61. Responding to Closing Civic Space: Recent Experiences from Three Global Initiatives

Abstract:
The global phenomenon of closing civic space is no longer new. How best to respond to this decade-long trend as governments increasingly restrict space for civil society activities? This question is continuously debated among activists, academics and professionals in the field. The restriction of civic space comes in many forms, ranging from ad hoc intimidation and harassment of civic activists to growing legal restrictions that make it difficult or impossible for civil society organizations (CSOs) to receive funding and carry out activities. Governments and non-governmental actors have pushed back against these restrictive measures in various ways, with varying degrees of success. This report captures some of their recent learning experiences by examining in particular the approaches of cross-border initiatives that are led by civil society organizations and operate globally, in order to make this knowledge available to other initiatives struggling to reclaim spaces. T‍he CSIS International Consortium on Closing Civic Space (iCon) published “An Overview of Global Initiatives on Countering Closing Civic Space for Civil Society” in 2017. This report mapped several initiatives that emerged in response to the global phenomenon of closing civic space, striving to keep this space open or increase it. The report focused on approaches including advocacy on the international level, awareness-raising activities, peer-to-peer learning platforms, and technical assistance to civ­il society actors on the ground.

62. When Civil Resistance Succeeds: Building Democracy After Popular Nonviolent Uprisings

Abstract:
Why do some nonviolent revolutions lead to successful democratization while others fail to consolidate democratic change? And what can activists do to push toward a victory over dictatorship that results in long-term political freedom? Several studies show that nonviolent revolutions are generally a more positive force for democratization than violent revolutions and top-down political transitions. However, some nonviolent revolutions, such as the Arab Spring revolution in Egypt, do not seem to fi t this pattern. This study takes on this puzzle and reveals that the answer lies in large part in the actions of civil society prior to and during transition. Democracy is most likely when activists can keep their social bases mobilized for positive political change while directing that mobilization toward building new political institutions.

Abstract:
Worldwide, the internet and the increasingly important social media and content applications and platforms running on it have assumed an extraordinary and powerful role in people’s lives and become defining features of present-day life. This global digital ecosystem has created immeasurable benefits for free expression, social and cultural exchange, and economic progress. Yet, its impacts, and the easy access to content it provides, have not all been either foreseeable or desirable, as even a cursory scan of the daily news will show. In this environment, the Global Digital Policy Incubator at Stanford University and the Centre for International Governance Innovation, in cooperation with the Department of Canadian Heritage, invited government, business, academic and civil society experts to an international working meeting in March 2018 to explore governance innovations aimed at protecting free expression, diversity of content and voices, and civic engagement in the global digital ecosystem. One of the goals was to bring different players and perspectives together to explore their similarities within a comparative public policy context. This publication reports on the meeting’s discussion as participants sought innovative approaches to deal with both present and emerging challenges, without impeding the creativity and benefits that the internet can bring.

What is the Relationship?

Abstract:
U.S. foreign policy increasingly embraces and seeks to empower civil society organizations in developing countries as a critical contributor to stability and security. This paper explores whether there are grounds for these claims, specifically whether variation in civil society can explain the onset of civil wars. It examines two common explanations for the conflict-preventative potential of civil society, namely its ability to increase social capital and citizens’ voice. Four hypotheses are tested by integrating new data on various attributes of civil society from the Varieties of Democracies Initiative into a common model of civil war onset. Little support is found for claims that civil society reduces the probability of civil war onset by improving social capital, but onset may be reduced when a strong advocacy and political orientation is present in civil society. In other words, there appears to be some grounds for U.S. policy claims that a stronger civil society can enhance citizens’ voice and reduce instability and conflict onset. This finding still raises many questions about the precise links between civil society and civil war onset, and introduces potential complications for how policymakers might address conflict onset through support for civil society.

Abstract:
Research on mass atrocities and their prevention has overwhelmingly focused on the actions of states as the most common perpetrators of atrocities and most visible actors in attempts to prevent or respond to them. High-profile atrocities committed by non-state actors have recently spurred greater attention on non-state groups as potential perpetrators. Much less focused research has explored the roles of civilians—working through civil society organizations and/or less formal, local community mechanisms—in helping prevent mass atrocities and mitigate imminent threats. As a result, civilians are too often presumed to be passive victims or bystanders. Recent studies suggest that civilians in fact use a range of active strategies, yet many questions remain about these strategies, the conditions for their success, and external actors’ roles in relation to them. The Simon-Skjodt Center’s new research project aims to address gaps in knowledge about the role of civilians in preventing and mitigating atrocities. Participants in this research workshop evaluated the conceptual and definitional issues involved in the study of civil society and civilian self-protection, the current state of knowledge about the role of civilians in atrocity prevention, policy efforts to work with these organizations and individuals, and opportunities for additional research on the topic.

Abstract:
Talk of removing carbon dioxide from the atmosphere is spilling out of scientific circles and into the realm of climate politics and policy. Civil society has a vital role to play in ensuring that this conversation is responsive to social needs and develops in constructive and appropriate ways. This report provides a starting point to help environmental and social justice non-governmental organizations (NGOs) engage in the growing conversation about carbon removal. Section 1 of the report argues that the world needs to grapple seriously with large-scale carbon removal and long-term storage, exploring both the rationale for considering carbon removal and the associated risks and downsides. Section 2 provides a brief introduction to the range of options for large-scale carbon removal. Section 3 surveys the existing conversation in different domains, from academia to philanthropy to civil society. Section 4 considers the relationship between carbon removal and mitigation. Section 5 sketches a research agenda for assessing various approaches to carbon removal.

This report summarizes the findings of new research on the impact of violent conflict on civil society organizations (CSOs) and the implications for international actors who partner with them. It finds that local CSOs working in violent conflict settings are more important than ever, as they are at the forefront in responding to the needs of the millions of civilians caught up in violent conflict around the world. Where international actors struggle to get access to contested territories and rely on national or local CSOs to reach conflict-affected communities, partnerships allow life-saving resources to reach the people who need them most. And as commitments to localization grow, international funding flows to CSOs are set to increase. Yet this study finds that international actors often fail to understand the highly politicized and insecure environments they operate in and do not do enough to support and strengthen the CSOs with whom they work.

Due to the importance of National Action Plans as policy instruments in the prevention of and protection against violent extremism, and the ongoing work in this realm by national governments and civil society organizations, the International Civil Society Network (ICAN) sought to gain a better understanding of the content of the plans that have been published thus far in 2017, and to highlight good practices and gaps particularly in relation to the inclusion of civil society and gender perspectives and priorities. To this end, ICAN conducted a content analysis of nine NAPs, analyzing whether and how specific themes and target groups were discussed, including education, media, civil society, gender/ women, and human rights.

This publication offers the proceedings of Conference 8 on Human Rights and Security Sector Governance in Ukraine. The 8th conference had a special focus on Gender among other HR-related challenges in Ukraine. It has been noted that further engagement in this area is needed from all the relevant stakeholders, especially in terms of encouraging active participation of women in this and other civil society events. As a result of the working groups, the conclusions and recommendations of last years’ conference on Civil Society (held in March 2016) touching upon similar issues have been revisited. It has been noted that some of the already outlined issues remain a year later and that further persistence in building and coordinating civil society and the media is necessary.

This publication provides an overview of the key issues discussed and policy recommenda- tions proposed during the series of conferences for the project “Monitoring Ukraine’s Security Governance Challenges”. The project was implemented jointly by DCAF and the Razumkov Centre with the financial support of the Ministry of Foreign Affairs of the Netherlands. This report compiles key issues and recommendations for all 9 conference and is intended to serve as a reference point for future needs assessments, as well as for further consultations with Ukrainian and international stakeholders.
