141. The Spatialisation of the Future

Abstract:
This paper argues that the growth of the securities markets signifies the spatialisation of the future. The possibility of this spatialisation is explained in terms of Marx’s commodity principle: it is because that principle has been expanded to encompass financial securities that the future now exists as a socially constructed space that parallels physical space. The necessity for this spatialisation is explained in terms of the financial pressures on the world’s major public and private organisations: security-issuing governments and corporations need to use the future to escape financing constraints in the present just as security-buying institutional investors need to use the future to meet financial commitments in the present. As the precondition for the continuing growth in scale of the securities markets is compliance with the rules of commodity exchange, and as the ‘liberal market economy’ variety of capitalism is the only one in which this condition is unreservedly met, it follows that a key by-product of the increasing need to colonise the future to take the overspill of the pressures of the present will be an increasing convergence on this variety of capitalism.

Abstract:
Beijing+25: Accelerating Progress for Women and Girls is a roadmap to advance global gender equality authored by the Georgetown Institute for Women, Peace, and Security (GIWPS), with support from The Rockefeller Foundation and in collaboration with Secretary Hillary Rodham Clinton. Marking the 25th anniversary of the United Nations Fourth World Conference on Women, which took place in Beijing, China in 1995, the new report builds upon the original Beijing Declaration and Platform for Action. Since 1995, there have been some important gains for women and girls, including parity in education in many countries, far fewer deaths in childbirth, more women elected to parliament and leadership positions in government and business, and reduced discrimination under the law. Yet major inequalities have persisted, only to be exacerbated by the COVID-19 pandemic. Part I of the report documents serious challenges such as the stagnation of women’s income and wages, discrimination depriving women of fair wages, and how women still carry the burden of unpaid work at home. Violence against women also remains a global scourge, and women remain largely excluded from decision-making in governments (from local to the highest levels), in peace negotiations, and in corporate leadership. With this as the backdrop, Part II provides a deeper dive into five key areas for progress including: (1) changing problematic gender norms; (2) enforcing and resourcing policies that promote equality; (3) countering growing backlash to gender equality; (4) fostering inclusive democracy and climate justice; and (5) harnessing technology as a means to promote women’s economic empowerment and protection from violence. Part III proposes a course of action to leverage multiple actors—from civil society and youth, male allies and traditional authorities, through to the business community and multilateral agencies. When taken together, they not only accelerate progress for women and girls, but also build a better world for all. The report was written by a GIWPS team led by Dr. Jeni Klugman, Managing Director of GIWPS.

Abstract:
This paper revisits the notions of contract and status found in classical sociology, legal theory, and labour law. Adopting an historical perspective, it explores the fragmentation of the status of industrial citizenship during the neoliberal period and discusses the enduring usefulness of the status/contract distinction in analyzing current trends in the regulation of working relations, including the spread of “gig” or platform-mediated work. Elements of status, it is argued, must always be present if work is to be performed and paid for as the parties require it. Claims to the contrary – for example, that the gig economy creates a labour market without search frictions and only minimal transaction costs: contracts without status – assume an undersocialized model of (monadic) social action that has no basis in the reality of social life (Durkheim, Weber). Still, status may come in a variety of forms that are more or less desirable from the perspective of workers, businesses, and society at large. The paper traces what it conceives as the privatization of status via contracts between employers and workers under the pressure of marketization and dominated by corporate hierarchies. Towards the end of the twentieth century, sociologists observed the division of workers into two groups or classes – core (with relatively well-paid and secure employment) and peripheral (low-paid and insecure). Thirty years later, gross inequalities of wealth and conceptions of the neoliberal self as ever-improving, everperfectible, are combining to create novel forms of status not fully anticipated by the literature.

The United States must partner with other nations in addressing challenges like climate change, epidemics of disease, nuclear proliferation, and human rights and humanitarian crises. None of these challenges are best dealt with by military force. Rather, they will depend on building non-military capacities for diplomacy, economic assistance, and scientific and cultural cooperation and exchange which have been allowed to languish in an era in which the military has been treated as the primary tool of U.S. security policy.

Abstract:
Development is an essential tool for conflict prevention, as often root causes are related to lack of equitable access to economic opportunities, or a combination of political and economic inequalities that fuel grievances—as highlighted in the 2011 World Development Report and the 2018 UN–World Bank Pathways for Peace report. Some risk factors may therefore need to be addressed with development tools. Drawing on field research and on member state reporting at the recent High-level Political Forum in July 2019, this briefing highlights development measures countries have taken to support prevention, and highlights ways the UN system can better assist these efforts. This paper highlights practical examples of how countries are using development tools for preventive purposes. We draw on field research from Colombia, where there has been a high degree of creative and innovative initiatives to address violence, as well as presentations for the voluntary national reviews on SDG16 at the High-level Political Forum on Sustainable Development (HLPF). We conclude by drawing lessons for the UN system.

President Donald Trump has embarked on an ambitious and disruptive trade agenda, driven by his belief that the United States has lost “many billions of dollars” to trading partners and that “trade wars are good, and easy to win.”[1] During his term, the president has escalated trade tensions with China; has renegotiated trade agreements with countries such as Mexico, Canada, and South Korea; and has withdrawn US involvement in trade deals such as the Trans-Pacific Partnership. The 2019 Chicago Council Survey finds that though Republicans and Democrats differ on whether President Trump’s strategy is an effective approach to trade policy, the American public is more likely than ever to say that international trade benefits the United States.

An estimated 3 billion of the world’s 6.9 billion people live in rural areas of the developing world. More than 60 percent of them live in poverty. Poverty affects women and girls disproportionately; rural girls face the triple challenges to their empowerment and well-being by virtue of their youth, gender, and location. Investing in rural girls’ health and safety, as well as their personal and professional development, has the potential to transform rural economies. Girls Leading: From Rural Economies to Global Solutions—available as both a fully online digital experience and as a PDF—is a collection of diverse perspectives from 20 authors around the world. The authors share their research and stories of personal struggle and triumph to highlight the needs of rural girls and solutions to the challenges they face. The report also includes recommendations, arranged by age group, for critical moments in a girl’s life where both small and large actions can make a huge difference. 150. The Looming Global Obesity Threat

Abstract:
This paper seeks to raise awareness of the growing global obesity epidemic and the need to address the economic, security, and humanitarian threats it poses for the United States and the world. While the development community—including global agriculture, health, and security practitioners—has been focused on combatting undernutrition, the number of people who are obese or overweight has been on the rise and is now on par with the 2 billion who are food insecure. In western countries where the epidemic started, obesity is not just an enormous health and economic burden, but a national security threat. Seventy percent of 17-to 24-year-olds in America are reported to be unfit to serve in the military, with being overweight and obese as the leading disqualifier. An increasingly sedentary lifestyle and growing reliance on unhealthy processed food has spread to low and middle-income countries around the world. Many of these countries are experiencing a “double burden” of malnutrition, in which people who are overweight or have obesity coexist with those experiencing undernutrition, threatening the growth and vitality of their societies. So far, policy responses from national governments have been slow and inadequate. The costs of the epidemic have not yet been viewed as urgent enough to generate the public demand or political will to act. The view of obesity as a global “syndemic,” along with undernutrition and climate change, has the potential to help rally attention to the challenge. The paper calls for local, national, and global efforts to recognize obesity as the economic, moral, and security crisis that it is and to summon the political will to end the epidemic.
