This publication offers the Key Issues and Policy Recommendations based on the results of the Forth International Conference “Security Sector Governance: the Role of the Media”. In established democracies, free and independent media play a crucial role in the democratic oversight of the security sector, allow for channels of communication to be established between government and society, and present a crucial foundation for guaranteeing and protecting human rights and freedoms. This security sector reform conference was unique in that journalists were invited as not just reporters but the main participants of the debates. The dialogue had a multi-dimensional, multi-levelled character that touched upon national and international questions of security as it pertains to information warfare, particularly in Ukraine.

Abstract:
This publication offers the Key Issues and Policy Recommendations based on the results of the Eighth International Conference “Human Rights and Security Sector Governance: Ukraine’s Reform Challenges”. Since 2014, Ukraine’s security sector has been undergoing reforms. The implementation of state reforms are supported and monitored by Ukrainian civil society and the international community. Whereas certain aspects of reforms have been considered successful, the need for enhanced human rights compliance in the security sector of Ukraine, in particular with respect to ensuring accountability for human rights violations, the protection of the rights of civilians in the Anti-terrorism Operation (ATO), as well as preventing and responding to gender-based violence has been repeatedly pointed out. Conference Eight, following to the previous conferences recommendations, provided a platform to discuss the above mentioned issues.

Following to the previous conferences findings and recommendations, the forth multi-stakeholder conference was to examine current Ukraine’s security sector governance challenges by highlighting the role of media and the international best practices. This conference aimed to examine the role played by the news media in governance and oversight of the security sector – the area of public policy concerned with the security of an individual, community and state.

This publication offers the proceedings of the Conference II “Security Sector Governance: The Role of Democratic Institutions & International Best Practices”. Following the Conference I findings, participants elaborated current challenges related to the role of democratic institutions in the Ukrainian Security Sector Governance and worked out solutions based on possible accommodation of best international practices in Ukrainian realities. This publication offers presentations of the key speakers and the summaries of the Working Group discussions. General assessments, conclusions and proposals are those of the participants and do not necessarily coincide with the positions of DCAF, the Razumkov Centre or the official position of the Ministry of Foreign Affairs of the Netherlands. This paper analyzes cyber’s role in deterrence and defense—and specifically the military-civil nexus and the relationship between the Department of Defense (DoD), the civil agencies, and the key private operational cyber entities, in particular the Internet Service Providers (ISPs) and electric grid operators. The focus of the paper is on high-end conflict including actions by an advanced cyber adversary, whether state or nonstate, and not on the “day-to-day” intrusions and attacks as regularly occur and are generally dealt with by governmental agencies and the private sector without military involvement. High-end conflict can be expected to include attacks within the United States homeland as well as in forward theatres.

Abstract:
This Training Curriculum builds the knowledge and skills of women from civil society to participate in security sector reform (SSR), and conduct advocacy related to the security sector. It is a companion to A Women’s Guide to Security Sector Reform, published in 2013 by DCAF and Inclusive Security. The curriculum is aimed at experienced facilitators and trainers who design workshops and trainings for women and civil society organizations wishing to engage in SSR processes. The Training Curriculum addresses the concepts of security, the security sector, SSR, gender and gender equality, and the links between them. It builds skills for planning, research, coalition building, developing recommendations, and advocacy around the security sector, as well as monitoring and evaluating those efforts. Given that women are often excluded from SSR processes, the curriculum serves as a tool to train and support women and CSOs of all types to participate in dialogue and decision-making to create a security sector that is more effective, accountable and inclusive. The Training Curriculum includes 17 modules that are practical, field-tested, and grounded in adult learning methodologies. They include case studies, exercises, videos, and role plays to make the material accessible to a range of learning styles and knowledge levels. Sample agendas and training guidance are included in the Introduction and each module can be adapted to suit specific training needs.

78. Powering to Peace: Integrated Civil Resistance and Peacebuilding Strategies

Abstract:
Since the Arab Spring, states, civilians, and many nongovernmental organizations have watched as contentious events play out across the globe. Many wondered how these events would unfold, which would succeed, and just as significantly, whether those contesting power would come to be victimized by the very governments they were protesting against. In this report we seek to understand why some popular uprisings experience mass killings and others do not. In particular, we focus in on the characteristics of violent and nonviolent uprisings to better understand the types of contentious events that are most likely to elicit government crackdowns. Analyzing new data on state violence and popular uprisings from 1955 to 2013, we find that mass killings are associated with particular country and regime characteristic. Preexisting subgroup discrimination and certain types of authoritarian regimes, for instance, are important predictors of governmental violence. Yet, characteristics of popular uprisings are significant as well. Not every uprising is equally threatening to regime elites, and some – like violent movements with foreign support – are much more likely to elicit mass killings than others. In turn, nonviolent resistance, though oftentimes constituting an even greater challenge to oppressive regimes than armed struggle, tends to also decrease the likelihood of mass atrocities. These findings therefore have important implications for policymakers seeking to prevent mass atrocities, and for activists seeking to stay safe in the course of a popular uprising.

Abstract:
This multi-country research report examines the problem of implementation gaps – government failures to fulfill their legislative obligations to address and prevent violence against women and girls. It presents a comparative analysis of shortfalls between government commitments as laid out in laws, and the realities for survivors of violence as they try to access services and justice. Drawing also on positive examples, lessons are shared about what can be done to improve the implementation of laws, and how civil society organizations can more effectively hold governments to account, so that laws can have a greater impact on ending violence against women and girls.

Abstract:
Public diplomacy is an effective, steadily evolving foreign policy tool used all over the world. In the context of current global trends promoting one's own values and the way of thinking as an objective of public diplomacy is of special interest. Democracy and human rights are among the main values of the Western countries and are promoted by them through a wide range of measures aimed at foreign country's authorities as well as foreign public including different target audiences. This paper addresses the foundations of public diplomacy activity aimed at democracy promotion abroad. It states that the value of democracy is advantageous to public diplomacy of the West and allows it to hold leading positions offering an attractive model of development for the rest of the world. Democratization measures in conditions of the gradual development of democratic institutions as well as in crisis situations are considered.
