1. The Future of Official Development Assistance: Incremental Improvements or Radical Reform?

Abstract:
Over the last decade, donor country governments have faced new and additional demands for financing international challenges, including providing global public goods (GPGs) and addressing historically high numbers of refugees and humanitarian crises. They have partly done so by re-allocating their official development assistance (ODA) away from its original aim: to support poverty reduction and growth in developing countries. This has led to questions about the integrity and credibility of ODA. These questions are only likely to grow more pertinent in the coming decade because the pressures on ODA—and on public finances more broadly—are here to stay. ODA budgets are being cut in a number of traditional donor countries and what remains is increasingly being deployed to meet emerging needs beyond traditional development and to reflect a more national security perspective on development cooperation. The time is right, therefore, to ask whether the concept and accounting for ODA need to be modified to ensure that the needy and vulnerable it was designed to serve continue to be protected in the face of fiscal constraints and changing geopolitical circumstances. This report, a compendium on the future of ODA, aims to provide fresh thinking and inspire the action needed for ODA to remain relevant and effective. It brings together reflections and proposals from leading experts and practitioners, including the under-secretary-general and executive director of UNOPS to a former DAC chair, to inform policymakers. In this executive summary, we will introduce the key arguments from the compendium contributors. The contributions are organised into four key areas of discussion that reflect the main themes raised in this compendium: the rationale for ODA reform, the political and institutional realities shaping reform, using ODA for climate and leveraging private finance, and forward-looking proposals for reimagining ODA’s role and purpose.

Abstract:
This paper identifies key challenges and essential issues that need to be addressed to create positive change for people affected by crisis. It draws on a synthesis of different types of evidence, including: focus groups discussions with and survey data from people affected by crisis a literature review small round-table discussions with humanitarian decision-makers key informant interviews with policymakers and practitioners across the sector. The paper offers humanitarian leaders within donor organisations and operational agencies 12 key recommendations - areas that they should invest in as they grapple with accountability as one of the key sticking points holding the humanitarian system back from making progress for crisis-affected people. The paper concludes by identifying key evidence and learning gaps to which agencies could contribute by documenting and sharing their learning, as they take steps to more firmly centre their work around the perspectives of people affected by crisis.

3. Mind the Gap: Bridging the Divide between Cooperation Providers

Abstract:
Despite the increasing imperative for cross-provider collaboration, the quest for a truly “global” development paradigm remains elusive, marked by persistent divides between different types of development providers’ normative frameworks, models, experiences, capacities, and institutional allegiances. This paper explores the potential role of countries to act as bridges across these varying institutional, normative, or technical “distances” between providers. We begin by examining why, when, and under what conditions countries choose to act as bridges, given their differing capacities, credibility, knowledge, and willingness to act in the role. We then identify some common types and illustrative examples of bridging countries, including “dual donors,” “development experience” bridges, “political” bridges, and “geographic or cultural” bridges, and explore some of the most common types of actions that they can undertake. While all of these actions—whether joint project implementation, hosting forums, brokering agreements, or contributing to the creation of more inclusive norms and multilateral spaces— require some level of both political and technical commitment, they vary in terms of the level of ambition and mutual trust required to undertake action and therefore provide a broad range of options suited to a variety of contexts, agendas, and actors wishing to play a bridging role. Following a brief examination of the benefits and risks associated with bridging, the paper concludes with some policy recommendations for bridging countries that wish to approach this ambitious challenge more strategically.

Abstract:
Last week, CIC released a major new joint report with Chatham House on aid to “politically-estranged” settings – countries where donor relations with national authorities are frayed or broken because of unconstitutional changes in government, internationally contested elections, and major sanctions. Development aid to these countries has been suspended or severely curtailed, often because of domestic pressures to disengage, leaving the problem to traditional humanitarian approaches. In this report, CIC and Chatham House argue that development engagement is needed, and outline the ways to do so without legitimizing unconstitutional regimes, in concertation with regional actors. This piece focuses on two major areas: Why should donors care in this current moment? What has been new in our thinking about the major challenges and solutions for how to work in these contexts?

5. What Role for Aid for Trade in (Deep) PTA Relations? Empirical Evidence from Gravity Model Estimations

While recent preferential trade agreements (PTAs) cover an increasingly broad range of policy areas beyond their traditional competence for reducing bilateral tariffs, little is known about the implications of this new emphasis on interactions with other trade-related policy measures. We approach this gap by examining the effectiveness of bilateral aid for trade (AfT) in deep North–South PTA relations. To this end, we use a structural gravity model for bilateral panel data of 29 OECD DAC countries and 144 developing countries from 2002–2015 and find that the marginal effect of AfT decreases as the policy areas of a PTA expand. Further investigation of the underlying mechanisms suggests that the observed trade-off between PTA depth and AfT effectiveness may be due to compliance with the non-tariff provisions contained in deep PTAs. We find two lines of reasoning plausible. First, compliance efforts appear to consume large fractions of AfT and thus reduce AfT available for potentially more effective projects, as we do not observe an alignment of AfT in deep PTAs. Second, since we also observe heterogeneity in interactions across donors, depending on their specific project portfolios, AfT provided by high-income PTA partners could well be used to redirect exports to third countries with comparatively fewer bilateral obligations. Donor countries should therefore carefully weigh compliance costs to developing countries against the non-trade benefits of common deep PTAs, and accurately identify financial and technical assistance needs together with their PTA partners.

6. Strengthening Social Cohesion in Conflict-Affected Societies: Potential, Patterns and Pitfalls

Abstract:
Bilateral and multilateral donors are increasingly focusing on strengthening social cohesion in efforts to build and sustain peace in conflict-affected societies. What does promoting social cohesion mean with respect to inter­national engagement? This policy brief provides an overview of the “social cohesion” approach, explains how it applies to conflict-affected and fragile contexts, and intro­duces a typology of common interventions. It discusses the added value of taking a social cohesion approach to development and peacebuilding practice, as well as challenges policymakers and practitioners may encounter when using it. Social cohesion can be understood as positive relations among individuals and groups (the horizontal dimension) and between society and the state (the vertical dimension). While fostering, rebuilding or sustaining cohesion are challenges for any society, they are particularly difficult in conflict settings where divisions fuel violence and violence reinforces divisions. We argue that taking a social cohesion approach in divided, conflict-affected societies offers several advantages. First, it has the potential to focus intervention on less tangible aspects of conflict – drawing attention to overlooked grievances and bringing tensions between groups and the state into focus. Second, it helps integrate a peacebuilding lens in a broad variety of policy spaces. Third, it helps policymakers to integrate citizen perspectives into develop­ment strategies and to focus on the provision of quality peace for all citizens. Taking a social cohesion approach, however, also brings challenges. It may be sensitive for external actors to address social grievances, identity-based divisions and power relations. Dominant groups may feel threatened in their position of power and push back against these attempts, or tensions among historically marginalised groups may cause friction. Donors may experience backlash against programmes that directly address sensitive topics. At the same time, if the intent is to take a transformative approach to building social cohesion, it may be difficult for donors to maintain a neutral stance. Social cohesion programmes may risk increasing tension in the short term, but to restore inter-group trust and state legitimacy over the long term, it might be necessary to confront and accept tension.

Between 2017 and 2022, Oxfam examined aid to DRM from multiple donors provided to multiple low- and middle-income countries. This synthesis report seeks to draw lessons across these studies. The key issues examined include tradeoffs between efficiency and effectiveness in generating revenues on the one hand, and equity on the other; whether donors support direct or indirect taxation; the progressivity of instruments supported; whether aid to DRM explicitly links revenues to poverty reduction (health, education, social protection); whether aid supports country ownership; and whether aid explicitly seeks to advance gender equality.

Abstract:
This DIIS Working Paper seeks to provide a basis for understanding aid management today internationally and in a Danish context. An evaluation of Danish aid management is underway and to help clarifying issues to address and to avoid, the paper discusses changes of international development co-operation in general and of Danish development policies in particular over the last 20 years. These contextual and policy changes constitute a decisive framework for the management of development co-operation. The paper also deals with recent international discussions of aid management as well as with pragmatic approaches sometimes employed in Danish development co-operation. While seeking to help identifying useful issues for the evaluation, the paper concludes that aid management often has to negotiate different and sometimes contradicting purposes. This makes the choice of criteria for assessing aid management very important, but also very difficult. Since the results of development co-operation in terms of poverty reduction, the promotion of human rights, the adaptation to climate change, etc. depend on how concrete development activities are managed, this discussion is important as criteria and indicators not only assess results, but also push activities in particular directions.

9. Donor Funding Models for Innovation: A Review

Abstract:
Donors have rhetorically supported the importance of innovation in global development, but the level of resources committed has seldom matched the level of this rhetoric. There are clear barriers to expanding funding for the innovation ecosystem: (1) innovation remains under-resourced, and models that are providing clear results are not properly supported; (2) pathways to scale remain limited because of the total funding available; and (3) the risk appetite of donors remains too conservative to properly support and scale innovation. Recent impact evaluations suggest that innovations supported by the United States Agency for International Development’s (USAID) Development Innovation Ventures (DIV) and the Global Innovation Fund (GIF) have yielded impressive returns. But more importantly, innovation also leverages scarce funding resources and engages with locally based partners.

Democracy promotion emerged as a US foreign policy priority during the late 20th century, especially after the Cold War. Scarce resources, however, require policymakers to make difficult choices about which countries should receive democracy aid and which ones should not. Previous studies indicate that a variety of factors shape democracy aid allocations, including donor strategic interests and democratic openings within potential recipient states. Research has also shown that media coverage plays a significant role in these decisions. We model the conditional effects of media attention and regime shifts on US democracy aid decisions, controlling for other recipient and donor variables. We argue that these factors are contingent on the salience, in terms of broad interest profiles, of a particular country for policymakers. The donor’s overall level of interest in a potential recipient systematically shapes the effects of media attention on democracy assistance. Broadly speaking, low-interest conditions elevate the agenda-setting impact of media attention and regime conditions/shifts while high-interest conditions reduce that effect. To assess these contingent relationships, we examine US democracy aid from 1975-2010. Our results support our argument and present a more nuanced explanation of the relationship between the media’s agenda-setting role, recipient characteristics and donor interests.
