91. Reforming Democracies: Six Facts About Politics That Demand a New Agenda

Abstract:
Even well-established democracies need reform, and any successful effort to reform democracies must look beyond conventional institutions--elections, political parties, special interests, legislatures and their relations with chief executives--to do so. Expanding a traditional vision of the institutions of representative democracy, Douglas A. Chalmers examines six aspects of political practice relating to the people being represented, the structure of those who make law and policy, and the links between those structures and the people. Chalmers concludes with a discussion of where successful reform needs to take place: we must pay attention to a democratic ordering of the constant reconfiguration of decision making patterns; we must recognize the crucial role of information in deliberation; and we must incorporate noncitizens and foreigners into the political system, even when they are not the principal beneficiaries.

Abstract:
Both the concept of sustainable development (SD) and the new green transformation concepts (GTC) aim for the integration of environmental protection and development. Previous comparative research on these GTC is not based on theoretically founded crite- ria that are related to the established development paradigm of SD. The study closes this research gap by providing a conceptual comparison of different GTC versions as pub- lished by UNEP, the OECD, and the German Advisory Council on Global Change (WBGU). The analysis reveals that GTC concepts are indeed based on central goals and principles of SD. Unlike the concept of SD, the GTC acknowledges planetary boundaries as limits to growth. However, the more economy-focused concepts of UNEP and the OECD do not only disregard important social goals but also concerns of intergenerational equity and the globality principle of SD. In contrast, the WBGU focuses on civil society participation and both intra- and intergenerational equity by aiming for decisive institu- tional changes. It is shown that this GTC partly extends beyond the scope of SD and thus could mark an important step with regard to the further development of the concept.

97. Direct Social Expenditures: A Monitoring Guide for Civil Society Organizations

This paper provides civil society organizations with different strategies to obtain and analyze detailed information on direct social expenditures (DSE) by companies. It also provides civil society with useful lessons on advancing the transparency agenda in this area. The World Bank defines corporate social responsibility (CSR) as “companies’ commitment to contribute to sustainable economic development by working with employees, their families, the local community and society at large to improve their quality of life in a way that is beneficial for business and also for development.” Extractive industries engage in CSR because their activities are considered among the most environmentally and socially disruptive and it is critically important for them to secure their “social licenses to operate.” As part of their CSR extractive companies invest significant amounts of resources to undertake social development programs; in 2001, oil, gas and mining companies disbursed more than $500 million in community development programs. These expenditures can have a large impact on small local economies. When poorly conceived and implemented, they can lead to corruption and undermine government authorities and institutions. In addition, these resources are obtained on the basis of concessions of oil, gas and minerals that belong to citizens. Companies receive fiscal concessions or incentives from the social activities undertaken in the countries where they operate. All these reasons make it imperative that civil society organizations monitor DSE to ensure they are spent effectively. Companies can employ different mechanisms to disburse DSE. These could be a function of program objectives and other contextual factors. A company might implement different mechanisms in different countries. It could use public or private disbursement channels, or a combination of both. CSOs need to understand these mechanisms and their pros and cons in order to monitor them. The paper studies the experience of two CSOs—Grupo Propuesta Ciudadana (GPC) in Peru and Instituto Brasileiro de Análises Sociais e Econômicas (IBASE) in Brazil—that successfully made extractive companies disclose information on their expenditures and have since monitored and evaluated the impact of these expenditures. Both CSOs created transparency indices and performed social audits to rigorously assess and rank company performance and undertake evidence-based policy advocacy. GPC successfully obtained information from more than 30 companies on $900 billion worth of social expenditures, and IBASE convinced over 300 private companies to disclose their social audits. The paper also explores experiences of countries that have negotiated including direct social expenditures in the disclosure requirements of the Extractive Industries Transparency Initiative (EITI). Despite progress in companies disclosing relevant data in recent years, transparency of direct social expenditures is more the exception than the norm. Companies should improve their reporting by providing detailed information about the types of projects funded, the objective of such projects, the amounts disbursed, and the persons responsible for allocating these resources. Contracts that include social expenditure obligations should be available for public consumption.

Because people living in poverty must have a voice in deciding their own destiny and holding the state and the private sector to account. Why effective states? Because history shows that no country has prospered without a state structure that can actively manage the development process. There is now an added urgency: climate change. We need to build a secure, fair, and sustainable world within the limits set by scarce resources and ecological realities. The book is accompanied by a list of blog resources. One of the less known aspects of the tragic 9/11 events and the subsequent global war on terror is the chilling impact counterterrorism measures have had on civil society and citizens’ agency. Ten years later the phrase ‘war on terror’ is no longer used officially, but measures that curtail the operational and political freedoms of civic organizations worldwide in the name of countering terrorism continue to be real, tangible, and strongly counterproductive.The report by David Cortright et al, Friend not Foe: Opening Spaces for Civil Society Engagement to Prevent Violent Extremism, gives a comprehensive and vivid account of the challenges that civil society groups continue to face worldwide in protecting and expanding their political voice and operational space. The first edition of this report focused primarily on the e8ects of counterterrorism measures on civil society in the Global South. This updated version places the closing of civil society space in a wider global context of securitization of aid, de-funding of civil society, and civil military cooperation. When in March 2000, the Security Council expressed for the first time in its history the conceptual acceptance that peace is inextricably linked with equality between women and men and affirmed that the equal access and full participation of women in power structures and their full involvement in all efforts for peace and security, the international community was charged with expectation. It was welcomed by one and all with considerable enthusiasm hoping that there would be progress in paying attention and respect to the unrecognized, under-utilized and under-valued contribution by women to preventing war and to building peace. During ten years since its adoption, we have seen a tremendous enthusiasm among civil society at all levels in raising awareness, engaging in advocacy and building capacity for the meaningful implementation of 1325. The present Civil Society Monitoring Report by the Global Network of Women Peacebuilders (GNWP) and its partners being launched on the occasion of the 1325 tenth anniversary is a remarkable example of such a civil society engagement.
