21. Digital Technologies, Peacebuilding and Civil Society

Abstract:
The wide availability of digital technologies is increasingly impacting the work of peacebuilders, altering both peacebuilding practices and conflict dynamics. The malicious use of technology – from the weaponization of social media to digital authoritarianism and cyberattacks – poses new threats to peaceful societies and urges peacebuilders to consider new fields of action in cyberspace. However, digitalization has also brought major innovations to the work of peacebuilders, establishing a new field of practice, ‘digital peacebuilding’. Many of the innovative uses of peace technologies – for conflict prevention, transformation and reconciliation – have been driven by civil society organizations, who are at the forefront of addressing the rising threat of digital conflict drivers, too. This report provides an overview of the opportunities and challenges digital technologies create for peacebuilders, discusses how they alter the role of civil society, and proposes future directions for the digital peacebuilding agenda.

Abstract:
The primary aim of this article is to present the results and research findings of a pilot study on teachers’ attitudes manifested toward the idea of society 5.0. The study is a part of one of the priority research areas of the Silesian University of Technology – Processes automation and Industry 4.0. in terms of the socio-cultural and methodological implications of Industry 4.0. Eighty-four teachers participated in the research and completed the questionnaire electronically. The research bores the characteristics of a preliminary diagnosis of the problem. Hence, the collected empirical material does not allow the formulation of methodologically valid conclusions. However, it may constitute a “voice in the discussion” on the preparation of teachers for the inevitable change of the role of the school and the teacher in the new society.

Abstract:
Civil society is part and parcel of the institutional architecture that will be crucial to help us out of our current crisis of staggering inequality, pandemic trauma and required recovery. Yet, civil society is large, complex, fragmented, and polarized. It gained renewed and considerable attention during, and after, the ‘Third Wave’ of democracy in the early 1990s when trade unions, professional organizations, women’s and civic organizations, as well as religious organizations and churches in many countries mobilized for democratic change. This was, of course, not the first nor the last period of civic action and mobilization. Civil society has, however, changed dramatically over the past decades. The number of non-governmental organizations (NGOs) has grown. Membership in civil society organizations has kept up, but the meaning of membership has most probably changed. Civic space is under considerable pressure, while social movements, activism, and protests have increased. All in all, civil society now represents a wide variety of actors with different governance structures, with/without membership, varying in size and agenda.

Building on its work in Tunisia since 2012, ICTJ met with representatives of youth-led civil society organizations and social movements and state institutions involved in pursuing accountability for Ben Ali-era corruption. This paper focuses on the strategies and insights that members of the youth-led organizations and movements shared in these discussions. It seeks to call attention to their larger revolutionary goals and to offer ways for policymakers, advocates, and donors to support these goals in their transitional justice work.

26. Can You Hear Me? Taking Mediation Online: Reflections from Practice

Abstract:
In mediation, where trust-building and confidentiality are vital, the current shift towards virtual and online interactions brings a set of new challenges for practitioners. The authors summarise early takeaways from online engagements with and between civil actors in the context of mediation projects, focusing on the opportunities and challenges that virtual tools and online engagements bring to process design and implementation. In online settings the convener should use several tools from the IT tool box in tandem, carefully selecting them to match the objective of the engagement with the overall context. Process design has to ensure that all the requirements of virtual interaction, including a code of conduct and rules of procedure, are met in order to achieve the desired result. The brief discusses this in detail, including the selection of appropriate IT applications and dealing with participants’ computer literacy and internet access challenges. In particular, it emphasises how active steps should be taken to foster the inclusion of traditionally marginalised groups, including women.

The global transition from fossil fuel-powered vehicles to electric vehicles (EVs) will require the production of hundreds of millions of batteries. The need for such a massive deployment raises questions from the general public and critics alike about the sustainability of the battery supply chain, from mining impacts to vehicle carbon emissions. Growing demand for the mineral inputs for battery production can provide an opportunity for mineral-rich countries to generate fiscal revenues and other economic opportunities. But where extraction takes place in countries with weak governance, the benefits expected by citizens and leaders may not materialize; in some cases extraction might even exacerbate corruption, human rights abuses and environmental risks. Many EV proponents and suppliers are aware that supply chain governance problems pose a challenge to the evolution of the EV industry, but outstanding questions remain about how these challenges materialize. This brief, jointly published by UC Berkeley School of Law’s Center for Law, Energy & the Environment (CLEE) and the Natural Resource Governance Institute (NRGI) provides basic information on the EV battery supply chain and key battery minerals, such as cobalt and lithium, and addresses the following questions: What does the supply chain for EV batteries comprise? How do carbon emissions from EVs compare to traditional internal combustion engine (ICE) vehicles? What are the most significant challenges in managing the mineral extraction necessary for the EV supply chain, and what sustainability and human rights initiatives apply?

Abstract:
This article uses the Qualitative Comparative Analysis (QCA) method to examine the combinations of conditions that explain the length of World Trade Organization (WTO) disputes that invoke General Agreement on Trade and Tariffs’ (GATT) General Exceptions (Article XX). Using the Brazil-EC controversy over retreaded tires as an example, the work underscores the importance of the mobilization of civil society organizations such as NGOs and think tanks in association with power asymmetry and/or veto players. The article contributes to understanding the causal complexity and empirical heterogeneity of “exceptional” disputes (disputes in which a party invokes GATT’s General Exceptions).

Abstract:
The Global Compact on Safe, Orderly, and Regular Migration (GCM) provides a blueprint for nations to manage migration flows through multilateral cooperation. Nations are best served by partnering with a wide range of societal actors to implement the objectives of the GCM. Such civil society actors may include non-profit organizations, faith-based groups, the private sector, trade unions, and academia, among other relevant stakeholders. Each of these actors brings unique strengths to the implementation of the GCM, filling gaps in the care and protection of migrants. They perform tasks that governments are unable or unwilling to undertake, especially in the area of irregular migration. A “whole-of-society” approach is the most effective method for managing migration humanely and in concert with the rule of law.

Until the adoption of U.N. Security Council Resolution (UNSCR) 2250 in 2015, the international community had no comprehensive framework with which to address the specific needs and opportunities of a key demographic group—young people. This report presents the findings of a meta-review assessing fifty-one youth projects supported or implemented by USIP between 2011 and 2018 and offers recommendations for continuing to develop and support peacebuilding activities with effective engagement, cooperation, and flexibility among civil society organizations and funders.
