51. Populism: Consequences for Global Sustainable Development

Abstract:
Populism is a style of politics that attacks the existing normative consensus within society, making systematic use of marginalisation and bogeyman tactics. Typical marginalisation strategies target minorities within the population and adopt an anti-scientific world view. Restrictions on civil society are one of the consequences of government action dominated by populism. When it comes to mobilising voters, populists draw upon selected topics which differ according to political camp (left-wing versus right-wing populism) and national context. Nonetheless, it is possible to identify certain patterns of populist expression, such as the practice of contrasting the “people” and their supposed will with an allegedly out-of-touch political “elite”. The values of the population are largely set within the national context, while representatives of the elite are often portrayed as primarily interested in interactions outside of the nation state and thus perceived and characterised as proponents of globalisation. Populist trends can be seen in Western nations, former Eastern Bloc states and countries in the global South. Populist movements pose considerable threats to multilateral efforts aimed at tackling transnational political challenges.

Civil society engagement is part of a culture of participation that enhances the democratic nature of decision-making about security. The expertise and independent interests of civil society provide a counter-balance to government policy by providing policymakers with a wider range of perspectives, information and alternative ideas. However, civil society activism is not always democratic or representative of the population’s needs or interests and does not automatically lead to effective oversight. This SSR Backgrounder explains how civil society can improve the accountability and effectiveness of the security sector. This SSR Backgrounder answers the following questions: What is civil society? How can civil society improve SSG? How can working with civil society help state security and justice institutions? When does civil society make insecurity worse? Abstract:
One of Elevate Children Funders Group’s (ECFG) overarching goals is to map emerging trends, gaps and opportunities across the children and youth in adversity field. To this end, the ECFG Secretariat recently undertook an exercise and asked non-funders for their input. It is a rare opportunity for non-funders to honestly and anonymously share with funders their candid feedback of what is working and not working. By sharing and learning together, we can both deepen our knowledge and ensure better outcomes for children and young people the world over. In July-August 2019, the ECFG Secretariat shared a six-question survey with over 70 non-funder stakeholders representing academia, think tanks, networks, UN agencies, international non-governmental organizations (NGOs), community-based organizations, human rights organizations and youth-led organizations around the world. These stakeholders work in the field of violence prevention, child protection, children’s care, early childhood development, mental health, youth empowerment, child and youth rights, and education. ECFG received responses from 30 stakeholders, representing: international NGOs (67.9%); networks (14.3%); academia or think tanks (10.7%); and national NGOs (7.1%). Forty-two percent are based in North America, thirty-six percent in Europe and the United Kingdom, one representative in Latin America; and three representatives in South and Southeast Asia. All responses were in English, except for one (Spanish).

The article presents the entitled fields in the framework of their mutual influence. The notion of the public sphere is valuable for understanding the role that civil society plays in transitional justice processes. However transitional justice often reduces the idea of civil society to NGOs and ignores the social movements and civil engagement in the public realm that can be perceived as integral to the creation of new cases for understanding justice in transition. This fact results in the lack of perception of the civil society place in transitional justice processes. Thus the presented paper is based on hermeneutics, critical discourse analysis and dialogue between various theoretical approaches.

Abstract:
Adaptive management is at the heart of ‘Doing Development Differently’. It emerges from stakeholders’ calls for development programmes to be more flexible and responsive to their contexts. Whether it becomes a mainstreamed practice depends on how much it is embraced by donors and implementers alike, especially in funding, design, monitoring, evaluation, and learning cycles. This report was developed by a group of students from the London School of Economics as part of their Master’s degree programme, in partnership with Oxfam Great Britain. It presents a collection of case studies from Oxfam and other agencies to illustrate concrete examples of how programmes can incorporate adaptive practices at different stages of the planning cycle. It also offers practical suggestions to development actors to support adaptive practices. It argues that PMEL for adaptive management entails flexible funding mechanisms; iterative design processes; developing locally owned approaches; and creating an enabling environment for learning.

Abstract:
Reducing the impacts of disasters on poor people is absolutely vital. Climate/disaster risk financing could play a useful role if it is part of an approach that includes risk reduction, if it strengthens social protection, and if it has real participation from civil society. Insurance, as one component of risk financing, could play a supportive role if carefully designed – keeping in mind the limitations, including the risk of worsening income and gender inequality. The InsuResilience Global Partnership should build more evidence of what works for poor people, invest in pro-poor business models, and ensure the insurance schemes developed are part of a broader approach to reduce risks and the inequalities that make people vulnerable to disasters.

The aim of promoting gender equality and women’s rights as integral parts of development efforts is enshrined in the key strategies and plans of many organizations. This is the case for the individual affiliates that comprise Oxfam International (OI), and the Oxfam confederation as a whole. This report sets out to assist Oxfam to better understand and learn from the Confederation’s work in this area to date. The purpose of the report is to provide an initial mapping of work on transformative leadership for women's rights (TLWR) in order to offer suggestions, impetus and a programmatic framework for the development of an ambitious global program on TLWR. It is intended to complement and drive Oxfam’s efforts to bring about the transformation of the pervasive gender inequality that limits women’s wellbeing, confidence and potential, reproduces negative masculinity traits, and contributes to the inequity dominant in contemporary societies.

60. Shoring Up a Democracy Under Siege

Abstract:
The US is experiencing an unprecedented erosion of democratic institutions and norms under the Trump administration. While constitutional checks and balances are holding for now, we are seeing the kinds of challenges that have presaged a shift toward authoritarianism in other countries. If not countered, this kind of “constitutional regression” can develop into something that looks like a more lasting authoritarian condition, with institutions that are so hollowed out as to be ineffective, and with impact that outlives the Trump administration. Since November 2016, American civil society’s reform sector has adjusted, adapted, and innovated to meet these challenges. To facilitate their success, the philanthropic sector must likewise adapt. The Open Society Foundations (OSF) are a global philanthropy whose mission is to foster open societies in place of authoritarian ones.[i] Our founder, George Soros, was born in Hungary and lived through the Nazi occupation of 1944 to 1945, which resulted in the murder of over 500,000 Hungarian Jews. In 1947, as Communists consolidated power in Hungary, Mr. Soros left for London where, ultimately, he studied philosophy with Karl Popper, author of The Open Society and Its Discontents, at The London School of Economics and Political Science. In 1956, he emigrated to the US, where he worked in the worlds of finance and investment. He has used the fortune he amassed to support philanthropy that reflects Popper’s philosophy—that no ideology is the final arbiter of truth, and societies can only flourish when they allow for democratic governance, freedom of expression, and respect for individual rights.[ii] Mr. Soros began his philanthropy in 1979, giving scholarships to black South Africans under apartheid who might lead their country out of closed and authoritarian conditions, and into ones governed by democratic principles, respect for the rule of law, protection of the rights of minorities, and civil and political liberties. In the 1980s, he applied the same principles to help promote the open exchange of ideas in Communist Hungary, and across Eastern and Central Europe after the fall of the Berlin Wall. While the Foundations started as an effort to help those in countries emerging from more closed or authoritarian conditions, in 1996, OSF launched its first US-based programs; as Mr. Soros wrote in 2006, “America was an essentially open society [but] even open societies are open to improvement.” Since then, OSF and leaders of civil society have worked to protect democratic society and its institutions in the US and in over 140 countries around the world. At OSF, our guiding principle is that the world is imperfect, but that what is imperfect can be improved. With that comes a commitment to examining our own role in the world, a constant questioning as to whether our philanthropy—what we fund, and how we fund it—is responsive to the most pressing issues facing the world as it really is, and not as we perceive it to be. Still, even though we have spent the last two decades supporting U.S.-based efforts to counter what we view as threats to the American democratic project (e.g. the influence of big, secret money on politics, restrictions on the right to vote, the criminalization of poverty, racial disparities in the criminal justice system, a bipartisan tendency toward government secrecy), to date, we viewed that work as part of a project to ensure that a largely sound framework was improved so that it lived up to its promise. As we reflect on conditions a year after President Donald Trump’s election, however, we think that the US is experiencing an unprecedented erosion and hollowing out of democratic institutions and norms, and could be derailed from this course of improvement. This prompts us to consider how OSF might work differently in order to allow our civil society grantee institutions to more assiduously protect against further decline. Together, these shifts in civil society and philanthropy could erect the bulwark needed to counter both the threat of constitutional regression and the more remote risk of a total constitutional breakdown. These reforms are significantly informed by rights organizations and foundations operating in other countries that are contending with threats to democratic government.
