241. A Proposal for G7/G20 Policy Coordination to Strengthen Global Productivity and Output Growth

Abstract:
This paper is premised on the fact that the most important macroeconomic policy issue confronting global leaders at this time is the need to restore, modernize and expand the international network of basic infrastructure that underpins global economic activity. This would help foster stronger long-term productivity growth and per capita output. This paper first outlines key policy elements that are needed within each country to design and implement a successful National Infrastructure Investment Programme (NIIP). It then describes how these NIIPs could be integrated into an Internationally Coordinated Infrastructure Investment Programme (iCIIP), and the complementary roles that the G7 and G20 summit leaders could play in carrying out this vast programme of infrastructure renewal and expansion. The G7, as a tightly knit group of advanced countries, can be instrumental in giving a clear impetus to key elements of the iCIIP strategy. The G20 instead is the appropriate body to set the course of modernization and expansion of a renewed, internationally-integrated network of basic productive infrastructure, and to guide the iCIIP as it is implemented over the next decade.

Abstract:
While Germany continues to defend an open trading system it is not prepared to play a proactive role in pushing for liberalization of global trade. Preventing further disintegration in Europe has a higher priority for the German government than further integration in the world economy. Such priority does not only match with widespread skepticism in the German electorate on the gains from globalization. It also complies with an implicit understanding in the government that further globalization should be subject to stricter public surveillance. On nancial stability, German authorities emphasize the need to minimize the role of taxpayers in future bail-outs and giving regulators the power to force troubled banks to restructure or liquidate. Germany is also keen for the imposition of a nancial transactions tax at the global level. On macroeconomic policy, the increased reliance on domestic demand to spur growth in Germany will contribute towards global rebalancing. Given its scal space, boosting Germany’s public investment could be part of a collective e ort to address global demand weakness while addressing long-term growth challenges through structural reforms.

Abstract:
International human rights came into existence bottom-up, from the e orts of ordinary people to ally with each other in solidarity and demand their rights through civil resistance campaigns in support of democracy, an end to slavery and child labor, women’s rights, labor rights, and tenant rights, among other rights. Yet international law recognizes only states as the ultimate source of law. This monograph develops a novel, people-powered or “demos-centric” approach to international human rights law that acknowledges the role in lawmaking of average human beings, seeing them as both the source of rights and the most e ective means of overcoming the central weakness of international law—namely, its inability to ensure that states and governments comply with the human rights obligations they supposedly undertake. Taking account of nonviolent movements and their impact on the formation and implementation of international human rights law recognizes the human agency of the supposed bene ciaries of human rights law: common people.

Abstract:
common criticism of urban transport strategies is that they are unduly concerned with mobility or the ability to move rather than accessibility in which a desired journey purpose can be satisfied. It is often further argued that a consequence of this focus on mobility, particularly motorized mobility, is that transport is not affordable to the poor, and that this exclusion justified the use of subsidies to remedy the situation. A key element of “Moving to Access” is thus concerned with increasing the affordability of transport for the poor. The objective of this paper is to explore the relationships between mobility, accessibility, affordability and transport prices and subsidies in more detail with a view to better reconciling the economic efficiency of the urban transport systems with the welfare of the poor.

245. Delegating Away Democracy: How Good Representation and Policy Successes Can Undermine Democratic Attitudes

Theories of democratic legitimacy argue that people who believe that the government is well managed and that the government represents their interests are likely to defend the democratic status quo. Principal-agent theory predicts, however, that these same groups are also more likely to support the executive taking steps to restrict free speech or opposition rights via delegative democracy. Citizens who feel represented by an ideologically sympathetic and competent executive may be willing to delegate to him or her authority to restrict the opposition, even at the expense of civil rights. Survey data from eighteen Latin American countries from 2006 to 2012 are consistent with the principal-agent hypothesis; those who voted for the ruling party in the previous election or who perceive that the economy is strong are more likely to favor restrictions on civil rights for regime opponents. Political winners are particularly likely to display low levels of tolerance for expressions of opposition in polarized party systems. Thus, for democracy to prosper, it must not only satisfy the losers of political and economic processes but also find ways to encourage winners to exercise restraint.

246. Preserving International Justice in the Age of Donald Trump

The election of Donald Trump as president of the United States imperils many of the accomplishments of the post-Cold War international order. Of these, perhaps none is more fragile than the project of international criminal justice and, in particular, its flagship institution: the International Criminal Court, or ICC. Since 1993, the United Nations—with strong support from the United States—has established tribunals with jurisdiction over war crimes and other human rights abuses committed in Bosnia, Croatia, Rwanda, Liberia, Sierra Leone, Lebanon, and Cambodia, along with the ICC, whose jurisdiction is currently recognized by more than 120 countries.1 Collectively, these bodies have investigated more than 300 cases, prosecuted more than 200 defendants, and obtained more than 150 convictions.2 While international justice has made a quantum leap over the past 25 years, it has been a highly uneven and sometimes troubled journey. Some international criminal tribunals have performed more effectively than others—and none have been above controversy or valid criticism—but collectively, they have significantly advanced the goal of ending impunity for genocide, state-sponsored violence against civilians, and other war crimes and crimes against humanity. Today, the future of international criminal justice is more in doubt than at any point since the end of the Cold War. The most successful and high-profile international criminal tribunals—the International Criminal Tribunals for Rwanda and the former Yugoslavia, or ICTR and ICTY, and the Special Court for Sierra Leone—have wound down operations or are in the process of doing so. Meanwhile, the ICC is facing unprecedented headwinds: The collapse of the ICC prosecutor’s case against Kenyan President Uhuru Kenyatta in 2014 and the refusal of several African states to act on the court’s indictment of Sudanese President Omar al-Bashir were both major blows to the institution’s credibility. These failures presaged the African Union’s call for mass withdrawal from the ICC on the grounds that the court has unfairly targeted African governments3—an action that laid the foundation for the governments of Burundi,4 South Africa,5 and Gambia6 to pass legislation to quit the institution in October 2016. And in November, Russia announced it was withdrawing its signature from the treaty that established the ICC—a symbolic but nonetheless potent gesture from a permanent U.N. Security Council member.7 Finally, and most wrenchingly, the still-unfolding catastrophe in Syria—where the Syrian government, Russian forces, the Islamic State, and others have used savage tactics against opposing forces and civilians with seeming impunity—has undercut the notion that warring parties and governments will be held accountable for their actions on the battlefield. At present, there is no realistic prospect for holding the perpetrators of these heinous crimes accountable for their actions.

Finance for low-carbon and climate-resilient international development accounts for only a small fraction of the U.S. federal budget: an estimated 0.04 percent of overall spending per year from 2010 to 2015.1 Nevertheless, it is a key means for the United States to advance the global climate effort. In fact, because of its role in addressing the climate challenge worldwide, U.S. climate aid rivals or exceeds the U.S. emissions reduction target in international importance. Climate finance is also integral to domestic interests given the economic and security effects of climate change. Accordingly, investment in clean energy and disaster preparedness in developing countries has a long history of bipartisan support in the United States. The current administration, however, has proposed dramatically reducing the international climate budget. This is consistent with its general abdication of climate leadership to date. Regardless of whether the administration nominally participates in international climate initiatives and forums, it is likely to continue undermining domestic climate policies and environmental protections.

The global climate change agreement completed on December 12, 2015 in Paris set a collective target to cap greenhouse gas emissions in order to limit the temperature increase to 2 degrees Celsius with a goal to get as close as possible to 1.5 degrees above pre-industrial levels. These goals were to be accomplished through a “bottom up” mechanism for national policy approaches in which states made their own choices about how they would meet climate targets. This paper examines why and how an agreement was possible in 2015 when it had not been before. What was different in Paris, or leading up to Paris, so that the parties involved successfully came to an agreement when it was not possible in Copenhagen? This paper presents a problem definition and issue framing perspective to examine the shift in the discussion in Paris from the burdens of climate action to opportunities climate action offered for economic and development models. It provides a road map to understand the role of key stakeholders, including governments, the business community, civil society, and subnational actors in the making of the climate agreement.

Big business is able to take advantage of loopholes in global tax laws and avoid tax on a massive scale. This deprives governments around the world of the money they need to tackle poverty and inequality. It means there is less for them to invest in healthcare, education and jobs. This report examines the failings of the global tax system that facilitate mass tax avoidance. It looks at one example of a multinational company (MNC) that Oxfam thinks is not paying its fair share. It calls on governments and business to implement the reforms that are needed to stop MNCs from avoiding paying their fair share of tax in the future.

On 14 September 14 2016, the UN Secretary-General’s High-Level Panel on Access to Medicines publicly released its final report entitled ‘Promoting innovation and access to health technologies’. One year after the release of the landmark report and building upon Oxfam’s September 2016 assessment, this paper provides an update on where the HLP report and its recommendations stand. It assesses the level of implementation by countries and institutions – especially the UN and the World Health Organization – and recommends ways to use the report to improve both innovation and access to medicines.
