61. How is Global LGBTI Philanthropy Responding to COVID-19?

Abstract:
In April 2020, GPP conducted a survey in order to understand emerging practices and principles for COVID-19 response among funders supporting global LGBTI issues, share common learnings and opportunities for collaboration, and inform how GPP can support the community of global LGBTI funders over the course of the pandemic and beyond. The survey focused on GPP member funds as well as non-GPP members in the top 20 funders of global LGBTI issues (based on the 2017-2018 Global Resources Report). The brief contains findings on: Common principles and innovative initiatives global LGBTI funders have commenced since the pandemic began; Key issues that LGBTI funders are hearing from grantee partners; Actions global LGBTI funders have taken to response to these issues; Initial planning or forecasting on implications for global LGBTI funders, including new resources; Recommendations for global LGBTI philanthropic community collaboration in response to COVID-19 impacts on LGBTI communities across the world. In response to the key recommendations from this survey, GPP will monitor shifts in resource flows to LGBTI movements and communities resulting from the COVID-19 pandemic. We plan to undertake a follow up survey of these leading global LGBTI funders in July 2020 and will also publish those results here.

The Covid-19 pandemic and the situation we are going through constitute an unprecedented moment of crisis. It does not seem possible yet to reach a clear verdict on the gravity, magnitude, spread and duration of the contagion. However, the pandemic and the crisis dynamics triggered by it have started to show their effect in every field of social life, beginning with public health. One of the most basic necessities of human life, food, is among the fields affected foremost by the shockwave caused by the pandemic.

The relationship of human health with social and the environmental factors has long been among the issues that have been dwelled on especially since the beginning of the 19th century. The field of medicine springing from these studies is known as “Social Medicine”. Although developments in pathology and microbiology caused the importance of social factors in the etiology of diseases to be set aside at the end of the 19th century, social medicine has acquired its currency again in later years. Indeed today, we need to read and understand the principles of social medicine more than ever.

Abstract:
As the Covid-19 epidemic intensified globally, countries began to implement quarantine measures one after the other starting from mid-March. According to the United Nations, 60 thousand decisions were made concerning travel and mobility restrictions in 220 countries. These decisions cause many difficulties that aggravated conditions under the pandemic for immigrants who earned their living by means of temporary mobility. The Organization for Economic Co-operation and Development (OECD) made a statement at the end of March when these measures were just implemented, announcing that the Covid-19 global pandemic would be the biggest economic and social shock of the twenty-first century since the September 11 attacks and the 2008 Financial Crisis.

65. The COVID-19 Pandemic: A Preliminary Assessment of the Impact on Terrorism in Western States

Abstract:
The paper analyzes the terrorism threat against western states during the novel coronavirus disease (COVID-19) pandemic and, in particular, whether the crisis has created particular vulnerabilities that terrorists could exploit both to mount attacks and attract new recruits. The paper also explores the extent to which the pandemic might make western societies more vulnerable to terrorism in the longer term. Salafi-jihadist and far-right extremists have greeted the COVID-19 crisis with enthusiasm, viewing its impact on the West as both vindicating and advancing their ideologies and objectives. However, despite the calls for attacks on social media, the pandemic’s lockdowns, increased surveillance, travel restrictions, and the heavy police and military presence on the ground have created a challenging environment for terrorist operations. The security services have been drawn directly into the campaign against the corona virus. This has diverted resources and assets away from counterterrorism duties in the short term, which might create potential opportunities for terrorists. As a result of the pandemic, governments will need to review national security priorities in the longer term. This is likely to result in a much greater emphasis on domestic and international public health issues. Counterterrorism may not retain its post 9/11 position in the hierarchy of western national security priorities.

66. Pandemics: The Armed Forces as the Ultima Ratio?

The novel coronavirus disease (COVID-19) crisis has caused leaders in all affected countries to turn to their armed forces for support in an ever-expanding range of roles. Armed forces are being tasked to provide capabilities that in many instances go beyond what they have provided in past crises. As the crisis progresses and tragedy intensifies, the armed forces may appear to be the last resort available—the ultima ratio—to decision-makers. It must be expected that these demands will continue to mount even if the current crisis abates, as it is sure to remain a top national concern for months to come. This paper examines the range of roles that armed forces have taken on within the context of this crisis and places those roles, mission, tasks, and function within a scheme of six mission sets that comprise the defense support to civil authority (DSCA) rubric. The paper goes on to set forth a half-dozen considerations for decision-makers to contemplate before asking the armed forces to undertake these roles. In the current pandemic crisis, many of the tasks inherent in the DSCA rubric have been prominent in the demands by political leaders for armed forces support, such as the provision of essential services (many logistical and medical in nature) as well as search capabilities, decontamination operations, and engineering support. For example, armed forces in Italy, Spain, France, and the United States, just to name a few, have built and staffed medical facilities; transported virus patients; delivered food supplies; searched buildings for victims; and decontaminated residences and public facilities, such as train stations and airports. In addition, armed forces organizations have provided mortuary services, including the transportation and cremation of virus victims’ remains, which, of course, are contaminated. Photos of Italian Army units have shown convoys of trucks loaded with coffins. Soldiers have also provided medical support to overwhelmed facilities. Soldiers have been photographed administering tests for the virus, moving patients within hospitals, and providing basic services, such as changing bed pans and providing meals, all in a contaminated environment. French military aircraft, equipped for medical evacuation, have transported virus patients to less-stressed medical facilities in France.

68. Study and Reports on the VAT Gap in the EU-28 Member States: 2020 Final Report

Abstract:
This Study contains Value Added Tax (VAT) Gap estimates for 2018, fast estimates using a simplified methodology for 2019, the year immediately preceding the analysis, and includes revised estimates for 2014-2017. It also includes the updated and extended results of the econometric analysis of VAT Gap determinants initiated and initially reported in the 2018 Report (Poniatowski et al., 2018). As a novelty, the econometric analysis to forecast potential impacts of the coronavirus crisis and resulting recession on the evolution of the VAT Gap in 2020 is reported. In 2018, most European Union (EU) Member States (MS) saw a slight decrease in the pace of gross domestic product (GDP) growth, but the economic conditions for increasing tax compliance remained favourable. We estimate that the VAT total tax liability (VTTL) in 2018 increased by 3.6 percent whereas VAT revenue increased by 4.2 percent, leading to a decline in the VAT Gap in both relative and nominal terms. In relative terms, the EU-wide Gap dropped to 11 percent and EUR 140 billion. Fast estimates show that the VAT Gap will likely continue to decline in 2019. Of the EU-28, the smallest Gaps were observed in Sweden (0.7 percent), Croatia (3.5 percent), and Finland (3.6 percent), the largest – in Romania (33.8 percent), Greece (30.1 percent), and Lithuania (25.9 percent). Overall, half of the EU-28 MS recorded a Gap above 9.2 percent. In nominal terms, the largest Gaps were recorded in Italy (EUR 35.4 billion), the United Kingdom (EUR 23.5 billion), and Germany (EUR 22 billion). The Policy Gap and its components remained stable. For the EU overall, the average Policy Gap level was 44.24 percent. Of this, in 2018, 10.07 percentage points were due to the application of various reduced and super-reduced rates (the Rate Gap) and 34.17 were due to the application of exemptions without the right to deduct. The results of the econometric analysis show that the VAT Gap is influenced by a group of factors relating to the current economic conditions, institutional environment, and economic structure as well as to the measures and actions of tax administrations. Out of a broad set of tested variables, GDP growth and general government balance appeared to explain a substantial set of VAT Gap variation across time and countries. Within the control of tax administrations, share of IT expenditure proved to have the highest statistical significance in explaining the size of the VAT Gap. In addition, the VAT Gap appeared to be inter-related with the values of risky imports of goods, indicating the role of fraud in driving the overall share of the VAT Gap. Since the COVID-19 recession will likely have a dire impact on the EU economies, the VAT Gap in 2020 is forecasted to increase. If the EU economy contracts by 7.4 percent in 2020 and the general government deficit jumps as forecasted in the Spring Forecast of the European Commission, the Gap could increase by 4.1 percentage points year-over year up to 13.7 percent and EUR 164 billion in 2020. The hike in 2020 could be more pronounced than the gradual decrease of the Gap observed over the three preceding years. Moreover, a return to the VAT Gap levels observed in 2018 and 2019 will take time and require significant action from tax administrations. Abstract:
According to the World Food Program’s (WFP) latest report, the COVID-19 pandemic will lead to an 82 percent increase in global food insecurity, affecting around 270 million people by the end of the year. On June 29, the organization announced it is undertaking its largest humanitarian effort to assist an increasing number of food-insecure low- and middle-income countries. In a statement about the plan, WFP Executive Director David Beasley said that “until the day we have a medical vaccine, food is the best vaccine against chaos. Without it, we could see increased social unrest and protests, a rise in migration, deepening conflict, and widespread under-nutrition among populations that were previously immune from hunger.”

Abstract:
Will the COVID-19 pandemic increase or decrease conflict around the globe? Across myriad blog posts and op-eds, a consensus appears to be emerging: in the short term, the global community may experience a pax epidemia, as Barry Posen refers to it, where “the odds of a war between major powers will go down, not up.” But the opposite may be true for intrastate conflict—e.g. civil wars and insurgencies—where conditions seem ripe for more turbulent subnational politics.
