Abstract:
Far-right terror is going global, propelled to a significant degree by an online ecosystem of extremists posting in English. Since 2018, attackers have targeted synagogues in Pittsburgh, Pennsylvania; the towns of Poway, California, and Halle, Germany; mosques in Christchurch, New Zealand; and a Walmart in El Paso, Texas. In this month’s feature article, Blyth Crawford and Florence Keen examine the February 19, 2020, far-right terrorist attack that targeted shisha bar customers in the German town of Hanau and led to the death of nine victims. They write that the influences on the deceased Hanau attacker Tobias Rathjen were “a combination of traditional far-right, race-based, and anti-immigration narratives, alongside several more obscure conspiracy theories.” They argue that a common denominator between the Hanau attack and the aforementioned attacks in the United States, New Zealand, and Germany “is the perpetrators’ shared adherence to the ‘Great Replacement’ conspiracy narrative … which perceives the cultural and biological integrity of the white race to be endangered by increased levels of (non-white) immigration and the stagnation of white birth rates.” In our ongoing “A View from the CT Foxhole” series, Raffaello Pantucci interviews Jonathan Evans, who served as the Director General of the U.K. Security Service MI5 between 2007 and 2013. Colin Clarke examines the issues raised by the December 6, 2019, terrorist attack by the Saudi Air Force Officer Mohammed Alshamrani, which killed three U.S. Navy sailors at Naval Air Station Pensacola in Florida. He writes, “In early February 2020, al-Qa`ida in the Arabian Peninsula (AQAP) claimed responsibility for the attack. It is not clear yet whether the group had a direct role in the attack, but if it did, it would make the shooting the first deadly terrorist attack on U.S. soil since 9/11 directed by a foreign terrorist organization.” By analyzing “all related-court cases since 2013,” Lorenzo Vidino, Jon Lewis, and Andrew Mines find that “save for a few exceptions, the vast majority of U.S.-based Islamic State supporters left a remarkably small financial footprint. Most, in fact, simply relied on personal savings to pay the small costs required for their activities.” Christopher Anzalone examines al-Shabaab’s PSYOPS (psychological operations) messaging, which he argues “takes advantage of the lack of transparency in certain instances from its opponents, including some governments, and the demand by the international news media for details from on the ground, with the group framing itself as a reliable source of on-the-ground information.”

Abstract:
COVID-19 is arguably the biggest crisis the planet has faced since the Second World War and will likely have significant impacts on international security in ways which can and cannot be anticipated. For this special issue on COVID-19 and counterterrorism, we convened five of the best and brightest thinkers in our field for a virtual roundtable on the challenges ahead. In the words of Magnus Ranstorp, “COVID-19 and extremism are the perfect storm.” According to another of the panelists, Lieutenant General (Ret) Michael Nagata, “the time has come to acknowledge the stark fact that despite enormous expenditures of blood/treasure to ‘kill, capture, arrest’ our way to strategic counterterrorism success, there are more terrorists globally today than on 9/11, and COVID-19 will probably lead to the creation of more.” Audrey Kurth Cronin put it this way: “COVID-19 is a boost to non-status quo actors of every type. Reactions to the pandemic—or more specifically, reactions to governments’ inability to respond to it effectively—are setting off many types of political violence, including riots, hate crimes, intercommunal tensions, and the rise of criminal governance. Terrorism is just one element of the growing political instability as people find themselves suffering economically, unable to recreate their pre-COVID lives.” The roundtable identified bioterrorism as a particular concern moving forward, with Juan Zarate noting that “the severity and extreme disruption of a novel coronavirus will likely spur the imagination of the most creative and dangerous groups and individuals to reconsider bioterrorist attacks.” Ali Soufan warned that “although the barriers to entry for terrorists to get their hands on bio weapons remain high, they are gradually being lowered due to technological advances and the democratization of science.” The special issue also features five articles. Audrey Alexander examines the security threat COVID-19 poses to the northern Syria detention camps holding Islamic State members, drawing on a wide range of source materials, including recent interviews she conducted with General Mazloum Abdi, the top commander of the SDF, and former U.S. CENTCOM Commander Joseph Votel. Chelsea Daymon and Meili Criezis untangle the pandemic narratives spun by Islamic State supporters online. Christopher Hockey and Michael Jones assess al-Shabaab’s response to the spread of COVID-19 in Somalia. Mark Dubowitz and Saeed Ghasseminejad document how the Iranian regime has spread disinformation relating to the pandemic. Finally, Nikita Malik discusses the overlaps between pandemic preparedness and countering terrorism from a U.K. perspective.

Abstract:
In the context of modern information and communication systems, present study was designed to examine the information and communication imbalances among the developed and under developed countries in tweets of international news agencies during 2010-16. Theoretically, the study takes roots from world system theory and structural imperialism theory. Methodologically, the triangulation of method is used. Firstly, the content analysis was performed on purposively selected tweets of four international news agencies; AFP, AP, Reuters and Xinhua about the 15 sample countries for the period of 7 year from 2010-2016. Further, the social network analysis technique was used to examine the network structures of international news determinants and world countries. This study revealed that core and semi-periphery countries are shared more and framed positively, while periphery countries are shared less and portrayal negatively not only by the international news agencies but also by their followers. Further, it was also found that Reuters’ tweets agenda about core, periphery and semi-periphery countries is different from other news agencies specifically from Xinhua. Moreover, study also found that in the tweets of international news agencies the core and semi-periphery countries are covered and shared in context of foreign relations, trade, economy, entertainment, and human interest, while periphery countries are covered and shared with reference to conflicts, disasters, and human rights violations.

4. An Effects-Centric Approach to Assessing Cybersecurity Risk

Abstract:
Faced with rapidly growing cyber threats, organizational leaders, and government officials cannot reliably secure all data and digital devices for which they are responsible. The best they can do is conduct strategic risk management. That requires a systematic way to categorize potential attacks and estimate consequences in order to set priorities, allocate resources, and mitigate losses. The 2018 U.S. National Cyber Strategy holds government officials accountable for doing cyber risk management based on the National Institute of Standards and Technology’s (NIST) Cybersecurity Framework and recommendations from not-for-profit organizations such as the Center for Internet Security (CIS) and ISACA. Yet, none of these policy documents and best practice guides actually provide the necessary analytical tools. As a result, public agencies, private companies, and non-profit groups that try to do risk assessment often feel overwhelmed rather than empowered to make strategic cybersecurity decisions. The Center for International and Security Studies at Maryland (CISSM) has developed an analytical framework that provides four essential building blocks needed to satisfy the principles in the NIST Standard Framework and other best practice guides: 1. A standardized system for classifying cyber threats and events by their effects. 2. Tools to associate organizational functions with IT topologies. 3. Algorithms to assess the severity of disruptive and exploitative cyber events. 4. A method to understand the integrated nature of risk across different parts of a simple organization, major divisions of a complex organization, or interconnected organizations in a complex system. These building blocks can be combined in different ways to answer critical questions, such as: • What is the range of cyber risks to different types of organizations? • Which threats pose the greatest risk to a specific department or organization? • How could an attack on one part of an IT network affect other organizational functions? • What is the accumulated risk across a critical infrastructure sector or geography? Using a comprehensive, consistent, and repeatable method to categorize and measure risk can enhance communication and decision-making among executives who make strategic decisions for organizations and their IT staff with day-to-day responsibility for cybersecurity. It can facilitate cooperation between public officials and private industry who share responsibility for different components of national critical infrastructure. It can inform media coverage and public debate about important policy questions, such as which decisions about cybersecurity should be purely private decisions, whether government should incentivize or mandate certain cybersecurity choices, and when a cyber attack warrants some type of military response.

Abstract:
As we approach the third decade of the 21st century, there are numerous disturbing signs that two world-historical accomplishments that had seemed so promising are in serious trouble. The first of these is digital networks, which had promised to bring the world closer together, bringing broader popular participation and engagement and new ways of generating wealth and wellness. However, today anxieties about digital networking are proliferating, sparked by growing levels of digital surveillance, the effects of digital devices on our mental health and sociality, and the loss of jobs to artificial intelligence. The second troubled historical accomplishment is democracy, which at the end of the Cold War seemed to be expanding inexorably, but which now is challenged by growing authoritarianism and popular discontent with democratic governments. Freedom House’s 2019 report, entitled “Democracy in Retreat”, documents the 13th consecutive year of weakening democratic norms around the world (2019). These two global developments are related, due to the negative impact of “fake news” spread digitally on elections or the disruptive effects of digitization on the type of social cohesion that should be an important precondition for and effect of democracy. However, the relationships between digitization and democracy are multidimensional and complex, and much work remains to identify and analyze them. This working paper contributes to addressing this need by bringing together a set of interdisciplinary contributions, exploring different facets of the relationship between digitization and democracy in a variety of settings, from the local through to the global. This introduction to the working paper provides an overview of some key issues and literatures relevant to the relationship between digitization and democracy, including the historical shift in assessments of this relationship from optimism to concern; analysis of more specific ways that digitization and democracy interact; and the increasingly global aspects of the problem and the challenges this poses to governance. The final section of this introduction provides a summary of the individual contributions that follow. These short papers were presented at a workshop at McMaster University in September 2018 and then revised for this set of working papers to bring out their common themes more consistently. This final section of the introduction emphasizes the inter-relatedness of digitization and democracy in various settings. This type of global and multidimensional mapping of the problem is crucial if these problems, and the fears about our global futures that accompany them, can be diagnosed, treated, and overcome.

6. From Battlefront to Cyberspace: Demystifying the Islamic State’s Propaganda Machine

Abstract:
This report offers a unique contribution to the literature by examining the Islamic State’s production, dissemination, and evaluation of propaganda in the months running up to its territorial collapse. Utilizing a range of materials collected in eastern Syria during the first nine months of 2018, namely audio-visual records and interviews, the authors inspected the administrative structure undergirding the group’s Central Media Directorate. Key responsibilities of this entity included interdepartmental oversight and monitoring, as well as media production and distribution. Focusing primarily on infrastructure concerning security and production, the study examines how the Islamic State cultivated a high degree of operational security, fluidity, and effectiveness. By assessing these trends during a period of existential external and internal pressure, the report demonstrates how the group ensured the continuance of its influence operations. Beyond highlighting the utility of its guiding methodology and the operational value of its findings, this investigation enabled the authors to outline how the Islamic State might traverse the post-proto-state phase of its history. Among other things, the report draws attention to the increasing ascendency of diwan al-amn al-‘am (Directorate of General Security), especially regarding its role in instilling operational opacity, maintaining archives, and managing personnel. Taken altogether, the findings show how the Islamic State sought to navigate through critical trade-offs, such as efficiency and security, particularly in the context of its media operations.

In recent years, historical witnessing has emerged as a category of "museum object." Audiovisual recordings of interviews with individuals remembering events of historical importance are now integral to the collections and research activities of museums. They have also become important components in narrative and exhibition design strategies. With a focus on Holocaust museums, this study scrutinizes for the first time the new global phenomenon of the "musealization" of the witness to history, exploring the processes, prerequisites, and consequences of the transformation of video testimonies into exhibits.

Abstract:
The media have played and continue to play a significant role in many ethnic conflicts and wars that ever took place in history and through its reportage humankind has become informed and aware of ethnic-conflict on the globe through various forms. Irrespective of the increase in knowledge, media has negatively impacted the ethnic conflict by several escalations that took place because of the manner information that was provided. This study investigates what these negative impacts are by examining the literature and sorting them to consider media location, outlets, and presentation impact of media. An overlapping discovery has gingered the reclassification of the impact of media in the face of dilemmas. They are Psychoanalysis propaganda and profiteering, freedom and ethics, distortion of reality, and public safety. The media tries to balance in order to choose the lesser consequential path to survive. However, they have all steered to an escalation of ethnic conflicts.

Abstract:
This publication offers the proceedings of Conference 8 on Human Rights and Security Sector Governance in Ukraine. The 8th conference had a special focus on Gender among other HR-related challenges in Ukraine. It has been noted that further engagement in this area is needed from all the relevant stakeholders, especially in terms of encouraging active participation of women in this and other civil society events. As a result of the working groups, the conclusions and recommendations of last years’ conference on Civil Society (held in March 2016) touching upon similar issues have been revisited. It has been noted that some of the already outlined issues remain a year later and that further persistence in building and coordinating civil society and the media is necessary.

This publication provides an overview of the key issues discussed and policy recommenda- tions proposed during the series of conferences for the project “Monitoring Ukraine’s Security Governance Challenges”. The project was implemented jointly by DCAF and the Razumkov Centre with the financial support of the Ministry of Foreign Affairs of the Netherlands. This report compiles key issues and recommendations for all 9 conference and is intended to serve as a reference point for future needs assessments, as well as for further consultations with Ukrainian and international stakeholders. The key issues are categorised thematically, rather than by conference, since certain issues were discussed in several events. Each sub-section concludes with respective policy recommendations.
