91. The Post-2015 Sustainable Development Goals: a historic opportunity

Abstract:
The Millennium Development Goals (MDGs) were a game-changer because they channelled aid and developing countries’ revenues into a discrete package of priorities for eradicating extreme poverty. Undeniably, significant progress was made across peaceful developing countries against the eight MDGs (see box). According to the World Bank, absolute poverty has been halved (although not evenly in each country and region). In 1990, 43.1 per cent of the population in developing countries lived on less than 1.25 US dollars (USD) a day; by 2010, this rate dropped to 20.6 per cent. The world is close to attaining universal primary education too – 90 per cent of children in developing countries are completing primary education (although sub-Saharan Africa is behind at 70 %) (World Bank, 2014).

Abstract:
Educating a girl is one of the best investments her family, community, and country can make. We know that a good quality education can be life-changing for girls, boys, young women, and men, helping them develop to their full potential and putting them on a path for success in their life. We also know that educating a girl in particular can kick-start a virtuous circle of development. More educated girls, for example, marry later, have healthier children, earn more money that they invest back into their families and communities, and play more active roles in leading their communities and countries.

Abstract:
While women's presence in the leadership ranks of international sporting bodies has increased over the past decade, women continue to be underrepresented relative to their involvement in sports. Seeing qualified women in sports leadership positions can serve as a strong motivator for female athletes, which is important given the strong link between girls' participation in sports and positive outcomes in education, health, and positioning in the workforce. The important multiplier effects that sports can have for girls and women, and the important effects that positive female outcomes can have for economic growth, makes promoting gender equality in sports leadership a wise societal investment.

Abstract:
As humans we’ve always lived in relation to each other – whether in small local groups of hunters/gatherers or in virtual social networks that connect us with strangers around the world. Mobility and exchange have always been part of human history, although much of it relegated to history books and long since forgotten - such as Cahokia, now a historic site in the U.S. state of Illinois but at one time the largest and most sophisticated prehistoric city north of Mexico, whose people maintained vast trade networks throughout the eastern half of the North American continent. In many ways the realities of geo-political developments in current times are simply a variation on past human history, albeit with graver issues that confront human kind. The horrific devastation and realities of twentieth century world wars resulted in the intentional creation of numerous organizations and programs with specific missions to further peace and international understanding in the hope of preventing such horrors in the future. Examples include American Field Service secondary exchanges, started by ambulance drivers in World War I, the International Baccalaureate Organization, the formation of the Institute of International Education after World War I, the formation of the U.S. Peace Corps after World War II, as well as other programs like Fulbright exchanges and later the Chevening Scholarships. In these examples, the underlying assumption was that peace and understanding was not just the purview of nation states (as addressed through the establishment of the League of Nations and later the United Nations) but could also be addressed through “soft power” at the individual level, with the ultimate goal being a more peaceful world. As Wilson notes, there is a dearth of research about whether educational exchange leads to a more peaceful world, ((Iain Wilson, “Exchanges and Peacemaking: Counterfactuals and Unexplored Possibilities,” All Azimuth 4, no. 2 (2015): 5-18.)) particularly given that there are limits to individual-level peacemaking within the broader nation-state system. Nonetheless, there are numerous examples of individuals who have indeed made a difference in the world, including giants such as Martin Luther King Jr., Mother Theresa, or Nelson Mandela, as well as many unsung heroes, and some of the programs mentioned here operate on the premise of the power of the individual to affect change in the world. Since World War II, there has been an increase in educational exchange, particularly at the post-secondary level. The articles in this issue explore various aspects of this: Atkinson’s article looks at lessons learned from educational exchange that occurs within US military institutions,(( Carol Atkinson, “The Role of U.S. Elite Military Schools in Promoting Intercultural Understanding and Democratic Governance,” All Azimuth 4, no. 2 (2015): 19-29.)) Bean’s article highlights the Fulbright program and looks at strategic messaging and communication of such programs,(( Hamilton Bean, “Strategic Communication and the Marketization of Educational Exchange,” All Azimuth 4, no. 2 (2015): 31-44.)) and Wilson’s article addresses this question even more directly in looking at how exchanges can contribute to peacemaking. This commentary outlines some prevailing myths around educational exchange, sets forth three value propositions to inform future international educational exchange and concludes with the bigger picture of the role of educational exchange in promoting peace and international understanding.

This article describes how the marketization discourse that typifies U.S. strategic communication also influences the meanings and practices of educational exchange. Through an analysis of five presentations and 34 program evaluations provided by the U.S. State Department’s Bureau of Educational and Cultural Affairs, this article explores the risks associated with marketization discourse for the development of mutual understanding and peace.

Educational exchanges at the U.S. military’s war and staff colleges promote intercultural understanding, international security, and help the United States achieve its foreign policy goals. This article provides an overview of the different types of U.S. military education and training programs that are open to foreign participation, and explores the differences between these and civilian exchange programs. It looks at the impacts of military educational exchange programs on their participants, and also draws lessons learned for the design and administration of exchange programs.

97. Chasing After the Frontier in Agricultural Productivity

Abstract:
This paper explores international productivity patterns in agriculture. We test whether countries higher productivity growth has been experienced by countries that were initially further from the technological frontier. Based on a panel of 84 countries at various levels of development, we find support for convergence among OECD countries but divergence in our sample at large over the period 1960-2010. We then test whether technological catch-up is conditional on absorptive capacities and domestic investments in R&D. While agricultural research intensity has a significant effect on labor productivity growth, the size of this effect decreases the further the country is from the frontier. We calculate a threshold level for the effectiveness of research intensity: increased R&D contributes to catching up to the frontier for those countries with a distance to the frontier less than 22. We also test for additional factors affecting productivity growth, and find that secondary education plays a strong role in less developed countries, while trade openness appears to have had a positive effect on productivity in middle income countries. On the other hand, there is little evidence of much effect, either positive or negative from IPR protection. Of perhaps greater interest is the apparent impact of economic growth outside of agriculture in driving agricultural productivity improvements.

Abstract:
In this paper, I look at the possible influences of postmodernism on the field of Adult Education (AE). In order to do that, I discuss the basic tenets of postmodernism (along with its origins as a reaction to modernity). I then look at various aspects of current AE theory and praxis and analyze how they have similarities to the basic ideas that underlie postmodern thought. The main conclusion of the paper is that there is strong evidence to believe that postmodernism has had a significant influence on current AE theory and praxis.

Abstract:
In the twenty-first century youth activism in society is a certainly interesting, multifaceted and complex research topic. The review of the literature on the theme of youth civic activism have shown that it is higher level of fuzziness in the youth field with the application of concepts 'civic' and 'political'; 'engagement' and 'participation'. Therefore, the key issue of the paper is to explore these concepts. Comprehensive analysis of the concepts offers a more effective way to understand youth civic activism. A focus on the youth involvement in civil society brings to discuss about various forms from 'true' to 'false' forms of activism. Scholars in youth field identify that not every action of young people in society should be seen as the full of value. Additionally to defining the main terms of civic activism, the scholars often flow into long debates about how these terms should be measured. Therefore the paper brings some ways of measurement the level of civic engagement and covers the issues of youth disengagement and finds the answer to the questions: why youth civic activism is important, who can benefit from it? The article is theoretical and youth civic activism will be analyzed through a review of literature.
