1. Shock Mobility: Long term impacts of the COVID-19 pandemic and lock-down

Abstract:
Shock mobilities are sudden human movements made in response to acute disruptions, such as the present COVID-19 pandemic. Unlike planned migration, shock mobility encompasses various degrees of forced migration or can be categorized as reactive migration caused by a crisis situation. Forced migration often starts with shock mobility, but shock mobility does not always lead to protracted forced migration. FUTURE IMPLICATIONS ■ Shock mobilities may affect broader socioeconomic relations in the future. Five manifestations of shock mobilities as ‘link moments’ provide clues as to how. ■ How shock mobilities will be received and internalized in the years ahead is uncertain. They could yield significant impacts on state-citizen relations, as well as on relations between different populations. ■ The ‘shocks’ give us a glimpse into the world we are entering. Tomorrow’s normality will grow out of today’s disruption. Therefore, a better understanding of ongoing shock mobilities will help us analyse potential problems for decades to come.

2. A Stocktaking of the UN-IFI Relationship on Prevention and Peacebuilding, 2018 to 2020

In 2018, the United Nations (UN) and the World Bank published a groundbreaking report driven by the conviction that the international community’s attention must urgently be rebalanced from crisis response to prevention. Pathways for Peace offered a joint framework for conflict prevention, and as it has gathered momentum, other international financial institutions (IFIs)—such as the International Monetary Fund (IMF)— have re-examined their approach to fragile and conflict-affected countries. Now, with the UN and the IFIs mobilizing in response to the COVID-19, the progress made in recent years will be tested. There is a risk that these opportunities will be overshadowed by the colossal need generated by the pandemic—but the scale and urgency of the crisis is also creating new opportunities for UN-IFI collaboration. This briefing provides an external perspective on the evolution of the UN-IFI relationship over the past three years. The first part of the stocktaking will focus on the UN-World Bank relationship, followed by a brief overview of partnership with the IMF. It is written for a broad audience—across the UN system, the World Bank and other IFIs, UN member states, civil society, and beyond—and aims to build consensus on next steps needed to accelerate implementation of a preventive approach.

Armed non-state actors (ANSAs) often act as important security-providers in conflict environments but are typically excluded from long-term strategies for peace. To succeed, pragmatic routes to peace should consider how to incorporate ANSAs into longer term frameworks for peace. RECOMMENDATIONS International peace operations should: ■ Build diplomatic skills to interact with ANSAs who provide security locally and consider what role they can play in building peace. ■ Establish dialogue with local actors on all levels using track 1, 2 and 3 diplomacy. ■ Expand the ‘local agreements strategy’ that has been used successfully in MINUSCA, the UN’s stabilization mission in the CAR.

Abstract:
“Fragility”—the combination of poor governance, limited institutional capability, low social cohesion, and weak legitimacy—leads to erosion of the social contract and diminished resilience, with significant implications for peace, security, and sustainable development. This study reviews how the international community has responded to this challenge and offers new ideas on how that response can be improved. Based on that examination, the author seeks to convey the importance of addressing this phenomenon as a high priority for the international community. Chapters explore the nature of these obstacles to sustainable development, peace, and security; how the international community has defined, measured, and responded to the phenomenon of fragility; how the international response might be made more effective; and implications for the United States.

5. Inclusive constitution making in fragile and conflict-affected states

Abstract:
Support for constitution making is an important element of international engagement in countries emerging from conflict or political transition. This support often focuses on promoting inclusive constitution making, recognising that this can help establish a more inclusive state and social contract, and address exclusion-related drivers of fragility. However, such support is frequently based on an incorrect assumption that an inclusive constitution-making process leads automatically to inclusive content and outcomes. This report examines key elements required to promote inclusion in the constitution-making process, the constitutional text, and in terms of outcomes from the new constitution. It argues that constitution making in fragile and conflict-affected states must be understood as part of wider political settlement bargaining that shapes the opportunity structures for promoting inclusion at every stage. Finally, the report examines both the important role international actors can play in supporting inclusive constitution making and the challenges they face in doing so.

Abstract:
The vast majority of areas of limited statehood are subject to the authority of external actors, be it the IMF or regional organizations. These actors typically provide authority structures – institutions and rules – that are complementary or alternative to the state’s domestic authority structures. It is reasonable to assume that these external actors may either deliver collective goods directly, or the authority structures provided by them might work indirectly to that effect. In this paper, we systematically investigate whether external authority compensates for limited statehood with regard to collective goods provision. Our analysis shows that this is not the case. On the contrary, in fragile states with extremely limited or even absent statehood, the presence of external authority in domestic authority structures seems to have the opposite effect and is associated with poor collective goods provision.

Today, the world is groaning under the weight of unresolved crises, wars, terrorism, and the demands of dealing with more than 65 million people who have been forcibly displaced around the globe. Paradoxically, as recently as five years ago, the international community was quietly celebrating historic progress in reducing serious conflict, the number of people forced to migrate, and deaths on the battlefield. Concerted efforts toward conflict prevention, resolution, and peace building were paying real dividends.

When the 45th president of the United States takes office in 2017, he or she will inherit a century-old mantle of global leadership. The new president will immediately confront questions about America’s influence in the world and its ability to protect American interests and maintain global peace and stability. Today, some of the greatest threats to U.S. national security originate from the very forces of growing interconnectedness that the post-World War II order has enabled. For years, global businesses and expanding communications have been connecting the peoples and nations of the world together at faster and faster rates, and these changes have produced tremendous opportunities and prosperity in the United States and around the world. But at the same time, the rise of global interconnectedness means that it has become easier for transnational security threats—from terrorism to organized crime—to spread. These threats, which increasingly overlap to comprise an illicit world that parallels the state system, put at risk the international system that has upheld peace and prosperity. In addition, other transnational threats—from climate change to health pandemics—increasingly threaten the United States and countries around the world and require coordinated, effective efforts to tackle them. The majority of these threats originate in or are exacerbated by areas where a state’s citizens do not see their government as legitimate, or where legitimate governments are unable to extend their lawful powers across their entire geographies. From states in open conflict in the Middle East to states in Latin America and Africa that still struggle with vast ungoverned territories, the lack of legitimate governing institutions is an invitation for illicit transnational forces to grow. Terrorists find their greatest safe haven in countries where governments cannot or will not control their territory; pandemic diseases go undetected and untreated due to governments not properly addressing health care needs; organized criminal groups can create regional and global networks when corrupt governments are complicit or absent; and climate change wreaks even greater havoc when there is no effective government to take steps to mitigate the threats. The missing links in all of these cases are legitimate governing institutions that can reflect the will of their people, respond to their needs, and extend their authority across the entire populace.

9. Fixing fragile states: a country-based framework

Abstract:
Although there is growing awareness in the development field of the need to better assess fragile states and customise policies to their particular needs, there has been limited progress in these areas. The new Country Fragility Assessment Framework, which systematically examines the societal and institutional sources of fragility, can help decision-makers make more precise diagnoses and better target interventions. It builds on the New Deal for Engagement in Fragile States, but offers a more comprehensive framework to assess the forces that can drive a society together or apart. It does this by analysing 12 societal and institutional sources of fragility. The combination of poor social cohesion and poor institutionalisation yields a vicious cycle as instability and underdevelopment feed each other. Social divisions hamper efforts to improve governance and foster economic opportunity, which in turn create discontent and a zero-sum struggle for power and resources. As such, change must target one of these two elements. Even though the framework does not directly provide solutions, it can be used to suggest policy options that are most likely to work, or at least rule out some that will surely fail.
