6. Catalyzing Consensus around Global Commitments

- An international consensus to meet contemporary challenges will develop primarily around defending against shared threats. If the United States is to turn this consensus into collaboration to strengthen security, it must stake out a clear vision of its primary threats and missions. As has become evident over the last few years, doing so will necessarily require adaptations to ally dynamics and disruptions to some international organizations, treaties, and agreements. These changes should not reflexively cause concern that the United States is “withdrawing from the world stage” or has “abandoned its leadership role”; rather, these disruptions are necessary to recalibrate international efforts to rise to contemporary challenges. As part of the US initiative to build consensus, Washington should be especially sensitive to and supportive of those allied and partner efforts already underway that align with US security priorities. It should seek to maximize their effectiveness, in turn providing an incentive for other nations to do the same.

- Abstract:
- The field of International Relations (IR) is barely ‘international’. Scholars have voiced their concerns and as a result, we have witnessed calls for diversity and inclusion in IR, be it in publication or in syllabi. Notwithstanding, the misrepresentation of non-Western scholars in the production of knowledge is significant. This article sheds light on the dynamics of publishing from a non-Western perspective and reinforces Post-Colonial epistemological critiques in IR. Based on the latest dataset from the International Studies Association (ISA)’s journals, this article argues that the current setting of IR journals is not suited for and receptive of non-Western scholars and epistemologies.

- The Women, Peace and Security (WPS) agenda is a transformative policy mandate with a global constituency. It provides policymakers with the tools to end cycles of violent conflict, create more equitable peace processes, and promote gender equality on a global, national, and local scale. Passed in October 2000, United Nations Security Council Resolution 1325 on Women, Peace and Security (UNSCR 1325) underscores women’s agency, voice, and capacities as intrinsic to creating more effective international peace and security policies. Since 2000, more than 80 countries have adopted Women, Peace and Security National Action Plans and other policies to robustly implement the WPS agenda. In 2017, the US Congress adopted the Women, Peace, and Security Act to incorporate the principle of gender equality into US foreign policy. The two main objectives of the WPS agenda are to 1) increase the representation of women in decision-making positions, and 2) to apply a gender perspective to matters of international peace and security.

- International Security developed after the World War II, under the aspect of state protection. Traditional security currents have developed their theories in a Cold War environment, thus, there are epistemological elements of Rationalism and Positivism (Barrinha 2013; Lasmar 2017). The goal of this study is to observe the influence of diplomacy on international controversies, analyze real situations where diplomacy influenced the mediation choice and the armed conflict choice, and finally, deepen the knowledge of the consequences of war and mediation. The article has its theoretical framework on Post-Structuralism, characterized by Lasmar (2017) by the conditioning of the human being as meaning and attributor of the facts (social construction). In the International Security sphere, Post-Structuralism must nominate the threat or the protection as also the means for this. Therefore, it can expose the hidden intentions in the act of political construction (including political speech). The authors and researchers Christer Jönsson and Karin Aggestam question the preference of the states for mediation or war, and, given that, we intend to contribute with analysis under the diplomatic prism. Thus, we can align the revisited theory to the diplomatic actions, collaborating with the international security system.

- A few weeks ago, on July 4, we Americans celebrated our country and its freedoms, and we clearly have much to be grateful for – and also much to ponder. Seen both from within the U.S. and from much of the rest of the world, early Massachusetts Colonialist John Winthrop’s idealized “city on the hill” where “the eyes of the people will be upon us,” no longer looks as bright, and this should worry us. Much has been written to lament America’s retreat from the world stage during the current administration, which has been driven apparently by the mistaken notion that the U.S. can escape what affects the rest of the world simply by opting out or by saber rattling to get its way. But the longer the U.S. continues down this path, the question changes from whether the U.S. will want to reassume its 20th century role to whether the rest of the world will be willing to welcome back the America it perceives today. To watchers around the globe the America that led the world to increases in stability, prosperity, democracy, and human rights has disappeared in the trashing of international treaties and trade agreements, riots against racial discrimination, police violence, and our inability to deal effectively with the corona virus pandemic.
