11. Synthesis Report on State of Water: A Look at the Legal and Regulatory Framework Governing Water Services across Jurisdictions

Abstract:
This study looks at the development of legal and regulatory framework governing drinking water and sanitation services in South Africa, England and United States. Around 780 million worldwide do not have access to clean drinking water and almost 2.5 billion people lack access to improved sanitation according to data published by Centers for Disease Control and Prevention. In such a situation, it becomes extremely important to study the legal and regulatory measures used internationally to control, manage and improve these resources. This study, covering South Africa, England and USA, sets out to identify, comprehend and analyze these legal frameworks and structures; examine the control exercised by national, state/provincial as well as municipal governments over water and sanitation-related questions; and the responsive measures being taken by them to preserve the water resources and their quality for future generations. The authors have observed that in presence of varying geographical, historical and social factors, while it would be impossible to compare each model against the other on the basis of merit, it becomes increasingly important for governments to balance the individual’s right to water with the planet’s ecological balance.

Abstract:
Since Cynthia Enloe asked, ‘Where are the women?’ in 1989, studies about the place of women in International Relations have increased. However, most of the analyses since then have focused on the participation of women in international organisations, events and institutional spaces, making invisible other practices and places occupied by black or indigenous women from the South. This article aims to highlight the role of women at the international level, analysing their performance in disputes over the meanings of development in Latin America and the Caribbean, based on struggles against extractivism. In addition to denouncing the impacts of this development model, these struggles seek to construct alternatives that, although they could be essentially local, have been multiplied and articulated throughout the Latin American and the Caribbean territory, as part of a broader resistance to the dominant extractivism in the region. These struggles will be mapped using a database of 259 conflicts around mining activities, developed by the Research Group on International Relations and Global South (GRISUL).

13. The Aid Effectiveness Agenda: Past experiences and future prospects

Abstract:
The 2005 Paris Declaration on Aid Effectiveness provided an important framework for encouraging donor and partner countries to adapt aid management practices to make development cooperation more effective. The agenda it advanced has since lost visibility, even among aid providers that were once its strongest advocates. This DIIS report, written by Senior Researcher Erik Lundsgaarde and Senior Researcher Lars Engberg-Pedersen, indicates that there are several explanations for the declining attention to Paris Declaration principles. Implementation of the agenda was challenging from the outset due to different starting points among countries, the tension between a universal approach and the need to adapt cooperation approaches to varied contexts, and the tradeoffs involved in implementing prescriptions such as increasing partner ownership, strengthening donor coordination, and improving results management. In spite of these challenges, the authors argue that core ideas from the Paris Declaration remain valid today. In particular, the importance of fostering partner ownership and measuring results has not faded. Improving the consistency of how donors pursue these objectives in practice is essential in carrying lessons from decades of development cooperation experience forward.

National oil companies (NOCs) produce the majority of the world’s oil and gas, pumping out an estimated 85 million barrels of oil equivalent per day. Within their home countries, NOCs influence the degree to which billions of people benefit (or suffer) from their countries’ hydrocarbon assets. Many of these companies manage multi-billion-dollar portfolios of public assets, execute complex projects across their territories and at sea, employ citizens in the tens or hundreds of thousands, and perform a range of public services from providing energy to building infrastructure. Despite their importance, NOCs are poorly understood thanks to weak and uneven reporting, sparse research, and an absence of publicly available comparative data.

This report explores common resource governance successes and challenges in sub-Saharan Africa, taking advantage of the rich dataset and wealth of evidence documentation provided by the Resource Governance Index. While the authors detect common trends across the region, there is also great diversity between and within countries. It also documents examples of good practices from which officials in other countries can learn. The authors conclude with the suggestion that policymakers, parliamentarians, civil society, media and regional institutions focus more on narrowing the implementation gap, which will help to restore trust between government, communities and investors and thus strengthen sustainable management of natural resources. Creating space for public debate, strengthening capacity of public institutions and oversight actors, addressing lack of political will and learning from past legal reforms are possible solutions to address the implementation gap.

Oil, gas and mining projects can generate substantial revenues for host countries. At the same time, extractive activities generate a range of other positive and negative economic, environmental, social, political, institutional and cultural impacts. Host countries must weigh the economic benefits of extractive projects against their environmental and social impacts. However, environmental and social impacts are often assessed in separate processes and by separate institutions from those assessing financial revenues and the modeling, measuring and reporting of these impacts is rarely integrated with financial impacts.

Why is water important in the MNA region? • It matters for people. MNA countries cover 10 percent of the world’s area and home to 6% of the world’s population but receive less than 2% of the world’s renewable water supply. With rapid population growth since the mid 1970s, this has caused dramatic contraction in per capita renewable water resources. The MNA region is now the world’s driest region in the World. • It matters for the economy. Over 60 percent of the population of MNA lives in area of high-water stress compared to some 35% for the rest of the World. Water stress in MNA will be severe in the next 20 years as freshwater per resources per capita is estimated to keep on declining steadily unless fundamental shift occurs. The MNA region has the greatest expected economic losses from climate-related water scarcity, estimated at 6–14 percent of GDP by 2050. The MNA region will have to learn to do more with less – no matter what. • It matters for the environment. wastewater, 82% of which is not being recycled in the region, compared to just 30% in highincome countries. This presents a major threat to human and environmental health but also a massive opportunity to better satisfy water demand. Wastewater is the only natural resource that increases, as cities and populations grow. • It matters for equality. Equality between men and women; between urban and rural and between nations. MNA countries need to comprehend water as a political, economic and security issue in the region that plays a profound role in the future of the region and its growth and development, and take more concerted actions now.

Abstract:
The mining and milling of uranium does not generally receive the attention that the subject deserves. Yet this overlooked aspect of the nuclear fuel cycle can offer analysts important clues about a country’s fissile-material production. This, in turn, helps inform highly sensitive inquiries, such as estimates of arsenal size and potential for growth. Geospatial technology is uniquely helpful as a discovery and verification tool. The production of fissile material is often a closely held state secret; even for states that report production levels to the International Atomic Energy Agency, these numbers can be difficult to verify. Remote-sensing technology, such as satellite imagery paired with change-detection algorithms, can help pierce the veil of state secrecy and overcome physical barriers to inform analysts about this vital first step in the nuclear fuel cycle. Occasional Paper #44—the final installment in a four-part series that uses open-source remote-sensing data to identify and monitor uranium mining and milling activities—examines these new tools and technologies in detail to demonstrate how analysts use them to detect, estimate, or verify uranium production. It explores different remote-sensing techniques and their various advantages, including traditional optical imagery, multispectral and hyperspectral images, and thermal and near-infrared images. It also discusses machine-learning algorithms as another tool for analysts examining large quantities of geospatial information in a relatively short amount of time. Though these technologies hold great promise for WMD analysts, there are limitations to their use. A July 2018 ISD report on “The New Arctic: Navigating the Realities, Possibilities, and Problems” explores the implications of the New Arctic, and the broader geopolitical repercussions of these changes. The Arctic region has become a New Global Common. Increasingly navigable seaways and new access to natural resources create both opportunities for greater collaboration between Arctic and non-Arctic nations, as well as potential flashpoints, environmental disasters, and threats to indigenous communities. The challenge is to mitigate all of these potential threats, and develop the policies, partnerships, and infrastructure to help guide Arctic diplomacy in the decades to come.
