351. Reciprocal Perceptions Between Western Balkan Countries And The EU: News Coverage on the EU Accession Process In Daily Newspapers

Against the background of increasing EU enlargement fatigue amongst EU countries, and with the official negotiation process with the Western Balkan countries currently underway, a comparative analysis of current reciprocal perceptions between both sides is carried out to identify potential conflict lines, and to trace how the EU is currently perceived from inside and from. In an exploratory media study three EU countries (Austria, Germany, and the United Kingdom) and two Western Balkan countries (Bosnia and Herzegovina BiH and Serbia) are compared. This paper shows that the reciprocal perceptions are not only shaped by assumed distance and difference, but also by proximity and similarities. However, the communicated boundaries and obstacles between EU and non-EU also show some indicate barriers for Western Balkan countries in the accession steps lying ahead. Furthermore, the media study suggests a broadening of the analytical spectrum to include thematic areas that go beyond political discourse.

In this popular survey of some of the larger moral demands and dilemmas of fighting World War II, he is never boring and quite often right. He is also, far too frequently, surprisingly uninformed.

The European Union is engaged in a ferocious political, diplomatic, and economic struggle to preserve the future of the single currency, the Euro, and the viability of what has become known simply as ''the project,'' namely the process of integration that has been the bedrock of Western European politics for over half a century. It is distinctly possible that its members' efforts may fail, either in the short or long term, and give way to an era of disintegration. Some have sounded the alarm: German Chancellor Angela Merkel famously remarked, ''If the Euro fails, Europe fails.'' Former president Nicolas Sarkozy of France predicted, ''If the euro explodes, Europe would explode. It's the guarantee of peace in a continent where there were terrible wars.'' Polish Foreign Minister Radek Sikorski warned the Euro's collapse could cause an ''apocalyptic'' crisis. Harvard economist Dani Rodrik cautioned ''the nightmare scenario would . . . be a 1930's-style victory for political extremism.'' After all, ''fascism, Nazism, and communism were children of a backlash against globalization.'' The erosion of democracy in Hungary and the rise in support for populist parties in Greece, the Netherlands, Finland, and France appears to some to be the beginning of the end.

Abstract:
This article argues that in many cases the theoretical resources for a revived and enriched 'critical International Political Economy' already exist, and we would do well to revisit earlier works when seeking to intervene in contemporary debates. Through an initial engagement with the recent plethora of contributions on 'the international', I contend that Nicos Poulantzas' later writings deserve a rereading. In particular, his work on the historicity of territory and the internationalisation of capital constitutes a series of rich and suggestive commentaries. The significance of his remarks are later illustrated via a consideration of Germany, where I argue that the changes wrought by the growing imbrication of the German economy with transnational circuits of capital have been taking place through, and not necessarily against, the historicity of German capitalism's emergence and evolution.

For most of the time since the early 1950s, national savings in Germany have tended to exceed national investment, resulting in a current account surplus. Most of these excess savings have been intermediated by the domestic banking system, which has had difficulties investing these German surpluses abroad given that it is prohibited by law from taking any exchange rate risk. This tended to keep the surplus within limits most of the time (less than 1- 2% of GDP). With the advent of the euro, however, German surpluses could become much larger and seem now to have become structurally engrained at 6% of GDP, or over one-quarter of savings. Since the start of the euro crisis, German private savers have repatriated their investments – effectively unloading their exposure onto the public sector as German banks have deposited hundreds of billions of euro at the Bundesbank. These funds are being lent by the ECB to banks in the euro area periphery (at 75 bps) – ensuring effectively a negative real return.

Abstract:
Universal texts have the potential to provide findings for the reader from any perspective at any period of time. So does the written heritage of Early Romanticism. Nevertheless, to understand the spiritual awakening in the 18th century in Germany, an outline of a social and political environment as prerequisites is here given. Several “departures” led to the movement of the Early Romantics at the end of the century. In its center were women. Early Romanticism has always been a challenge for each existing social order, a social disruption, demanding the whole human being in all his and her possibilities. For in the history of reception of Romanticism, those of the late phase have been more easily comprehended. They are happy by nature, Catholic, and they can be categorized, while the Early Romantics usually are dismissed as “crazy” and “confused”.

The colloquium was opened by Ambassador Staffan de Mistura, Special Envoy for Afghanistan of the UN Secretary-General; Dr. Rangin Spanta, Afghanistan National Security Advisor; Ambassador Michael Steiner, Special Representative of the Germany for Afghanistan and Pakistan; and Ambassador Vygaudas Ušackas, Special Representative and Head of Mission of the EU's Mission for Afghanistan. On 19 October 2010 a two-session roundtable was held at the Center for Strategic Research (CSR) with the participation of a delegation from the German Institute for International and Security Affairs (SWP). The SWP delegation, a guest of the Institute for Political and International Studies (IPIS) – the Foreign Ministry's think tank - engaged with Iranian experts in a wide-ranging discussion on Iran– EU relations as well as on regional issues of common interest. In the first session on regional issues, the war in Afghanistan and the Middle East peace process were discussed.

Abstract:
The European Union is in danger of compounding its ongoing economic crisis with a political crisis of its own making. Over the last year, crises of confidence have hit the 17 EU members that in the years since 1998 have given up their own currencies to adopt the euro. For the first decade of this century, markets behaved as though the debt of peripheral EU countries, such as Greece and Ireland, was as safe as that of core EU countries, such as Germany. But when bond investors realized that Greece had been cooking its books and that Ireland's fiscal posture was unsustainable, they ran for the door. The EU has stopped the contagion from spreading -- for now -- by creating the European Financial Stability Facility, which can issue bonds and raise money to help eurozone states. Together with the International Monetary Fund, the European Financial Stability Facility has already lent Greece and Ireland enough money to cover their short-term needs. But such bailouts are only stop-gap measures. Portugal and Spain, and to a lesser extent Belgium and Italy, remain vulnerable to pressure from bondholders. Portugal is likely to receive 50-100 billion euros over the next few months. But should Spain also need a bailout -- which could cost as much as 600 billion euros -- the 750 billion euro European Financial Stability Facility would soon be exhausted. In that event, the main euro creditors, primarily British, French, and German banks, might have to accept so-called haircuts, substantial cuts in the principals of their loans. (The banks' tax-avoidance strategies might inflate this total, but the Bank for International Settlements has estimated that the exposure of British, French, and German banks to the group of vulnerable debtor states referred to as the PIGS -- Portugal, Ireland, Greece, and Spain -- amounted to more than $1 trillion in mid-2010.) Encouraged by Germany, some of the states in difficulty have sought to placate bond markets by making ruthless cuts in government spending. But as many economists have pointed out, these measures are hindering growth without satisfying bondholders that their money is safe; bondholders worry that these measures are not politically sustainable. In fact, they are likely to undermine Europe's political union.
