1. Transcending History’s Heavy Hand The Future in Economic Action

Abstract:
This paper discusses sociological analyses of the formation and role of expectations in the economy. Recognition of the social constitution of expectations advances the understand- ing of economic action under conditions of uncertainty and helps to explain core features of modern capitalist societies. The range of applications of the analytical perspective is il- lustrated by closer examination of three core spheres of capitalist societies: consumption, investment, and innovation. To provide an idea of core challenges of the approach, three major research questions for the sociological analysis of expectations are presented.

Abstract:
This paper records the path by which African Americans were transformed from enslaved persons in the American economy to partial participants in the progress of the economy. The path was not monotonic, and we organize our tale by periods in which inclusiveness rose and fell. The history we recount demonstrates the staying power of the myth of black inferiority held by a changing white majority as the economy expanded dramatically. Slavery was outlawed after the Civil War, and blacks began to participate in American politics en masse for the first time during Reconstruction. This process met with white resistance, and black inclusion in the growing economy fell as the Gilded Age followed and white political will for black political participation faded. The Second World War also was followed by prosperity in which blacks were included more fully into the white economy, but still not completely. The Civil Rights Movement proved no more durable than Reconstruction, and blacks lost ground as the 20th century ended in the growth of a New Gilded Age. Resources that could be used to improve the welfare of whites and blacks continue to be spent on the continued repressions of blacks.

Abstract:
In a climate of concern about the future of capitalism and democracy, this book provides a robust defense of both. Capitalism and democracy, Torben Iversen and David Soskice argue, are mutually reinforcing, and the combination has been remarkably successful over the past century. In what will probably be the most discussed part of the book, they anticipate that the symbiotic pair will continue to thrive, overcoming the challenges posed by populism and inequality. Democracy and Prosperity provides a challenge to those who believe that capitalism is increasingly unable to fulfill the needs of broad swaths of society and that democracy is creaking under the strains of populism.

Abstract:
Stuart Hall, a founding scholar in the Birmingham School of cultural studies and eminent theorist of ethnicity, identity and difference in the African diaspora, as well as a leading analyst of the cultural politics of the Thatcher and post-Thatcher years, delivered the W. E. B. Du Bois Lectures at Harvard University in 1994. In the lectures, published after a nearly quarter-century delay as The Fateful Triangle: Race, Ethnicity, Nation (2017), Hall advances the argument that race, at least in North Atlantic contexts, operates as a ‘sliding signifier,’ such that, even after the notion of a biological essence to race has been widely discredited, race-thinking nonetheless renews itself by essentializing other characteristics such as cultural difference. Substituting Michel Foucault’s famous power-knowledge dyad with power-knowledge-difference, Hall argues that thinking through the fateful triangle of race, ethnicity and nation shows us how discursive systems attempt to deal with human difference. Part I of the forum critically examines the promise and potential problems of Hall’s work from the context of North America and western Europe in the wake of #BlackLivesMatter and Brexit. Donna Jones suggests that, although the Birmingham School’s core contributions shattered all certainties about class identity, Hall’s Du Bois Lectures may be inadequate to a moment when white racist and ethno-nationalist appeals are ascendant in the USA and Europe and that, therefore, his and Paul Gilroy’s earlier work on race and class deserve our renewed attention. Kevin Bruyneel examines Hall’s work on race in relation to three analytics that foreground racism’s material practices: intersectionality, racial capitalism and settler colonialism. William Garcia in the final contribution asks us to think about the anti-immigrant black nativisms condoned and even encouraged by discourses of African-American identity and by unmarked references to blackness in the US context. In ‘Fateful Triangles in Brazil,’ Part II of Contexto Internacional’s forum on The Fateful Triangle, three scholars work with and against Hall’s arguments from the standpoint of racial politics in Brazil.

Abstract:
On the evening of 31 January 1905, six hundred of the richest and most powerful members of New York society descended on Sherry’s Hotel dressed in extravagant costumes designed to resemble the court of the French King, Louis XV. The wealth on display was astounding. Pearls, emeralds, turquoise, and diamonds abounded. Mrs Potter Palmer, the queen of Chicago society, appeared dressed in a diamond tiara, diamond choker, and diamond breastplates. Mrs Clarence Mackay, wife of the chairman of the Postal Telegraph Company and a suffragist, wore a gold and turquoise crown and the train of her dress was so long, that despite the help of her two pages, she was forced to sit out the dancing.

6. Nestlé’s Corporate Reputation and the Long History of Infant Formula

Abstract:
The demand for infant formula in Australia is insatiable. Bare shelves have led supermarkets and chemists to ration sales, limiting the quantity customers can buy in a single transaction. But it’s not Australian parents fuelling the formula shortages. A high proportion, between fifty and ninety percent, of all Australian infant formula is exported to China. The situation has created tensions between the two countries. Australian shoppers complain of Chinese daigou (personal shoppers) buying formula before it is even stacked on shelves and stripping supermarkets in teams of people. In April 2019, eight people were arrested in Australia for stealing over a million dollars of infant formula in Sydney to sell in China. Two months later, Chinese military personnel were photographed loading boxes of formula onto a Chinese warship before departing Sydney Harbour.

7. The Hudson's Bay Company: Royal Charters, Rivalries and Luxury Hats in the North American Fur Trade

Abstract:
French fur traders Médard Chouart des Groseilliers and Pierre-Esprit Radisson sensed an opportunity in the mid-1650s. During their travels within a North American trade network stretching from Montreal to the Great Lakes, the pair had heard rumours from indigenous Cree communities of a “frozen sea”: a region rich in beaver furs further to the north. The resourceful traders, aware of the European demand for luxury felt hats made from these furs, set out to explore. The two traders were not disappointed upon their arrival at the vast inland sea of Hudson Bay, discovering an abundance of high-quality furs. They quickly identified numerous rivers running from the basin that offered valuable access to the continent’s interior: if a shipping route could be forged from these locations, across the Atlantic and finally to European markets, the Hudson Bay region could re-centre the entire North American fur trade. After failing to obtain French support to establish a trading post in the area – and getting arrested upon their return to Montreal for trading without a licence – Des Groseilliers and Radisson found themselves courting English favour for their venture.

Abstract:
Today’s corporate managers know that while tax planning may improve the bottom line, it also carries a downside in terms of reputational risk. The past decade has seen the rise of a phenomenon dubbed “tax shaming,” with legislators, activists and the popular press condemning multinationals for participating in “aggressive” or “unethical” tax avoidance. This campaign has occasionally been associated with dramatic changes in corporate policy. In 2012, for example, the global coffee chain Starbucks announced that it was voluntarily increasing its tax payments in the United Kingdom. And the following year, one of Britain’s leading banks, Barclays, closed down its profitable tax structuring division, citing the hostile political climate. Advocates of corporate social responsibility (CSR) promote the idea of a moral dimension to tax compliance, although it remains to be seen whether firms that consciously adopt an ethical approach to tax obligations will outperform their rivals. Some skeptics dismiss the CSR agenda as a public relations exercise; others regard it as a potential threat to legal certainty or economic competitiveness. A few practitioners even claim that “tax shaming” is a dangerous step towards “taxation by mob rule.”

9. Uncertain Futures Imaginaries, Narratives, and Calculative Technologies

Abstract:
Dynamic capitalist economies are characterised by relentless innovation and novelty and hence exhibit an indeterminacy that cannot be reduced to measurable risk. How then do economic actors form expectations and decide how to act despite this uncertainty? This pa­ per focuses on the role played by imaginaries, narratives, and calculative technologies, and argues that the market impact of shared calculation devices, social narratives, and contin­ gent imaginaries underlines the rationale for a new form of ‘narrative economics’ and a the­ ory of fictional (rather than rational) expectations. When expectations cannot be anchored in objective probability functions, the future belongs to those with the market, political, or rhetorical power to make their models or stories count. The paper also explores the dangers of analytical monocultures and the discourse of best practice in conditions of uncertainty, and considers the link between uncertainty and some aspects of populism.

10. Beyond International Standards: Mapping the Future of Capital Markets Regulation

As a response to multiple financial shocks, international standards have disappointed. Consensus seeking has stifled innovation, perpetuating outdated regulatory concepts at a time of rapid market change. Markets are complex and idiosyncratic; they may not be receptive to efforts toward producing regulatory harmonization and convergence. Alternatives to international standard setting should be explored. Possibilities include fora for experimentation in capital markets regulation, the creation of a set of variegated model capital markets laws and a “restatement”-like treatise.
