1. Bridging the gap in climate change financing to violent conflict affected areas

Abstract:
Countries affected by violent conflict are among the most vulnerable to climate change yet receive an extremely low share of global climate financing. This is despite the fact that most UN member states now recognise the interlinkages between climate change and violent conflict. The UN’s New Agenda for Peace also highlights ‘climate, peace and security’ as a crucial policy area. Upgrading climate change support to vulnerable populations in violent conflict-affected areas necessitates substantial changes to global climate financing. This is supported by the COP28 declaration on “Climate, Relief, Recovery and Peace”, signed by 91 UN member states, including Denmark, which also calls for enhanced conflict-sensitivity and more funds for local organisations.

Abstract:
The Cold War was replaced by what the late commentator Charles Krauthammer termed a “Unipolar Moment.” The Soviet Union disintegrated without the Cold War turning hot, and the United States led a broad international coalition to reinforce the rules-based international order in the First Persian Gulf War. Some thought that without an ideological alternative to liberalism, there was an “end to history.” Meanwhile, a sense of strategic complacency set into the United States as it forgot that it needed to compete geostrategically, resulting in hubris. Still, the United States was in an enviable position of not having to seriously account for strategic escalation with an adversary. That said, autocracy regained its footing in Russia, and a multi-dimensional form of competition emerged with China. In the background, terrorists planned, prepared, and conducted the September 11, 2001 attacks, and the United States focused on the Global War on Terror and linkages between rogue regimes, terrorists, and Weapons of Mass Destruction. In Europe, a growing NATO alliance seemed more focused on diplomatic engagement than military capability development and deterrence.

3. Assessing the Dangers: Emerging Military Technologies and Nuclear (In)Stability

RESEARCH & REPORTS Increasingly in recent years, advanced military powers have begun to incorporate and rely on new kinds or new applications of advanced technologies in their arsenals, such as artificial intelligence, robotics, cyber, and hypersonics, among others. The weaponization of these technologies may potentially carry far-ranging, dangerous consequences that expand into the nuclear realm by running up the escalation ladder or by blurring the distinction between a conventional and nuclear attack. Arms control, therefore, emerges as a tool to slow the pace of weaponizing these technologies and to adopt meaningful restraints on their use. This report examines four particular new kinds or new applications of technologies— autonomous weapons systems, hypersonic weapons, cyberattacks, and automated battlefield decision-making—and proposes a framework strategy aimed at advancing an array of measures that all contribute to the larger goal of preventing unintended escalation and enhancing strategic stability.

Abstract:
Amongst the many elements proposed in the secretary-general’s 2021 report Our Common Agenda was the call for a New Agenda for Peace because “the world is moving closer to the brink of instability, where the risks we face are no longer managed effectively through the systems we have.” The United Nations (UN) system was invited to develop a New Agenda for Peace as part of the preparations of the Summit of the Future, and the New Agenda will be the subject of one of 11 policy briefs to be issued in advance of the September 2023 preparatory ministerial meeting for the Summit of the Future. The forthcoming Secretariat policy brief will be informed by consultations with member states and other stakeholders. However, as the Pact for the Future will ultimately be a member state document, the issuance of the Secretariat policy brief will mark the initiation—not the culmination—of the intergovernmental deliberations on what will be included in the New Agenda for Peace to be agreed by member states during the Summit of the Future in September 2024. This piece provides a historical glance at past UN reforms, identifies the primary challenges and opportunities the UN and its member states face as they undergo this process, and looks forward to the key priorities that can be taken up from a realistic and practical perspective. Highlighted is how the New Agenda for Peace “provides a rare opportunity for the United Nations to examine and reflect upon the totality of the peace and security work of the Organization to uncover and better understand the synergies and contradictions of the existing processes and structures.”

6. Coups D’état in the Covid-19 Era

Abstract:
In the years preceding the outbreak of the coronavirus pandemic in early 2020, many observers were cheerily optimistic about the decline of coups d’état in the twenty-first century. As late as early 2019, for example, Axios declared confidently that coups—or illegal seizures of power by military or government actors—“are becoming a thing of the past.”1 In early 2022, the same journalist and outlet reported that “coups are making a comeback.”2 Between those three years (January 2019–January 2022), 13 coup attempts occurred, 10 of which succeeded. By contrast, in the three years beforehand (January 2016–January 2019), there had only been five coup attempts, two of which were successful. In other words, the number of coup attempts more than doubled, and the number of successful coups quintupled, according to my updated Colpus dataset of coup types.3 What accounts for the apparent coup comeback? Is the pandemic itself to blame? In this article, I draw on my newly updated Colpus dataset of coup types, documenting all coups through February 2022, to survey the history of recent coups. I first show that after several decades in decline, coups started to make their comeback before the pandemic. I then survey the potential causes of “covid coups” and the factors for why recent coups have been overwhelmingly concentrated in Africa. I conclude by reflecting on the legacy of “covid coups.”

This is the 16th edition of the Global Peace Index (GPI), which ranks 163 independent states and territories according to their level of peacefulness. Produced by the Institute for Economics and Peace (IEP), the GPI is the world’s leading measure of global peacefulness. This report presents the most comprehensive data-driven analysis to-date on trends in peace, its economic value, and how to develop peaceful societies. The GPI covers 163 countries comprising 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources, and measures the state of peace across three domains: the level of societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. In addition to discussing the findings from the 2022 GPI, the report includes an analysis of the military conflict in Ukraine. It covers likely increases in military spending, new and emerging uses of technology in the war, its impact on food prices and global shipping routes. The report also contains a deeper analysis on violent demonstrations around the world.

8. Peace Through Food: Ending the Hunger-Instability Nexus

Abstract:
In the twentieth century, humankind made phenomenal steps to increase food production. But today, complex and interrelated issues drive an increase in food insecurity globally, and propel conflict, migration, and human insecurity. Nearly a billion people, at a minimum, are malnourished or suffer the pains of hunger—while the world wastes a third of food produced. This pain, or the fear of it, drives political instability and conflict as people seek reliable access to food. Adverse climate events, poor resource management, disease outbreaks, breakdowns in distribution, and profit-driven research and development, among other factors, have led to structural imbalances and inequities in the food system, which limit consistent access to nutrition for an increasing number of people. In spring 2021, the Institute for the Study of Diplomacy convened a series of working group meetings with participants representing academia, think tanks, government, international organizations, NGOs, and the private sector. The group mapped out the current state of global food systems, discussed the relationship between hunger and conflict, and sought ways to establish food security as a means to promote stability and end conflict. Ultimately, an end to food insecurity requires three strands of policymaking: re-envision food security as a basic human right; re-think universal food security as a core component of stability and peace; and reform the global food system and distribution networks to address these shifts. Governments, NGOs, international organizations, and the private sector have already provided a foundation, but it is not yet sufficient to address the issue moving forward.

9. Revitalising arms control: the MTCR and the HCoC

The paper examines the two most important multilateral frameworks for curbing the spread of uninhabited aerial systems (missiles and UAVs) capable of delivering large conventional payloads and weapons of mass destruction – the Missile Technology Control Regime (MTCR) and the Hague Code of Conduct against Ballistic Missile Proliferation (HCoC). Specifically, the paper discusses the origins and history of the MTCR and HCoC, their evolution over time (or lack thereof) and seeks to measure them against their intended goals. In the end, it urges for radical reform, but also provides suggested incremental changes that should be enacted immediately. It includes analysis of several specific regional security issues and related action–reaction defence-modernisation trends. This paper was drafted within the framework of the Missile Dialogue Initiative (MDI). The MDI was launched by the German Federal Foreign Office in 2019 and is administered by the IISS. The MDI has created a Track 1.5 dialogue (government and non-government experts working together) to contribute to state-level discussions of potential policy responses to the accelerating spread of missile capabilities to state and non-state actors. The MDI appears in the context of the erosion of the global and regional arms-control architecture and during a period of rapid technological change, which includes the evolution and spread of new, advanced missile systems that have contributed to growing instability.

10. Costing Conflict: An early warning method to assess the impact of political violence on vital security interests

Early Warning and Early Action (EWEA) processes seek to identify the risk of conflict, instability and violence. A large number of foresight models can predict which countries and areas may experience what type and what levels of violence. From this, they produce lists of countries and regions at risk which then qualify for policy measures to help improve stability. However, in order to prioritise countries and regions it is equally important to assess the implications (or the cost) of conflict. For example, Early Warning by the OSCE High Commissioner on National Minorities (HCNM) seeks to “prevent tensions from escalating into conflict” and focus on all forms of tension accordingly. UNDP Early Warning seeks to understand how conflict impacts development initiatives and will prioritise countries with those problems. Mandates and interests thus determine priorities.
