521. Beyond the Deadlock: How Europe Can Contribute to UN Reform

Abstract:
Ever since it started in the early 1990s, the latest debate on United Nations Security Council reform has divided EU member states. This division has created a huge stumbling block for progress. It has also hampered the deepening of the EU's Common Foreign and Security Policy. This article discusses recent developments in both the UN and the EU. In particular, it sketches out how the EU can become a key power broker by reconciling the conflicting Italian and German positions towards a common European UN policy. The creation of semi-permanent SC seats seems to be the most promising solution in the short term. Moreover, such an interim approach also promises to achieve a single EU seat in the long run.

522. First into Nagasaki: The Censored Eyewitness Dispatches on Post-Atomic Japan and Its Prisoners of War by George Weller, edited and with an essay

During World War II, the prime source of information for Americans about the war overseas was the dispatches of foreign correspondents-men who put their lives on the line in war zones to report the truth. George Weller was a giant among such men. Captured by the Nazis and traded for a German journalist, Weller watched the Belgian Congolese Army attack Italians in Ethiopia, saw the invasion of Crete, interviewed Charles de Gaulle in South Africa following an escape through Lisbon, and overcame malaria to report on the war in the Pacific. He was the first foreign correspondent trained as a paratrooper, and he won a Pulitzer Prize for his report of an appendectomy on a submarine. He wrote the book Singapore is Silent in 1942 after seeing the city fall to the Japanese, and he advocated a global system of United States bases in his 1943 book Bases Overseas. After witnessing Japan's surrender on September 2, 1945, he broke General Douglas MacArthur's order against travel to Nagasaki by impersonating an American colonel and taking a train to the bombed-out city. In a period of six weeks, he sent typewritten dispatches totaling some fifty thousand words back to American newspapers through official channels of the military occupation. Under MacArthur's directives, they were censored and never made it into print. Weller died in 2002 thinking his dispatches had been lost. Months later his son, Anthony Weller, found a crate of moldy papers with the only surviving carbon copies. Anthony Weller edited the dispatches and included his own essay about his father, resulting in this priceless addition to our information about World War II in the Pacific, and the birth of the atomic age. The importance of the dispatches, however, extends far beyond the value of the information from Nagasaki. George Weller is a voice from a past generation, and the publication of his censored dispatches raises a series of deeply important issues and, in the process, reveals an immense cultural divide between his world and ours today. On September 8, 1945, two days after he arrived in Nagasaki, Weller wrote his third dispatch concerning Nagasaki itself. He described wounded Japanese in two of Nagasaki's undestroyed hospitals, and recorded the question posed by his official guide: Showing them to you, as the first American outsider to reach Nagasaki since the surrender, your propaganda-conscious official guide looks meaningfully in your face and wants to know: "What do you think?" What this question means is: Do you intend writing that America did something inhuman in loosing this weapon against Japan? That is what we want you to write (p. 37). What would many reporters today write if asked this question by bombed enemy civilians? . . .

523. Code of Conduct: Tool for Self-Regulation for Private Military and Security Companies

Abstract:
This study aims to illustrate patterns of behavioural rules derived from corporate obligations, and to deduce from these a draft Code of Conduct (CoC) for Private Military and Security Companies (PMSCs). The purpose of a Code of Conduct for Private Military and Security Companies is to oblige such companies to comply with international human rights standards and the norms of international humanitarian law (IHL), thus improving the protection of human rights. In addition to drawing up a CoC together with implementation and monitoring mechanisms, this study aims to list the requirements of the relevant industry on the one hand, as well as of the stakeholders in politics and civil society on the other. It will then compare the divergence between the two in order to assess the potential success of an initiative for the recognition of a CoC for Private Military and Security Companies. Finally, this study will draw up specific options of action and recommendations related to the process of adopting a CoC.

524. Flexible Markets, Stable Societies?

Abstract:
The dissolution of the standard employment relationship since the 1970s has been paralleled by a destabilization of family relations. The paper, which is a slightly revised version of a plenary lecture at the 2008 Meeting of the German Sociological Association, discusses possible connections between the rise of more flexible labor market and family structures, and explores how they might tie in with the declining birth rate. The co-evolution of labor markets and family relations can be explained by both the attractions and the constraints of free markets. The current shift toward a new social policy aimed at increasing fertility is presented as an example of how expanding market relations and the uncertainty to which they give rise in personal life cause demands for state intervention. The logic seems remarkably similar to that of the current banking crisis, where the liberation of financial markets from traditional constraints and the progressive commodification of money have ultimately issued in irresistible pressures on the state to step in and restore the social commons of stable expectations and mutual confidence. In both cases, and perhaps generally, capitalism seems to imply a need for a public power capable of creating substitutes for social relations invaded by market relations and as a consequence losing their capacity to perform some of their previous functions.

This was the tenth LISD-sponsored colloquium on Afghanistan since 2001. The meeting was funded in part by the Carnegie Corporation of New York, the Government of the Principality of Liechtenstein, and the Stiftung fuer Selbstbestimmung und Internationale Beziehungen, in Vaduz, Liechtenstein.

527. Can the West Save Africa?

The last few years have seen unprecedented attention to an attempt by Western governments to rapidly develop Africa. British Prime Minister Tony Blair called at the World Economic Forum in Davos in January 2005 for "a big, big push forward" in Africa to end poverty, financed by an increase in foreign aid. Tony Blair commissioned a Report on Africa, which released its findings in March 2005, likewise calling for a "big push." Gordon Brown and Tony Blair put the cause of ending poverty in Africa at the top of the agenda of the G-8 Summit in Gleneagles, Scotland in July 2005. In the 2005 summit at Gleneagles, Scotland, the G-8 agreed to double foreign aid to Africa, from $25 billion a year to $50 billion to finance the big push, as well as to forgive the African aid loans contracted during previous attempts at a "big push." Two years later, Germany again made Africa an important item on the agenda of the G-8 summit it hosted in Heiligendamm in June 2007. There, the G-8 again reiterated the promises made in 2005. Japan pledged to double its own aid to Africa in May 2008 over the next five years. Most recently, the G8 Summit in Japan in July 2008 agreed: "We are firmly committed to working to fulfill our commitments on Official Development Assistance made at Gleneagles, and reaffirmed at Heiligendamm, including increasing...ODA to Africa by US$ 25 billion a year by 2010."

The German Presidency of the EU in the first half of 2007 inspired great hopes regarding the development of relations between the European Union and the states of Central Asia. In Brussels and other European capitals, it was expected that Germany, as an EU political and economic heavyweight and one of the key promoters of the Common Foreign and Security Policy, would be able to foster a coordinated Central Asian policy giving direction and coherence to European engagement in the region. It was widely hoped – within both the governments of Central Asia and the societies of the region – that Germany, which has traditionally been the most pro-active European country in the region, would elevate the relations between the EU and Central Asian states to a higher level.

529. Outsourcing the Big Stick: The Consequences of Using Private Military Companies

Abstract:
The outsourcing of military functions is always accompanied by a loss of control over the use of force. Whereas the variances in handling consequences by weak versus strong states have already been addressed in other studies, we know little about the causes of differences among strong states. I will argue that strong states are very well aware of the risk of losing control by outsourcing. In order to mitigate the risk, they develop outsourcing strategies. The strategies of the two states considered here—the United States and Germany—are similar. Despite the resemblance, the U.S. Army faces much greater losses of control than does the German Bundeswehr. This is the result of differences in the compliance with their respective strategies. Whereas the Bundeswehr almost always sticks to its strategy, the U.S. Army instead violates it in numerous cases. This difference can be explained by the different scopes of the two forces' demand-capability gap, a factor that directly affects compliance-behavior with the strategy. The larger the gap, the less compliance is shown and the greater the loss of control. Since the U.S. Army experiences a larger gap than the Bundeswehr, the former suffers a greater loss of control.

Abstract:
Germany appears to be slipping deeper into recession. The latest industrial figures are alarming: production fell 2.1% in October and orders were down 17.3%. If output remained at current levels to year-end, then Q4 would be down 3.2% on Q3, but the situation is deteriorating. The manufacturing PMI is below 40 and the expectations component of the Ifo is at its lowest level since the first oil crisis in the early 1970s. Key to the rapid decline has been an abrupt halt to investment, both in Germany and globally. Investment in machinery and equipment had stalled in Q3 and domestic orders of capital goods then dropped 6% in both October and November. Business investment will fall by over 4% in 2009. But exports have also seen a rapid decline, having fallen in both Q2 and Q3, while export expectations are near all-time lows. Export volumes are expected to drop next year, despite the depreciation of the euro. We have slashed our growth forecasts, with GDP now likely to fall by at least 1% in Q4. And we now do not expect the economy to emerge from recession until 2009H2 and for the economy to shrink by over 2% in 2009 overall – the biggest drop in over 60 years. Rapidly declining oil prices and an extended recession mean inflation could fall close to zero by next summer. Inflation has already slowed to 1.4% in November from a peak of 3.1% in July.
