At the heart of the 2030 Agenda for Sustainable Development is a vision of a “just, equitable, tolerant, open and socially inclusive world in which the needs of the most vulnerable are met.” This is a powerful vision. It is also part of a long history of global reform which seeks to make justice systems more inclusive. The first modern definition of the objective of law reform (now a century old) focuses on a government limited by law, equality under the law, and the protection of human and civil rights.

The social and political dislocations caused by the COVID-19 pandemic threaten to break the social contract between states, communities, and people. Actions taken now — or a failure to make needed reforms — can have consequences that will be felt for decades. Justice is a critical sector in the relationship between states and people. Too often, justice systems have been responsible for fueling distrust and weakening this relationship. If justice actors are to play a central role in the recovery from the pandemic, helping their societies to rebuild in a fair, inclusive and sustainable way, people-centered justice is needed more than ever. This Pathfinders briefing, drafted by lead authors David Steven, Maaike de Langen, Sam Muller, and Mark Weston, together with more than 30 partners from around the world, publishes its third and final briefing on Justice in a Pandemic, a series examining the role of justice sectors in responding to the COVID-19 crisis. This briefing focuses on the role of justice in combating the negative social impacts of the pandemic.

The complex crises in our world—from rising instability linked to pandemic effects and climate change, to ongoing challenges of civil war, urban violence, violent extremism—require complex analysis and insights. Emerging technologies, data, and data science methods have been recognized as potential tools to help tackle some of these “wicked” problems across the humanitarian-development-peace nexus. Artificial intelligence (AI) and machine learning (ML) potentially open a range of new opportunities for early warning and humanitarian preparedness, assessment and monitoring, service delivery, and operational and organizational efficiency. Advanced data analysis is the core of these efforts, and its success often depends on timely access, as well as the right quality and quantity of data.

Abstract:
Over the past few years, the prevention of violence has gained new momentum at the United Nations (UN). However, the UN still lacks a comprehensive strategy to transform these commitments into action. The UN Charter mostly focuses on the prevention of international conflicts, while lethal violence is nowadays mostly concentrated within countries. Both member states and the UN have increasingly acknowledged the need to use a different approach to prevention, including through the adoption of the Sustainable Development Goal 16 (SDG 16) and the UN-World Bank report, Pathways for Peace. However, the operationalization of this approach remains unclear. The New Agenda for Peace is an opportunity for the UN to clarify its approach to the prevention of violence within a country (violent crime, violent extremism, and non-international armed conflict).

1375. US Commitments in Nutrition and Health for a Better Future

Abstract:
The United States has made big pledges for global nutrition. Our white paper offers recommendations to turn commitments into action. Approximately 768 million people faced hunger in 2020, over 100 million more than 2019, and the number of those without sufficient nutrients is even higher. In the United States, diet-related disease accounted for over half of all deaths in 2018. Globally, approximately 45 percent of the deaths of children younger than five are related to undernutrition. For decades, the United States has also experienced a rise in chronic diet-related diseases like diabetes, with disproportionate effects seen in communities of color. And as the COVID-19 pandemic has illustrated the link between nutrition and both risk and long-term consequences of pathogen infection, urgency to shift governmental nutrition approaches has never been higher. To strengthen domestic and global nutrition, the United States should catalyze critical change, starting with commitments made at the 2021 UN Food Systems Summit and additional funded programs, extending further to reach a wider subset of all people suffering from nutrition- and hunger-related diseases. This white paper analyzes primary nutrition challenges, particularly issues of health, access, and education, and recommends policy actions that community, federal, private, and academic institutions can take domestically and globally to progress toward a well-nourished future.

Amid new challenges to global food security, the Center for Global Food and Agriculture analyzes necessary changes to the Global Food Security Act Reauthorization. The Global Food Security Act (GFSA) authorizes the Feed the Future Initiative (FTF), the US government’s premier effort to address the root causes of hunger and poverty in lower- and middle-income countries. The GFSA must recognize how the COVID-19 pandemic and climate change wreak havoc on global food security efforts.

Abstract:
The Arms Trade Treaty (ATT) is the first legally binding agreement linking international conventional arms transfers to gender-based violence (GBV), but there has been limited practical application of these specific provisions to date. At Whose Risk? Understanding States Parties’ Implementation of Arms Trade Treaty Gender-based Violence Provisions sets out to gain insight into how ATT states parties apply Article 7(4)—the main provision related to GBV—by focusing on the work of the export licensing officers carrying out this task. Specifically, the Briefing Paper contextualizes GBV in the ATT context; presents implementation guidance; and reviews recommended open-source resources for carrying out risk assessments. Finally, after analyzing reported implementation practices of ten ATT states parties, the study offers policy observations related to continued work to tackle GBV within the ATT context. Among other findings, the paper reveals that most ATT states parties interpret Article 7(4) in terms of the broader offences related to international humanitarian law and international human rights law listed under Article 7(1). Further, the study finds that the existing recommended evidence base on GBV is often scattered and unstandardized; rarely providing the type of information required by export licensing officers to conduct GBV-focused risk assessments. Finally, at the time of writing, no ATT state party had publicly indicated that it had denied an export authorization specifically due to risk of the conventional arms being used to commit or facilitate serious acts of GBV.

Criminal and terrorist organisations are increasingly using cryptocurrencies, thus leading to emerging threats in the cyberspace. Money-laundering, tax evasion, ransomware extortion, trading in illicit goods and services, purchasing of child sexual abuse material and terrorist financing are concerning criminal and terrorist activities involving the use of cryptocurrencies. Bitcoin and Monero are the most used cryptocurrencies among both criminals and terrorists, however other cryptocurrencies such as Litecoin, Dash and Ethereum are being growingly used in criminal and terrorist financial activities. The anonymity/pseudo-anonymity and security characterising cryptocurrencies can challenge law enforcement investigative efforts aimed at countering criminal and terrorist activities. There has not been a widespread adoption of cryptocurrencies by terrorist and criminals yet, however this is likely to change in the next future.

La radicalización constituye una de las mayores problemáticas a nivel securitario y social. No obstante, el número de detenciones en los últimos años han llevado a replantearse reforzar los modelos de intervención en su relación con la desvinculación y la desradicalización. Como consecuencia, la atención está cambiando hacia los procesos de desvinculación/desradicalización. Tratando de aunar los conocimientos sobre la temática, en el presente manuscrito se realiza una revisión de la literatura que trata de identificar y valorar algunos de los factores y modelos de desvinculación, desradicalización y/o reinserción desarrollados en estas últimas décadas. En primera instancia se conceptualizan la desradicalización, entendida como un proceso social y psicológico por el que el compromiso de un individuo con la radicalización violenta y su participación en ella se reducen hasta el punto de que ya no corre el riesgo de implicarse y participar en actividades violentas, y la desvinculación, proceso mediante el cual un individuo experimenta un cambio de rol o función que suele ir asociado a una reducción de la participación en la violencia. Posteriormente, se analizan los principales factores de empuje y atracción que se han encontrado en la literatura, destacando, por un lado, la desilusión con la estrategia o las acciones del grupo radical y, por otro lado, las relaciones con personas fuera del grupo y las demandas familiares. A continuación, se hacen explícitos siete modelos teóricos propuestos desde distintas disciplinas que tratan de explicar los procesos de desvinculación, desradicalización y/o reinserción social. Entre estos modelos, encontramos la trayectoria de desvinculación,el modelo de inversión,el modelo 3N,el modelo pro-integración,los bucles de refuerzo,el modelo de las dinámicas de la desvinculación y el modelo fénix de desvinculación. Finalmente, se discuten algunas de las similitudes y diferencias de estos modelos y sus principales limitaciones.

En los últimos años se han sucedido diversos atentados terroristas protagonizados por individuos que se suelen vincular a la “extremaderecha”. En realidad, los atentados dan al gunaspistas, enfunciónde cuáles sean sus objetivos. Pero lo que más información aporta son los manifiestos que algunos de esos terroristas nos han dejado. Apartirde esa premisa, este artículo desarrolla un análisis de los contenidos de varios dee llos, planteando hasta qué punto puede hablarse de que existe una ideología detrás de los mismos; hasta qué punto esa ideología es la misma en todos los casos; y hasta qué punto se corresponde con tesis de extremaderechao, más bien, se aproximan más a otras de corte fascista. Tras ese análisis, y atendiendo a los marcos teóticos empleados se puede responder afirmativamente a los dos primeras preguntas, mientras que la tercera respuesta delata la presencia de importante componentes de fascismo en los proyectos de sociedad anhelados por esos terroristas.
