Abstract:
The Berlin Summit has been concluded with the suspicious outcome in which every Head of State declares victory. The tone is not so victorious by the Presidency, however, which honestly declared that Germany didn't “win the lottery”. There is reason for suspicion if, after long and arduous discussions to reform policies and reduce EU expenditure, member states declare satisfaction at the result. Something must be amiss, if painful reforms appear not to hurt. In fact, after preliminary calculations and some political considerations, there are grounds to suspect that the reforms proposed are less than satisfactory.

Abstract:
The outcome of the first round of wage negotiations in post-EMU Germany sheds some new light on the old question: What impact will the euro have on labour markets and unemployment? Economists would say that it depends on the structure of the bargaining process. In wage-setting, it seems that either one of the two extremes of full centralisation or complete fragmentation is conducive to low inflation and unemployment.

1013. Bilateral Agreements in Central and Eastern Europe: A New Inter-State Framework for Minority Protection?

Abstract:
The practice of bilateral agreements on good neighbourly relations was 'reinvented' by Germany after 1991 to guarantee the frontiers resulting from World War II and to protect the minorities of German origin in Central and Eastern Europe. A similar policy was pursued by Hungary with five of its neighbours to deal with the problems of the Hungarian minorities. Parallel to this trend, the European Union has also promoted a policy aimed at guaranteeing stability in Central and Eastern Europe through bilateral agreements on good neighbourliness. The bilateral treaties follow each other in time, structure and content. They incorporate soft law provisions, especially with regard to their minority regulations, reflecting the strong influence of the political factor. They do not mention collective rights and fail to provide the national minorities concerned with any form of self-government. Furthermore, they were often negotiated in the absence of the minority communities they were designed to protect. As these treaties are politically highly motivated, the political aspects of the implementation mechanisms have received primacy over the legal possibilities. The treaties, and hence indirectly the provisions of international documents enshrined in them, have the same status as national legislation and could therefore be claimed before national courts. However, the joint intergovernmental committees monitoring implementation have the potential to become the most effective implementation mechanism. In conclusion, although these treaties have not significantly changed the existing practice of minority protection so far, their importance should not be diminished because they contribute to the construction of a new inter-state framework for minority protection.

As immigration and integration become subject to heightened public debate and policy attention, Germany and the United States must rethink the policy process in order to promote policy consistency and awareness of its international repercussions. Recent German and U.S. debates and policy changes point to the need for agencies to monitor developments and suggest policy options, and administrative structures that permit some flexibility in administering immigration and integration policies.

Abstract:
Health care spending In the United States public spending on health care came to 3.9% of GDP in 1980, and rose to 6.3% by 1995. Most countries saw some increase too, but a few countries saw their ratios fall, notably Sweden (8.7% to 7.1%) and Ireland (7.1% to 5.2%). The country with the highest ratio of public health care spending to GDP in 1995 was Germany, with 8.1%. US public spending on health care was about average for the 21 countries in the table, but the United States spends as much again on private healthcare. As a result US total spending on health care stood at 13.6% of GDP in 1995, significantly higher than any other OECD country.

Abstract:
The new government has set itself the ambitious tasks of lowering unemployment, modernising the economy and the social system, and securing the long term viability of the budget and the health and pension systems. Ecological goals have been given equal prominence in order to ensure the environmental sustainability of economic development. In some fields there has been progress. However, the fiscal package needs to be fully implemented to put public finances on a sustainable path and to create a tax regime that is more business friendly. These policies should be underpinned by structural reforms that strengthen future growth prospects. Such policies can benefit both macroeconomic performance and future fiscal outcomes. While short-term growth prospects are already improving, unemployment remains a major problem. With respect to its strategy for reducing unemployment, the government is seeking to obtain consensus, inter-alia on an employmentfriendly wage policy, via round-table talks with the social partners. It is important that a consistent set of policy instruments emerge that establish clear links between policies and ultimate policy goals. For Germany to attain the employment, growth and environmental aims commensurate with its key position in the European economy, requires not only favourable macroeconomic conditions, including aggregate wage developments, but a policy emphasis which more effectively enhances labour-market flexibility, as well as structural reforms that strengthen individual initiative, economic choice and the role of competition. Since structural and macroeconomic policies tend to have synergies which make them mutually reinforcing, achieving a more flexible and dynamic use of resources will help to assure progress towards the country's social, budgetary, environmental and economic goals.

Abstract:
One of the most interesting consequences of the development of the European Union has been the stimulus it has given in recent years to the rediscovery of region within European states. As the supra-state functions of the European institutions in Brussels have burgeoned and the intrinsic sovereignty of the state in Europe has declined, so regions have acquired an ever greater social and political significance. Of course, in some cases, the state was traditionally federal in nature—as with Germany\'s Länder system—and, politically at least, regional aspirations have been satisfied. In the past two decades, however, regional aspirations have expanded into social and cultural spheres that require a new, defined political context. Even in such long-established states as the United Kingdom, such pressures now have to be acknowledged as sub-state factors enter into the complex array of political elements that go to make up the contemporary Union. In this context the Spanish experience is illuminating, both in the way it demonstrates how such tendencies should be accommodated and in the way in which regional populations respond. It is, in fact, a paradigm for a development that will become inevitable and universal as the power of the state declines within the wider structures of contemporary \'Euroland\'.

Given the historical depth of Franco-German enmity, or erbfeindschaft, how have integrative efforts in West Europe been shaped by this rivalry? Three sets of tensions are identified in addressing that question: the theoretical tussle to explain West European integration; the explosive historical relationship between the two countries; and their cooperative, complementary relationship in European Community policy-making. For analytical purposes, two hypotheses connect these sources of tension in the multifaceted, complicated subject mater of Franco-German relations. These are that when the Cold War was in full fury, both countries found cooperation a gar superior strategy than discord; and when the Cold War ended, disagreements increased without eliminating cooperation. Both are tested through a comparative study of agricultural and monetary policies of the Community, and prefaced by a rapid historical riffle of the ups and downs in that bilateral relationship. The conclusion is drawn that the Community interlocked the two countries in such a way as to make disengagement costly in spite of increasing divergences, and that this engranage was possible because of the Cold War context.

1020. The Academic-Industrial Symbiosis in German Chemical Research, 1905-1939

Abstract:
This paper discusses academic-industrial relations in German chemical research from 1905 to the eve of World War II, considering four periods: the decade before World War I, the years of total war and postwar crisis (1916-1923), the renewed crisis (1929-1933), and finally the Nazi years. These periods saw, respectively, the creation of academic-style research laboratories with substantial industrial support; the emergence of industrially-funded organizations to subsidize chemical literature and educational institutions (as well as research); reductions in support for these organizations and in subsidies for contracted academic collaborators, but the expansion of postdoctoral fellowships funded by I.G. Farben; and finally the politicization and militarization of the academic-industrial symbiosis under National Socialism.
