71. Teacher Professional Development around the World: The Gap between Evidence and Practice

Abstract:
Many teachers in low- and middle-income countries lack the skills to teach effectively, and professional development (PD) programs are the principal tool that governments use to upgrade those skills. At the same time, few PD programs are evaluated, and those that are evaluated show highly varying results. In this paper, we propose a set of indicators—the In-Service Teacher Training Survey Instrument—to standardize reporting on teacher PD programs. Applying the instrument to 33 rigorously evaluated PD programs, we find that programs that link participation to career incentives, have a specific subject focus, incorporate lesson enactment in the training, and include initial face-to-face training tend to show higher student learning gains. In qualitative interviews, program implementers also report follow-up visits as among the most effective characteristics of their professional development programs. We then use the instrument to present novel data on a sample of 139 government-funded, at-scale professional development programs across 14 countries. The attributes of most at-scale teacher professional development programs differ sharply from those of programs that evidence suggests are effective, with fewer incentives to participate in PD, fewer opportunities to practice new skills, and less follow-up once teachers return to their classrooms.

Investments which support households to better meet their unpaid care responsibilities – such as childcare, food preparation and laundry – can yield substantial returns in terms of macro-economic growth, job creation and other key government priorities. This briefing looks at selected evidence and examples and argues that governments should: include commitments to support households’ unpaid care work in relevant policies and programmes, and collect data on unpaid care to support policy making; increase households’ access to care-supporting infrastructure and services; encourage men and boys to share care work; and step up efforts to give women a real voice in policy making, and a real opportunity to speak out about unpaid care.

Abstract:
Decent work for all is a shared global concern. It is enshrined in Sustainable Development Goal 8, ‘to achieve full and productive employment, and decent work, for all women and men by 2030’. Countless initiatives by companies, governments, CSOs and global aid agencies are dedicated to making this happen. These efforts are labelled as ‘decent work’, ‘inclusive businesses’, ‘responsible sourcing’ or ‘economic empowerment’. They share a concern for raising the standards of working conditions – globally, nationally, and across sectors. SenseMaker is a research method that analyses the experiences of large numbers of people to help understand their perspectives on a specific issue or question. This paper shows what is possible when using SenseMaker to capture and understand workers’ perspectives. It aims to inspire anyone working in the private sector, within civil society organizations and government agencies responsible for strengthening decent work, inclusive business and responsible sourcing.

This paper presents the methodology for The Conference Board Global Economic Outlook 2019, which includes growth projections for 11 major regions and individual estimates for 33 mature and 36 emerging market economies for 2019-2023 and 2024-2028. The projections are based on a supply-side growth accounting model that estimates the contributions of the use of factor inputs—labor and capital—and total factor productivity growth to the growth of real gross domestic product (GDP). While labor input growth rates are estimated using data on demographic changes and participation rates—including an estimation to adjust for the change in the composition (or quality) of the workforce—capital input and total factor productivity growth are econometrically estimated using a wide range of related variables during past periods. The obtained trend growth rates for the period 2019-2023 are adjusted for possible deviations between actual and potential output in the short run.

Abstract:
Three methodologies are used to enforce labour and environmental commitments in the US and EU trade agreements: cooperative, sanctions and composite. In-depth analysis of the scope of commitments, level of protection, institutional framework as well as types of informal and formal dispute processes elucidates the pros and cons of such methodologies. Sanctions approach weakens cooperation by misjudging the complexity of domestic policy adjustments through transnational governance. Cooperative mechanism within the NAAEC's composite design emerges as the best approach: Submission on Enforcement Matters (SEM). As it provides for an independent secretariat supported by civil society group and factual records as a sunshine remedy to review citizen submissions. However, the process is constrained by political clout, lack of managerial capacity and legal dilemmas around informal lawmaking (IN-LAW) procedures.

Abstract:
Minority empowerment is a relatively new approach on research and policy-making in the field of minority studies. At its core lies the ideal to remove the marginalisation of minorities by providing room for them to take agency on their own behalf. One policy that has been identified as having the potential to rapidly affect marginalised communities is the implementation of a Universal Basic Income; a monthly amount paid equally to all residents of an area without any means-testing or conditions. This working paper explores how these two fields of research can connect and identifies the key areas of everyday life that could be affected. This includes focus on employment, education, relationships and family life, community work, and government intrusion and social stigma; core elements for any individual and society, including minority communities. The analysis section finds that UBI has the potential to alter all of these aspects, but only if it is used to increase the existing standard of welfare and government services and not as an opportunity to reduce government spending by cutting the vital existing programmes.

In order to achieve it, we need to first fix the current broken economic model which is undermining gender equality and causing extreme economic inequality. The neoliberal model has made it harder for women to have better quality and better paid jobs, address inequality in unpaid care work, and women’s influence and decision making power is constrained. To achieve women’s economic empowerment, we need a human economy that works for women and men alike, and for everyone, not just the richest 1%.
