1. What might have been: Globalization on the medal stand at the Tokyo Olympics

Abstract:
The Summer Olympic Games are the most globalized sporting event on earth. Until now, the Summer Games had been postponed only three times—in 1916, 1940, and 1944—all because of world wars. So, the announcement that in response to the COVID-19 pandemic, the 2020 Tokyo Games would be postponed by a year is significant, implicit testimony to the destructiveness of the pandemic. The Tokyo Games were expected to continue the evolution of the Games away from the aristocratic European milieu where the modern Olympic movement began. As poverty has declined and incomes across the global economy have converged, participation in the Games has broadened and the pattern of medaling has become more pluralistic, particularly in sports with low barriers to entry in terms of facilities and equipment. This Policy Brief presents forecasts of medal counts at the 2020 Tokyo Summer Games had they had gone on as scheduled, setting aside possible complications arising from the coronavirus pandemic. The forecasts are not just a depiction of what might have been. They establish a benchmark that can be used when the Games are eventually held, to examine the impact of the uneven incidence of the pandemic globally.

“The history of water,” writes Sunil S. Amrith, “shows that nature has never truly been conquered.” Nature is a dynamic presence in Amrith’s oeuvre. As a historian of South and Southeast Asia, his research engages the spaces, movements, and processes of a uniquely Indian Oceanic region. The worlds recounted by Amrith are often ones marked by the ambitions of empires and polities, the mass migration of human labour, and indeed, the furies of nature itself. In his latest book, Unruly Waters, Amrith shows how “the schemes of empire builders, the visions of freedom fighters, the designs of engineers—and the cumulative, dispersed actions of hundreds of millions of people across generations—have transformed Asia’s waters over the past two hundred years.” It testifies to the dreams that societies have often pinned to water, as well as its unwieldy and turbulent nature. In his account of “the struggle for water” and control over the Asian monsoon, we come to understand how climate change exacerbates a problem both already in-progress and connected to histories of “reckless development and galloping inequality.” Sunil S. Amrith is presently the Mehra Family Professor of South Asian History at Harvard University. He was the 2017 recipient of the MacArthur Fellowship. From July 2020, Amrith will be the Dhawan Professor of History at Yale University. His most recent book publications include: Unruly Waters: How Rains, Rivers, Coasts, and Seas Have Shaped Asia's History (Basic Books and Penguin UK, 2018), Crossing the Bay of Bengal: The Furies of Nature and the Fortunes of Migrants (Harvard University Press, 2013), and Migration and Diaspora in Modern Asia (Cambridge University Press, 2011). In this conversation, we discuss the role of water, nature, and inequality vis-à-vis history; the fields of global and environmental history; and lastly, some of the thoughts and practices that underlay the historian’s craft.

3. Globalization Paradox and the Coronavirus Pandemic

Abstract:
The global scale of the coronavirus (Covid-19) pandemic and its response is unprecedented. This Clingendael Report applies Dani Rodrik’s framework of Globalization’s political trilemma to analyze the current response to the pandemic. In the aftermath of the 2008 financial crisis he argued that any recovery measures would have to balance off state power with economic integration and democracy. Based on values of democratic governance and human dignity this report charts principles on how to move forward beyond the emergency phase into recovery from the Covid-19 pandemic. The report makes a plea to Dutch and European policymakers for safeguarding and upholding democratic values in the response to and recovery of the Covid-19 emergency. The political trilemma indicates that a renewed primacy of state sovereignty, combined with hyper-globalization being on the defense, requires political resistance and bold choices to uphold democratic governance principles for the urgent and difficult policy actions required during the recovery. The momentum is now to act and uphold a united European solidarity response and leadership. If the EU fails to do so, it risks disintegration and marginalization in a volatile multi-polar global order. Covid-19 is not merely a ‘crisis’ that will pass by. This is a new permanence that requires a redefinition of the European social contract while recognizing its interconnectedness with the rest of world.

4. Can International Organisations Be Democratic? A Reassessment

Abstract:
This article makes the case for viewing international organisations (IOs) as global polyarchies. Our argument is twofold: on a theoretical level, IOs often meet the criterion of philosophical coherence, as they are based on rules of membership and decision-making that are compatible with those found in democratic institutions. On a practical level, we believe the concerns of IOs about pluralism, inclusiveness and efficacy go far beyond rhetoric, and may decisively influence their activities as well as their outcomes. To this end, the first section explores Robert Dahl’s concept of polyarchy and applies this to global institutions. In the subsequent sections, we advance our empirical argument with the UN as a case study. We reach three main conclusions. The first is that, at the bureaucratic level, the UN Secretariat performs some typically democratic functions, such as multilateral representation and the constitution of international regimes, which turns it into an important channel for feasible democracy in international politics. Second, at the multilateral level, the UN General Assembly (UNGA) represents a specific kind of representative polyarchy by allowing the greatest possible number of countries to have an equal say in global affairs. And third, it also serves as a gateway for multilevelled international representation by including a diversity of non-state actors in what has been called the ‘Third United Nations.’

5. Private Standards in the WTO: A Multiple Streams Analysis of Resisting Forces in Multilateral Trade Negotiations

Abstract:
The international trade system has been facing a relative decrease in the relevance of tariffs in favour of non-tariff, regulatory requirements (technical, sanitary and phytosanitary standards). The proliferation of these measures, which essentially consist of rules on product labelling and on production processes and methods, may be explained by the growing influence of private agents, such as corporations and business associations. Although these players are willing to develop and enforce a competing regulatory framework such as this on a broader range of topics, this may also generate more fragmented trade rules at both geographic and substantive levels, thus leading to a significant resistance among governments to integrate private standards into the multilateral trade system. Therefore, a mounting debate emerges on the ways in which private standards have been stonewalled in the current negotiation processes of the World Trade Organization (WTO). By relying on Kingdon’s Multiple Streams Framework (MSF), we address this question with a particular focus on the current efforts and struggles within the WTO to incorporate private regulations into the international trade agenda.

Abstract:
This article reflects on transnational feminist organising by drawing on the experiences of the African Women’s Development and Communication Network (FEMNET) during the consultations leading up to the 2030 Agenda for Sustainable Development. First, we re-examine some of the debates that have shaped the field of women’s rights, feminist activism and gender justice in Africa, and the enduring legacies of these discourses for policy advocacy. Second, we analyse the politics of movement-building and the influence of development funding, and how they shape policy discourses and praxis in respect of women’s rights and gender justice. Third, we problematise the nature of transnational feminist solidarity. Finally, drawing on scholarship about transnational feminist praxis as well as activism, we distil some lessons for feminist policy advocacy across geo-political divides.

7. Taking Care Of Business: Industrial Espionage And International Law

Abstract:
The essence of espionage is the non-consensual collection of confidential information. Espionage takes different forms depending upon the identity of the perpetrator and the nature of the confidential information targeted. Political espionage describes the state-sponsored theft of confidential information, and its purpose is to shed light on the capabilities and intentions of other state and non- state actors. Economic espionage is also state-sponsored, and it involves states stealing trade secrets from companies located in foreign jurisdictions, usually with the intention of passing this information to domestic companies so that they possess a competitive advantage. In contrast, industrial espionage is perpetrated by non-state actors insofar as it entails companies stealing foreign competitors’ confidential information without the support or assistance of a state.

8. Technology and Tensions in the Global Commons

Abstract:
For most of history, the domains of the global commons were unclaimed, largely because the technology to access and utilize them did not exist.[1] In areas such as the high seas and outer space, it was impossible for states to establish and maintain sovereign control. Even as the relevant technologies developed, costliness and controls kept them initially concentrated largely in the hands of just a few major powers such as the Unit- ed States and the Soviet Union. For the United States, “command of the commons” became the military foundation of its hegemony, granting it the ability to access much of the planet and to credibly threaten to deny the use of such spaces to others.[2] Bipolar competition between the United States and the Soviet Union strongly influenced developments in the maritime and outer space domains. In the case of cyberspace, a more recent addition to the traditional global commons, the United States was also initially dominant due to its role in pioneering associated technologies. However, over time and particularly since the end of the Cold War, continuing technological innovation and diffusion have made these domains accessible to a growing number of countries. ​ This technological progress was born of both cooperation and competition between states. While some states chose to develop certain technologies indigenously, many acquired knowledge and equipment from abroad. Globalization of industry has made it easier for states to obtain a variety of foreign technologies, even lowering the threshold for them to procure disruptive military capabilities. In addition, over the last two decades, American primacy has been increasingly challenged by the rise of China, which has impacted the dynamics of technological development and diffusion across multiple domains. As China has acquired the technology to become more active in the commons, it has prompted major regional powers, such as Japan and India, to accelerate their own technological advancement, and other mid-sized and smaller countries have also become increasingly engaged.[3] ​ The consequence of this multiplication of technologically sophisticated actors has been the erosion of American primacy in the global commons. Although the United States still remains the most dominant player, it is faced with a more densely populated field, and management of these spaces has become more difficult. This article examines this trend in the high seas, outer space, and cyberspace since the end of the Cold War, with attention to the ways in which the rise of China and the relative decline of the United States have catalyzed greater engagement with the commons, particularly among the countries in Asia that find themselves most affected by this power transition. I argue that advances in and diffusion of technology have transformed the global commons into increasingly crowded domains characterized by interstate competition and heightened tensions. 9. Nestlé’s Corporate Reputation and the Long History of Infant Formula

Abstract:
The demand for infant formula in Australia is insatiable. Bare shelves have led supermarkets and chemists to ration sales, limiting the quantity customers can buy in a single transaction. But it’s not Australian parents fuelling the formula shortages. A high proportion, between fifty and ninety percent, of all Australian infant formula is exported to China. The situation has created tensions between the two countries. Australian shoppers complain of Chinese daigou (personal shoppers) buying formula before it is even stacked on shelves and stripping supermarkets in teams of people. In April 2019, eight people were arrested in Australia for stealing over a million dollars of infant formula in Sydney to sell in China. Two months later, Chinese military personnel were photographed loading boxes of formula onto a Chinese warship before departing Sydney Harbour.

10. Weaponized Interdependence: How Global Economic Networks Shape State Coercion

Abstract:
Liberals claim that globalization has led to fragmentation and decentralized networks of power relations. This does not explain how states increasingly “weaponize interdependence” by leveraging global networks of informational and financial exchange for strategic advantage. The theoretical literature on network topography shows how standard models predict that many networks grow asymmetrically so that some nodes are far more connected than others. This model nicely describes several key global economic networks, centering on the United States and a few other states. Highly asymmetric networks allow states with (1) effective jurisdiction over the central economic nodes and (2) appropriate domestic institutions and norms to weaponize these structural advantages for coercive ends. In particular, two mechanisms can be identified. First, states can employ the “panopticon effect” to gather strategically valuable information. Second, they can employ the “chokepoint effect” to deny network access to adversaries. Tests of the plausibility of these arguments across two extended case studies that provide variation both in the extent of U.S. jurisdiction and in the presence of domestic institutions—the SWIFT financial messaging system and the internet—confirm the framework's expectations. A better understanding of the policy implications of the use and potential overuse of these tools, as well as the response strategies of targeted states, will recast scholarly debates on the relationship between economic globalization and state coercion.
