Abstract:
Many of the materials, facilities, and technologies used to produce nuclear energy can be used to create nuclear weapons material. In nearly all stages in the production of peaceful nuclear energy, it is difficult to differentiate between peaceful activities and those useful to produce explosive materials for nuclear weap- ons. The purpose of this primer is to inform the reader about the basic steps of the nuclear fuel cycle and nuclear energy production, and to draw attention to those aspects of the fuel cycle that present the greatest nuclear weapons proliferation risks.

After the Cold War and nearly 70 years of waging war against communism, the United States and its key allies have adopted the war against terror as their new organizing principal. The king of terrorist threats, however, is nuclear terrorism. As Vice President Dick Cheney once argued, “if there is a one percent chance” of a terrorist developing a nuclear weapon, “we have to treat it as a certainty in terms of our response.”1

Abstract:
In this chapter, we try to step back from the day-to- day struggles in Washington, DC, over nuclear non- proliferation policy to ask what measures we would need to have in place to be reasonably confident that expanding nuclear power globally will not increase the number of nuclear weapons-armed states. We recognize that, since the start of the Atoms for Peace Program in the mid-1950s, the United States has sup- ported worldwide use of nuclear power. It also has op- posed the spread of nuclear weapons and supported measures to control the nuclear weapons proliferation risks inherent in spreading nuclear technology for civilian purposes. The principal administrative ele- ments of this nonproliferation effort are the Nuclear Nonproliferation Treaty (NPT) and the associated in- spection activities of the International Atomic Energy Agency (IAEA), as well as various national and inter- national export controls.

The newly launched European Defence Action Plan (EDAP) opens the door to EU spending on defence. This Policy Brief analyses why the EDAP has been launched, what it is and how it will work in practice. It argues that the plan is a step change in the European Commission’s growing involvement in defence and a potential game changer in solving the problem of European military shortfalls. European capitals should therefore embrace the new kid on the block and make full use of the potential offered by the EDAP.

Abstract:
Some medium-sized states play varying, yet important roles in international cyber-security policies. In this policy brief author Sico van der Meer offers a concise overview of five medium-sized states with such a prominent position: Australia, Estonia, Israel, the Netherlands and South Korea. How did these states attain these positions, and what are the benefits and challenges? The analysis shows that these positions are not easy to acquire or to maintain. Whilst the will to continuously invest and to develop an integrated (whole-of-government) approach seems to be an obvious key requirement for success, cyber security as a policy area is very broad. Remaining in a lead position may require looking for ‘a niche within the niche’.

Abstract:
Intellectual property rights (IPR) protection is essential for economic growth, innovation, and competitiveness. As the global economy is increasingly organised within global value chains, disciplining and enforcing IPR in a coherent manner internationally has become a critical issue in the 21st century trade system. The Trans-Pacific Partnership (TPP) agreement flags America's achievement in setting new standards on international IPR enforcement under a plurilateral framework that involves countries from Asia-Pacific. Yet such standards run the risk of becoming the new norm at the international level. Reaching agreement on the text of the TPP signals emerging Asian economies' heightened commitment to IPR enforcement. Some factors that policymakers may want to consider include the following: Efficient IPR protection at the domestic level is integral to efforts that facilitate technology adoption and stimulate incremental innovations. It is crucial to increase public awareness of intellectual property (IP) in general and its associated rights in particular. IP laws and regulations must at least meet the requirements of the Agreement on Trade-related Aspects of Intellectual Property Rights (TRIPS) and always aim for higher-level standards. IPR disciplines must be binding and practically enforceable. Asian countries should actively participate in global IPR rule-making. The II National Action Plan for the implementation of Resolution 1325, currently being prepared by the Spanish Government, should build on lessons learnt and include specific measures and best practices if it aims to achieve any advancement in the women, peace and security agenda. Nine years after the approval of the I National Action Plan for the implementation of Resolution 1325 –and mainly driven by its participation, as a non-permanent member, in the United Nations Security Council during the 2015-16 biennium–, the Spanish Government has marked the women, peace and security agenda as a priority, undertaking to draft a II National Action Plan. The number of challenges outstanding, almost 16 years after the approval of Resolution 1325, calls for a global commitment that is sustained over time and for actions and measures in field operations supported by sufficient funding (the most serious and persistent impediment for implementation of Resolution 1325). The alliance with local organisations and agents, mainly women’s organisations, has proved to be the most efficient way to promote and ensure a significant participation by women in the prevention of conflicts and in peace-building. Only a Plan based on such premises will effectively contribute towards the implementation of Resolution 1325.

Abstract:
Indian business—perhaps even society at large—is currently buoyed by the expectation that we are entering a period of sustained economic growth that might finally make poverty a problem of the past. In this context, it might seem counter-intuitive to draw attention to the possibility of a decelerating global economy and projections about reversals in human well-being. However, there is mounting evidence to show that the prevailing models of economic growth cannot continue unchecked to the end of the 21st century. Apart from the truism that infinite growth is not possible on a finite planet, the accelerating impacts of climate change are set to play havoc with a reliable supply of many natural resources—including food. Unless growth is redefined, degrowth will be forced upon the global economy, as a consequence of chaotic instability in eco-systems and due to the brittleness of political, social, and economic systems
