11. Safeguards-by-Design for Advanced Nuclear Systems

Abstract:
The emergence of an advanced nuclear industry has renewed the pursuit of small modular and advanced reactor technologies to supply low carbon energy. By the same token, these developments potentially expose gaps in current safeguards practices, particularly for reactor designs utilizing novel coolants and fuel forms–underscoring calls for the early application of Safeguards-by-Design to effectively and efficiently detect diversion and misuse. Other innovations may necessitate additional measures to credibly assure the absence of undeclared activities. This paper discusses three types of advanced nuclear and nuclear-related technologies as illustrations of these challenges: 1) micronuclear reactors, 2) molten salt reactors, and on the balance-of-plant side, 3) thermal energy storage and dry cooling. It then identifies high-level safeguards development needs associated with these on-the-horizon technologies so as to elevate safeguards considerations in the minds of reactor developers and investors.

The world today is trying to manage health risks associated with population growth, climate change, deforestation, institutional collapse, state failure, accidents, human error, war and terrorism. The full range of risks include infectious disease outbreaks, biological, chemical, radiological and nuclear spill-overs or attacks, multiple hazards, food insecurity, state fragility and cyber security failure or attacks. This is a breath-taking range of risks and no single institution can tackle it alone. It truly is humanity's common concern. As the UN agency responsible for global health, the World Health Organisation (WHO) is the organizational expression for humanity's common concern and we are honored to have the recently elected Director-General Dr. Tedros Adhanom address us on the priorities for his leadership. As we survey the world today, we find the nuclear landscape to be more uncertain and precarious than it has been at any time since the end of the Cold War. In recent years, Russia has taken to routinely rattling its nuclear saber—publicly embracing the value and utility of nuclear weapons while rejecting further nuclear arms control efforts—in an effort to intimidate its smaller neighbors and to test European unity along the North Atlantic Treaty Organization’s (NATO) periphery. North Korea’s expansion and diversification of its nuclear arsenal and associated delivery platforms, combined with Kim Jong-un’s penchant for provocation, has raised the risk of nuclear coercion and undermined confidence in current deterrence approaches. Meanwhile, nuclear competition between Pakistan and India continues to grow, spurred on by Pakistan’s now-open acknowledgment of a range of “tactical” nuclear weapons as part of their “full spectrum deterrence.” And China, unabashed in its desire to assert greater regional dominance, is modernizing, diversifying, and hardening its nuclear forces while simultaneously enhancing complementary capabilities in space, cyber, and advanced missile systems. Over a quarter century past the fall of the Berlin Wall, nuclear dangers appear to be growing rather than receding, contributing to an increasingly complex security environment

14. Nuclear Rules, Not Just Rights: The NPT Reexamined

With 190 state members, the Nuclear Nonproliferation Treaty (NPT) is almost universal. However, it has fallen on hard times. North Korea violated it and withdrew in 2002. Israel, Pakistan, India, and North Korea—the nuclear-armed states most likely to use them—refuse to sign. Others—e.g., Syria, South Korea, and Egypt—have violated its safeguards and yet suffered no serious consequences. Also, with the Iran deal, enriching uranium or re- processing spent reactor fuel, which can bring states to the very brink of bomb making, is now less taboo. Finally, with President Trump’s suggestion that South Korea’s and Japan’s acquisition of nuclear weapons is inevitable, the prospect of the treaty lasting in perpetuity is easily open to question.1

Abstract:
Kim Jung-un’s new year declaration that North Korea will test its new ICBM this year (2017) poses a further challenge to the incoming Trump administration. It is truly a “rogue state” – a country that conducts nuclear tests in defiance of the UN Security Council, and that is willing to sell conventional and non-conventional weapons to other rogue regimes, including Israel’s enemies. The nuclear cooperation between North Korea, Syria and Iran forces Israel into new alliances to counter this threat.

The global nuclear non-proliferation regime, as it has evolved since the entry into force of the Nuclear Non-Proliferation Treaty (NPT) in 1970, has been remarkably resilient. Despite predictions of a “cascade of proliferation,” there are currently only nine states with nuclear weapons, and that number has remained the same for the past 25 years.[1] The NPT is nearly universal, with 190 parties and only five non-parties (India, Israel, North Korea, Pakistan, South Sudan). Several countries voluntarily abandoned nuclear weapons development programs (Argentina, Brazil, Egypt); several others were forced diplomatically or militarily to give up the quest (Iraq, Libya, South Korea, Syria); three former Soviet republics inherited nuclear weapons but gave them up (Belarus, Kazakhstan, Ukraine); and one country built a small arsenal before unilaterally eliminating it (South Africa). With Iran’s path to nuclear weapons blocked by the Joint Comprehensive Plan of Action (JCPOA) for at least 10 to 15 years, there are no non-nuclear weapon states currently believed to be pursuing nuclear weapons, according to U.S. government sources. And despite cases of nuclear smuggling and continuing interest of terrorist groups in acquiring nuclear weapons, no thefts of enough fissile material to build a bomb are believed to have taken place.

Abstract:
Thomas Schelling’s passing last month represents a great loss to many in this community and beyond. He leaves a remarkably rich intellectual legacy. Among his many achievements, Schelling’s influence on the theory and practice of arms control cannot be overstated. He produced his seminal works on the subject—Strategy and Arms Control, published with Morton Halperin in 1961, and Arms and Influence, published in 1966—during his twelve years in residence at the Center for International Affairs (1959–1971). I had the pleasure of spending time with Professor Schelling at his home in Bethesda while researching my book on the history of the Center in 2005. Two things stood out from that conversation then, and perhaps even more so now in retrospect. First, Schelling was deeply committed to policy-relevant research, and his long life of work reflects that fact. Secondly—and relatedly—his work on the efficacy and control of nuclear weapons remains a singular benchmark for research in the field and a profoundly erudite and intelligent guide for today’s policy makers, just as it was for their predecessors some sixty years ago.

Abstract:
Uranium mines and mills offer an important focus for the analysis of fissile-material production. It is possible to combine traditional research techniques with new tools and technologies to estimate the production of yellowcake uranium. Such estimates can, in turn, be used to roughly estimate the throughput of a country’s nuclear fuel cycle. In some cases, this may help researchers to determine whether undeclared fuel cycle facilities exist and to estimate their capacity. This CNS Occasional Paper is the first in a series of papers funded by the MacArthur Foundation. It deals primarily with how researchers can use open-source information to monitor uranium mining and milling in the service of arms control, disarmament, and nonproliferation goals. Additional monographs will provide regional cases studies in North Korea, China, India, and Pakistan to demonstrate what these methods can reveal—and what they cannot. The final monographs look at the emerging, and potentially revolutionary, role of remote sensing for this application and gives policy recommendations.
