Abstract:
A significant foundation of European stability after World War II has been the balance of power between the United Kingdom (UK), France, and Germany. The UK’s accession to the European Communities (EC) in 1973 had carried that ‘balance’ into the EC’s institutional framework. In this regard, the UK’s withdrawal from EU structures may lead to an important political and financial vacuum at the center of the Union. In the wake of Brexit, indications of anxiety and concerns about power imbalances have emerged around the question of which country or counties will steer the Union. There exit fresh post-Brexit assessments that indicate that the UK’s departure from the EU may catalyze the differences between Germany and France. This paper will discuss three essential scenarios for the EU’s political and economic future direction, namely, French leadership, German leadership, and a Franco-German partnership, for the post-Brexit period.

On 9 December, the President of the Federal Republic of Germany, Frank-Walter Steinmeier, informed his fellow citizens that the next federal elections would take place on 26 September 2021. 54 political parties are standing for election, a record number in Germany's history. In the 1990s and early 2000s, fewer than 30 parties ran. In the last federal election in 2017, there were 42. The only certainty of the election is that Germany will have a new chancellor since Angela Merkel, after 16 years of government by her party, the Christian Democratic Union (CDU) and the Social Democratic Party (SPD) in a "grand coalition", with the exception of the years 2009-2013 when she governed with the Liberal Democratic Party (FDP), is not seeking reelection. After four terms as the head of the country's government, Angela Merkel remains very popular: last May, she held 60% of positive opinions and was ahead of all other political figures in Germany. "Germans appreciate Angela Merkel as a good manager, a chancellor who always seeks compromise,” declared Markus Inden of Trier University.

Angela Merkel, at the head of the German government since 2005, will leave her position after the federal elections on 26 September. While this departure seems to be a foregone conclusion, the election also heralds other, more structural changes, which will affect even the tectonics of the deep forces of the German political system. After the weeklong psychodrama in which the CDU-CSU was unable to reach a consensual agreement on its candidate to succeed Angela Merkel, the election on 26 September could very well represent a major political turning point. With six important regional elections in 2021[1], the changes underway have the potential to reshape the country's political landscape in a major way. The consequences for the 'stability' that has characterised the German political system since 1949, however, remain difficult to analyse.

In the past six decades, the four pillars of Germany’s post-World War II security model were built and expanded: NATO, the European Union, trans-Atlanticism and free trade. This gave Germans their longest period of peace, making them fantastically rich as the world’s fourth biggest economy. Can Germany’s view of itself as a ‘big Switzerland’ be sustained? Leon Mangasarian argues not. The Biden presidency is providing Germans with a false sense of security, one which means that Germany will fail to build the appropriate policies and NATO alliances Germany desperately needs in order to build a grand strategy of its place in Europe. If that debate is not led by the chancellery then it needs to come from the Bundestag, from the country’s expanding think tank community, the universities and citizen fora.

Abstract:
Germany at the end of 2020 finds itself in an awkward position. It is hailed by President Erdogan as one of the “reasonable countries within the EU” and by Ibrahim Kalin as having “played a remarkably positive role.” Germany has “gained” this esteem because of its mediation efforts between Greece and Turkey concerning the tensions in the East Med and for avoiding harsher EU sanctions. However, concerning the clash between France and Turkey over Islam(ism) and freedom of expression, Germany cannot mediate. Similar confrontations will also occupy Germany for the years to come and the German-Turks, now almost 3 million, will be right in the centre of this confrontation.

Abstract:
The bilateral cooperation between France and Germany has historically played a crucial role in the European integration process. The negotiations between the two most potent European economies have profoundly influenced both the structural arrangements of the European Monetary Union (EMU) as well as the debate on its potential reform, in light of the European sovereign debt crisis. Nonetheless, these two member states have radically different stances when it comes to the strengthening of the euro area, which are related to their divergent economic philosophies. This paper draws on insights from comparative political economy literature in order to explain how the institutional features of different varieties of capitalism have led these member states to adopt divergent growth strategies while participating in the same monetary union. In this respect, it is argued that France and Germany have put forward proposals regarding the Eurozone reform effort, which reflect their endeavor to preserve their comparative institutional advantages and, ultimately, promote their own vision on the deepening of the EMU. The original contribution of this working paper is that it presents and codifies the aforementioned proposals submitted by the European Commission as well as the political views expressed by France and Germany.

The North Sea is a very productive fishing area of great importance to surrounding coastal states Norway, the UK, Sweden, the Netherlands, France, Germany, Denmark and Belgium, with an average total harvest in recent years of slightly more than 1.8 million tonnes. This report explains why the cooperative management of the six shared North Sea fish stocks has been so stable to date and considers what lessons this success holds for the world at large. The report also speculates on the post Brexit management of these resources. The lessons learned from cooperative management over 40 years may well have an impact also on future cooperation between Norway, the UK and the EU27.

Although Germany is taking on more responsibility in the Baltic Sea region, the world is changing faster than Germany is changing its approach. The country’s policies accordingly lack strategic direction and vision – and above all, action. KEY TAKEAWAYS: Germany is increasingly taking more responsibility for security in the Baltic Sea region. Its focus has been and remains on multilateral initiatives within a NATO and/or EU framework, which is very welcomed by the states in the region. However, the changes Germany is making are being outpaced by the changing international context. The country is doing more, but not yet enough: concrete action is needed with respect to the Bundeswehr, decision-making procedures and strategic culture.
