Governance

Non-market public production makes up a quarter to a half or more of all economic activity in advanced democratic nation-states. Yet here in the United States the public economy’s ability to function productively on behalf of the citizenry is seriously imperiled. In this paper I trace the connection between mainstream, market-centric economics and what James Galbraith has called “the collapse of the public governing capacity.” Marketization and its confederate, privatization, have led, sometimes intentionally, to the evisceration of governmental capacity, the downsizing of democracy and the dismantling of traditions of responsible public administration that are grounded in law and the Constitution. Over the last decades, apostles of the market have intruded upon government a pseudo-market with outcomes ranging from the unfortunate to the disastrous. So-called “New Public Management” –“a child of neoclassical economics,” – has colonized and weakened every level of public administration. Hollowed out through the cathartic of a “competition prescription,” the public sector time and again seems to fail us, so systems of performance measurement transplanted from profit-driven business models are being imposed across government, ostensibly to improve results and better supply what the populace wants and needs, but instead often leaving harm in their wake. We find our most basic public services and rights in jeopardy: from clean air and water to unencumbered judicial due process. While government “reinventors” boast about shrinking government, in reality a “submerged state” mushrooms through an explosion of private profit- making contractors and behind the hidden hand of tax expenditures. Yet, as I argue in this paper, there is no viable explanatory theory of the public non-market economy or of production within it, nor any consensus about how to measure public purpose or assess results in the public domain. Instead, a market-centric economics prevails in textbooks, university teaching and public policy, while private, market-mimicking motivations and values displace public purpose in measurement schemes.
