Abstract:
"Good governance" is the political concept through which transitional and post-conflict states seek to be integrated into those parts of the international community that embrace the ideals of democracy and the rule of law and place a premium on the will of the people. One of the most decisive factors for the implementation of good governance is in how the security sector interacts with the state and contributes to the public welfare. In particular, the security sector should be subject to civilian oversight and control, make decisions that are comprehensible, and be held accountable for misconduct and unlawful actions.

32. The Hunger Grains: The fight is on. Time to scrap EU biofuel mandates.

Abstract:
In 2009, EU governments committed to sourcing 10 per cent of transport energy from renewable sources by 2020: they are set to meet this target almost exclusively using biofuels made from food crops. By putting a mandate in place, European governments are propping up powerful industry and farming lobbies without spending a penny from national budgets: as direct subsidies and tax exemptions are phased out, the cost is increasingly borne by the consumer. For example, by 2020 biofuel mandates are likely to cost UK consumers between £1bn and £2bn more each year—that's about £35 from every adult—and to cost German consumers between €1.37bn and €2.15bn more—up to €30 per adult. EU governments have replaced subsidies paid out of the public purse with a subsidy that consumers, often without their knowledge, pay directly to big business.

Abstract:
Sovereign debt crises might significantly decrease the level of socioeconomic rights enjoyment for the population in the affected state. According to recent data, they even increase the risk of civil unrest. However, the resolution of sovereign debt crises is compromised by legal obstacles which result from the absence of a statutory, obligatory bankruptcy procedure for states. On the one hand, creditors might refuse to accept an exchange of their debt instrument in the frame of a workout and choose to litigate against the state. On the other hand, states might worsen their situation by unnecessarily delaying inevitable workouts. This article explores whether and to what extent the powers UN Security Council could be deployed in order to mitigate these problems. This requires a reconsideration of the concept of peace in Article 39 UN Charter. The article concludes that, at the request of the International Monetary Fund (IMF), the Security Council might put a stay on the enforcement of creditors' claims or order workout negotiations.

The Liechtenstein Institute on Self-Determination at Princeton University (LISD) convened the conference, “Toward a Sovereign Afghanistan,” October 20-22, 2011, in the Cecilienhof Castle of Potsdam near Berlin, Germany. More than 40 leading experts from Afghanistan and 14 other states participated in the private, off-the-record conference. The colloquium was opened by Ambassador Staffan de Mistura, Special Envoy for Afghanistan of the UN Secretary-General; Dr. Rangin Spanta, Afghanistan National Security Advisor; Ambassador Michael Steiner, Special Representative of the Germany for Afghanistan and Pakistan; and Ambassador Vygaudas Ušackas, Special Representative and Head of Mission of the EU's Mission for Afghanistan. Wolfgang Danspeckgruber, LISD Director, chaired the colloquium.

Abstract:
In recent weeks pressures on the euro and eurozone sovereign debtors have subsided. Buoyant growth in the global economy, increasingly benefiting also the European economy, has of course played an important role in calming financial markets. But even more important has been the perception that France and Germany are again working constructively for a strong economic Europe. More broadly, the acute turbulence in financial markets since the spring of 2010 may have finally convinced our political leaders, notably including the German political establishment, that the benefits of a stable currency far outweigh the costs that may have to be borne to make it work properly. The euro will only be trusted if the member states effectively coordinate their economic policies not only to ensure fiscal stability, but also to eliminate persistent divergences in productivity leading to unsustainable imbalances between national savings and investment (Schäuble, 2011).

Abstract:
Why did Germany pursue naval expansion at the turn of the twentieth century? This question has long puzzled scholars of international security, who consider German naval ambition to be an instance of suboptimal arming—a decision that decreased Germany's overall security and risked the survival of the German state. This article argues that the social desire to be recognized as a world power guided Germany's decision to challenge British naval hegemony. From the beginning of its naval planning, Germany had one clear aim: a powerful fleet of battleships stationed in the North Sea would alter the political relationship with Britain in such a way that it could no longer ignore Germany's claim to world power status. Reconceptualizing Germany's naval ambition as a struggle for recognition elucidates the contradictions at the center of German naval strategy, explaining how the doomed policy could proceed despite its certain failure. The article concludes that the power-maximizing practices of great powers should be seen as an important component of identity construction and an understudied dimension of contemporary security practice.

Ten years ago in Bonn, Germany, the United Nations Envoy to Afghanistan, Ambassador Lakhdar Brahimi, and U.S. Envoy to the Afghan Opposition, Ambassador James Dobbins, led a diverse group of international diplomats and warriors to consensus and charted the political course for Afghanistan well into the decade. The process that led to the Bonn Agreement (Bonn 2001, or Bonn I) reflects the best of U.S. and United Nations statesmanship and was the result of the effective application of military and diplomatic power.

Leading up to World War II, Japan and Germany were well aware that their ships, tanks and planes were completely dependent on oil. The Fischer- Tropsch process—invented in Germany some years earlier—allowed the Germans to produce 72,000 barrels a day of synthetic fuel from coal by 1940. However, the synthetic fuels were not enough and the principal goal of the march into the Soviet Union was the rich oilfields of Baku on the Caspian Sea.

In 1909 Foreign Secretary Sir Edward Grey, Viscount Grey of Fallodon, prophesied the outbreak of World War I when he declared that the naval arms race between Britain and Germany had become the most important single factor increasing tensions and the risk of war in Europe. The judgement captures the kernel of disarmament: certain types of weaponry are inherently so destabilising to international peace and security that they should preferably be removed from the military arsenals. Disarmament became a major objective of the League of Nations in the 1920s and 1930s. Under the Charter of the United Nations it is a responsibility of the General Assembly (Article 11) and the Security Council (Article 26). Today, as in the past, disarmament is one of the policy options available to governments to enhance national security. Barring a decision to unilaterally renounce a particular weapon category or coercive destruction of military equipment following defeat in war, it forms an integral part of cooperative security that aims for stability, predictability and transparency in international relations based on equal rights and obligations for all parties concerned.
