271. The Paris Agreement – an important step in facing climate change challenges

Abstract:
t the twenty-�irst session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 21), which was held in Paris, France, in December 2015, 195 countries reached an historic agreement to combat climate change, and to accelerate and intensify the actions and investments needed for a sustainable, low carbon future. The central aim of the Paris Agreement is to strengthen the global response to the threat of climate change, by keeping the global temperature rise in this century to below 2°C above pre-industrial levels, and to pursue efforts to limit the temperature increase even further, to 1.5°C. Additionally, the agreement aims to strengthen the ability of countries to deal with the impacts caused by global warming. To reach these ambitious goals, it was agreed that appropriate �inancial �lows, new technology and an enhanced capacity building framework should be put in place, to support the most vulnerable countries.

Economic con ict between nation-states has been a major concern throughout the past century and will continue to threaten progress for the foreseeable future. The language evolves, but the issues persist. The “beggar-thy-neighbour” policies and “competitive devaluations” that aggravated the Great Depression of the 1930s have become the “currency wars” of the twenty- rst century. De ning the problem, however, is easy compared with the task of solving it. A central recurring question is whether policy makers can — and should — cooperate and try to coordinate their policies in an effort to alleviate con icts and improve outcomes.

Abstract:
One of the most profound developments in international affairs since the end of the Cold War has been the rise of a global accountability movement that seeks to hold political authorities responsible for abuses inflicted on their own citizens and those of neighboring countries.1 During the decades between the Nuremberg and Tokyo War Crimes tribunals of the late 1940s and the collapse of the Soviet Union, the world’s great powers demonstrated little interest in establishing international justice mechanisms to redress gross human rights abuses.2 That changed in 1993, however, when the United Nations passed a resolution establishing the International Criminal Tribunal for the former Yugoslavia, or ICTY.3 The decade that followed saw the creation of supranational tribunals to try the perpetrators of atrocities in Rwanda, Sierra Leone, East Timor, and Cambodia, and also the founding of an International Criminal Court, or ICC, whose jurisdiction has been recognized by more than 120 nations.4 The purpose of these institutions was to end impunity—that is, the absence of criminal liability—in countries where political and military authorities had committed horrific violence against civilians.

274. Advancing Climate-Compatible Infrastructure Through the G-20

Abstract:
To date, 17 G-20 countries—which account for 67 percent of global greenhouse gas pollution—have officially joined the Paris Agreement, bringing the pact into effect sooner than anyone expected.1 If they follow through with their commitments to reduce emissions, it will represent unprecedented progress in the global effort to curb climate change. U.S. President-elect Donald Trump, meanwhile, has suggested a number of actions, including dismantling the Clean Power Plan and pledging to “cancel” the Paris Agreement, that would drive the United States—and potentially other countries—in the opposite direction.2 In light of this, the G-20 summit in July 2017 provides an important opportunity for committed major powers to resist backsliding by any and all G-20 countries—and even to make some progress in meeting the climate challenge. To its credit, the German government, which officially assumed the G-20 presidency in December 2016, has taken steps that position the summit well for just such an effort. When German Chancellor Angela Merkel announced her three “pillar” objectives for the summit, she explicitly identified climate change as a priority. These pillars include fostering global economic stability; making the global economy viable for the future, including through the Paris Agreement and the 2030 Agenda for Sustainable Development; and establishing the G-20 as a “community of responsibility,” including by promoting a compact with Africa that would address infrastructure investment, among other topics.3

Abstract:
The Review covers more than one hundred multilateral peace operations active in the previous year including missions fielded by the UN, AU, EU, ECOWAS, OSCE, OAS and coalitions. It uses a broad definition of peace operations that includes multilateral and ad hoc military and police missions, as well as civilian led political missions. Neither type of mission has a simple definition. Alongside more straightforward peacekeeping missions, the Review, mindful of the need for peace operations to adjust to the changing nature of conflict, also includes peace enforcement operations that employ the use of force and engage in active combat. Under political missions, we include multilateral civilian-led missions that have political engagement in the form of launching and supporting political processes at their core. This includes, for example, the EU’s Special Representatives and the African Union Liaison Offices that support the implementation of peace agreements and accompany political processes. We have excluded missions, such as EU delegations and other liaison offices that may engage in political activities, but as their core function serve more as regular diplomatic or developmental presences. Along the same reasoning, we have also excluded election observer and human rights monitoring missions.

276. The role of norms in international peace mediation

Abstract:
This policy brief assesses the role of norms in international peace mediation. Despite the topic attracting growing attention, the ways in which norms influence mediation processes are often not analysed systematically but rather prescriptively. In order to shed light on this debate from an analytical point of view, the brief suggests a three-step analytical framework. First, it suggests a categorisation of norms, then it assesses how mediators prioritise norms within this framework and finally it calls for a context-specific inclusion of norms in mediation processes. Thus, it argues that explicitly elucidating the different categories of norms, as well as their prioritisation by mediators, mandate-givers and negotiating parties, will lead to a more constructive debate and provide sustainable solutions that are owned by national, and supported by international, actors.

277. Elaborating in the INDC context

Abstract:
Several countries have embarked on nationwide processes to devise their ‘contributions’ towards a new global climate agreement set to be adopted at Paris in 2015. Sixty-two countries have already communicated their contributions to the UNFCCC, in pledges covering around 62.9% of global emissions in 2012. These contributions, formally known as ‘intended nationally determined contributions’ (INDCs) are expected to be the bedrock of post 2020 climate action and the building blocks of the 2015 climate deal, that is currently being negotiated by Parties. This paper discusses the emergence of this concept and outlines some of the legal and technical aspects of a contribution and their implications on ambition, adequacy and political feasibility. Section 3 analyses pledges in the submitted INDCs, with a special focus on G20 countries. The term ‘INDC’ first emerged in 2013 at the Warsaw negotiations of the Conference of Parties (COP) in a decision inviting Parties “to initiate or intensify domestic preparationsfor their intended nationally determined contributions….. and to communicate them well in advance of the twenty-first session of the Conference of the Parties (by the first quarter of 2015 by those Parties ready to do so)” For developed countries, INDCs will replace their Kyoto Protocol commitments; for developing countries, Nationally Appropriate Mitigation Actions (NAMAs) will continue to be in force as implementation tools supporting the mitigation component of their INDCs. Over the past year, countries have been negotiating to iron out differences on issues like differentiation, legal nature, scope, form and review of contributions with varying levels of success on each front.

Abstract:
The theme of this special edition is “Emerging Domains of Security.” Coupled with previously unpublished work developed under a prior “Winning Without War” theme, the articles therein honor Professor Martel’s diverse, yet forward-leaning, research interests. This edition maintains the journal’s four traditional sections of policy, history, interviews, and current affairs. Our authors include established academics and practitioners as well as two Fletcher students, Nikolas Ott and Michael Wackenreuter. Each of the articles analyzes critical issues in the study and practice of international security, and our authors make salient arguments about an array of security-related issues. The articles are borne out of countless hours of work by FSR’s dedicated editorial staff. I deeply appreciate the time and effort they devoted to the publication of this volume. They are full-time graduate students who masterfully balanced a host of responsibilities.

The Arctic region sits at a jumping-off point. The international community may choose to leap toward global tension and a reinvigoration of Cold War-style conflict in the high north. Or, those with interests in the region may choose to elevate the current spirit of cooperation and build extant multilateral partnerships into lasting formal relationships that will safeguard and develop regional interests. Organizations such as the Combined Maritime Forces (CMF) and its affiliated organizations already work together to promote security, stability, and prosperity across 3.2 million square miles of international waters. Naval forces, nation-states, international organizations, non-governmental organizations, and private industry voluntarily work together without political or military mandate.[1] The organizational structure is flexible, maximizes each contributing partner’s assets, encourages communication among all interested stakeholders, and builds upon already established networks. Arctic stakeholders need only turn to CMF and its affiliated organizations to find a model for future Arctic cooperation. The necessary international will,[2] multilateral partnerships, and international organizations currently exist to serve as the foundation for an Arctic organizational structure in the spirit of CMF operations. Current momentum is toward more cooperation among Arctic stakeholders. However, the global order is fragile and tides are subject to ambiguous change. The Lima meeting is already over. Again, the script from every climate summit is being repeated: a framework for negotiation has been settled, the basis for future agreements has been laid down, however, decisions are still being postponed. In this case, until the Paris Summit in late 2015. Inter alia, the lack of sensitivity of the United States towards environmental protection, coupled with the failure of the European Union in solving their almost chronic financial, social and political instability crisis, have left the world’s environmental protection strategy orphan of leadership. Certainly, a strategic project in the near future of the international community and essential for humanity.
