Abstract:
Thanks to the generous support and cooperation from the United States Agency for International Development (USAID), the CSIS Project on Prosperity and Development releases this new essay anthology, Sharpening Our Efforts: The Role of International Development in Countering Violent Extremism. As policymakers confront the ongoing challenge of radicalization and violent extremism, it is important that stakeholders and counterterrorism strategists recognize the critical role for development and other non-kinetic approaches to counter violent extremism (CVE). To that end, this new anthology takes a multidimensional role mapping out the role of soft power institutions in enabling lasting peace, prosperity, and global security.

Abstract:
he Pugwash Foundation supported an international Pugwash workshop on hypersonic weapons, which took place in Geneva on 9 and 10 December 2019. The meeting brought together 30 international participants from various continents, including current and former government officials, scientists, engineers, academics and experts from think tanks and other non- governmental organisations. The workshop aimed at fostering a constructive exchange of views on hypersonic weapons. Participants discussed factors driving the development, roles and purposes of hypersonic weapons, as well as the risks associated with their deployment and use. Based on the workshop’s discussions, the Pugwash Foundation produced a series of briefing papers on hypersonic weapons.

Abstract:
The United Nations projects that by 2050, urban areas will swell in size by 2.5 billion people, with 90 percent of that growth occurring in Asia and Africa. Urbanization presents significant development benefits—boosting innovation, human capital accumulation, and access to opportunities—but it also strains existing physical infrastructure, social services, and public health systems. To manage the challenges and maximize the benefits of rapid growth, national and municipal governments, civil society, and development partners (among others) must weigh interrelated financial, political, cultural, economic, and technical considerations. For many, the big question is whether cities should build anew in urban peripheries or retrofit and reinvest in urban cores. At a recent event hosted by the Urban Institute, in partnership with the World Bank, experts considered this question through the lens of one rapidly growing city: Dhaka, Bangladesh, examined in a new World Bank report, Toward Greater Dhaka.

This report is a continuation of the prior work from the Institute for Economics and Peace (IEP), and includes updated results for the annual Positive Peace Index (PPI). It also provides analysis of countries that are improving or deteriorating in Positive Peace, as well as the developmental factors that improve or deteriorate with changes in Positive Peace. The research incorporates systems thinking to understand how nations operate and societies develop over time. The introductory section of the report describes the fundamental concepts associated with systems thinking. In doing so, IEP provides a new interdependent framework and holistic approach to understanding peace and development.

285. The Aid Effectiveness Agenda: Past experiences and future prospects

Abstract:
The 2005 Paris Declaration on Aid Effectiveness provided an important framework for encouraging donor and partner countries to adapt aid management practices to make development cooperation more effective. The agenda it advanced has since lost visibility, even among aid providers that were once its strongest advocates. This DIIS report, written by Senior Researcher Erik Lundsgaarde and Senior Researcher Lars Engberg-Pedersen, indicates that there are several explanations for the declining attention to Paris Declaration principles. Implementation of the agenda was challenging from the outset due to different starting points among countries, the tension between a universal approach and the need to adapt cooperation approaches to varied contexts, and the tradeoffs involved in implementing prescriptions such as increasing partner ownership, strengthening donor coordination, and improving results management. In spite of these challenges, the authors argue that core ideas from the Paris Declaration remain valid today. In particular, the importance of fostering partner ownership and measuring results has not faded. Improving the consistency of how donors pursue these objectives in practice is essential in carrying lessons from decades of development cooperation experience forward.

The 2005 Paris Declaration on Aid Effectiveness has lost visibility. However, core emphases such as ownership and managing for results remain important if progress is to be made with the Sustainable Development Goals. Recommendations ■ Explanations for the lost momentum on aid effectiveness should have a central place in future dialogue. ■ Development partners should reengage with the principles of ownership and managing for results as the central ideas in the effectiveness agenda. ■ Donors should analyse tensions between ownership and results in their approaches to ensure longterm development effectiveness. • The SDGs should be emphasized as a basis for creating a legitimate framework for ownership and directing the focus on results.

287. Not All that Glitters Is Gold: An Analysis of the Global Pact for the Environment Project

Abstract:
The Global Pact for the Environment (GPE) is a draft treaty prepared in 2017 by a French think tank, Le Club des Juristes, which aims at strengthening the effectiveness of international environmental law (IEL) by combining its most fundamental principles into a single overarching, legally binding instrument. In May 2018, the United Nations General Assembly (UNGA) adopted Towards a Global Pact for the Environment, a resolution that established an intergovernmental working group to discuss the necessity and feasibility of adopting an instrument such as the GPE, with a view to making recommendations to the UNGA. As the working group nears its final session, scheduled for May 20–22, 2019, this paper discusses the extent to which codifying the fundamental principles of IEL into a treaty could increase the problem-solving effectiveness of environmental governance. The analysis suggests that the added value of the proposed GPE (or any such instrument) may not be as evident as what its proponents argue. The paper also highlights the fact that the adoption of such an instrument could generate unintended consequences that would hinder the development of more effective environmental standards in the future.

288. Data Is a Development Issue

Abstract:
Many wealthy states are transitioning to a new economy built on data. Individuals and firms in these states have expertise in using data to create new goods and services as well as in how to use data to solve complex problems. Other states may be rich in data but do not yet see their citizens’ personal data or their public data as an asset. Most states are learning how to govern and maintain trust in the data-driven economy; however, many developing countries are not well positioned to govern data in a way that encourages development. Meanwhile, some 76 countries are developing rules and exceptions to the rules governing cross-border data flows as part of new negotiations on e-commerce. This paper uses a wide range of metrics to show that most developing and middle-income countries are not ready or able to provide an environment where their citizens’ personal data is protected and where public data is open and readily accessible. Not surprisingly, greater wealth is associated with better scores on all the metrics. Yet, many industrialized countries are also struggling to govern the many different types and uses of data. The paper argues that data governance will be essential to development, and that donor nations have a responsibility to work with developing countries to improve their data governance.

Abstract:
IP rights are often presented as a contentious issue in the development discourse. Some view strong IP rights as an obstacle to domestic development by creating barriers to the use of intangible resources on favourable terms. Others view IP rights as a means to foster growth in domestic industries, encourage innovation and protect foreign firms in high-infringement jurisdictions. These differing global perspectives on whether and, if so, how, IP rights promote development in domestic and global economies often result in policies that are either conducive to development or are challenging as development aids. The SDGs make no explicit reference to IP. However, IP is implicit in either the achievement of the SDGs as a whole, or as an aspect of specific goals, such as innovation. This policy brief deals with the relevance of the SDGs to the creation, use, protection and management of IP in developed economies.
