551. Sarkozy and Merkel: The Undeniable Relevance of the Franco-German Bilateral Relationship in Europe

Abstract:
In 2013 France and Germany will celebrate the fiftieth anniversary of the Élysée Treaty, signed by the two countries to create a close collaboration in the interest of peace and prosperity. Over the course of five decades, different couples of French Presidents and German Chancellors have dealt with the Paris-Berlin relationship in slightly different ways, some with more success than others. Despite the many changes in the European context and to the balance in the alliance between France and Germany, the initial motivation and meaning of the treaty remains astonishingly valid today, especially in light of its positive contribution to European integration. Even with many possible factors weakening the two countries' core relations, the Franco-German duo retains its historically dominant influence in successful European governance, as the recent Merkozy situation showed.

Abstract:
The 2011 Libya campaign highlighted the divergence of interests between France and Germany within the European Union and the North Atlantic Treaty Organization (NATO) in matters of Middle East and global security. This divergence calls for a reassessment of the meaning of their bilateral cooperation, as defined in the Treaty of Friendship between France and Germany, otherwise known as the Élysée Treaty, signed on 22 January 1963 by Chancellor Konrad Adenauer and President Charles de Gaulle. This article focuses on France, which engaged militarily in Libya cooperating with the United Kingdom as its principal European partner. Germany, for reasons explained by its history, political culture, and the nature of its federal system, chose to abstain in the United Nations vote to authorize the campaign. These differences between France and Germany suggest a contrast in their respective security and, particularly defense, policy objectives on the fiftieth anniversary of the Élysée Treaty.

Abstract:
Imagine a mid-sized country. Its population, area, and energy consumption make it a flyweight compared to the emerging giants of China and India. Unlike Russia or Brazil, it possesses virtually no fossil fuels of its own – apart from disastrously dirty lignite and some expensive-to-extract hard coal. Furthermore, this country is located in Europe, a continent that has become synonymous with economic crisis and sluggish growth. Why do the energy policies of such a country – namely Germany – matter? The reason is in its dedication to systematically transform its energy system. It is the first major industrial country to seriously consider the challenge of overcoming the entire range of problems associated with fossil and nuclear fuels – from emissions to cost, from nuclear proliferation to nuclear waste, from environmental devastation to health impacts. If Germany, despite medium irradiation levels, limited land to grow biomass, and average wind and water resources, succeeds in transforming the energy system to renewable sources while maintaining system reliability and keeping an eye on cost, then every other country in the world will be able to follow on that track, too. And the challenges entailed for these countries will be significantly lower.

Abstract:
The process of social integration of the people associated with immigrant organisations, and the social (and potentially religious) change that comes with it, present the organisations with the difficult challenge of justifying their legitimacy to various societal actors. This is certainly true of Muslim organisations in Western immigration societies. In Germany, this process is quite clearly reflected within the community of established organisations, which play a part in creating intergenerational change. This is not to say, however, that they will be the only relevant – or even the predominant – actors involved in establishing Islam in Germany in the future, despite their roots in their countries of origin, nor that they will automatically become redundant over time.

Germany has a northern European welfare state. This means that social benefits are extensive compared not only to the American standards but compared to other European countries, such as Italy or Spain. In the early 2000s, both foreign observers and Germans themselves considered the country the “sick man of Europe.” Its firms seemed increasingly uncompetitive, due especially to its costly labor. Economic growth in this period was stagnant. This “exporting giant” even had a slight current account deficit.

The bequest for the Church Peace Union-the predecessor of today's Carnegie Council for Ethics in International Affairs (and the publisher of this journal)-was given by Andrew Carnegie in February 1914. The Church Peace Union subsequently sponsored the first worldwide gathering of religious leaders, which was held in Constance, Germany, on August 2, 1914. Convened under the shadow of an impending war, not all delegates made it to the gathering. Six months previously, Carnegie had stipulated that the Church Peace Union devote its funds to the deserving poor "after the arbitration of international disputes is established and war abolished, as it certainly will be some day." This could happen, he noted, "sooner than expected, probably by the Teutonic nations, Germany, Britain, and the United States first deciding to act in unison, the others joining later." The outbreak of war was a catastrophic blow to such hopes, as the very nations expected to be at the core of this civilized project descended into an orgy of destruction the likes of which the world had never seen.

Peace is normally understood as the absence of war among nations. But that definition presupposes the overarching importance of nations as the key units of human association. There are, however, many other non-national entities, such as races, ethnic communities, religions, cultures, and civilizations. These entities, too, engage in conflict from time to time, as exemplified by the interracial violence and religious antagonisms in various parts of the world today and, of course, that which took place in the past. Yet why do we preserve the terms "war" and "peace" only for interstate relations? This is a very limited perspective, inasmuch as wars are a phenomenon whose appearance long preceded the formation of nations in the modern centuries; and besides, a presumed state of peace among countries can conceal serious hostilities between races or religions within and across national boundaries. Nazi Germany was technically at peace with all countries till 1939, and yet violent acts were committed there against groups of people domestically who were not considered racially acceptable. In today's world, there are no large-scale international wars, but domestic tensions and physical assaults occur daily within many countries. Terrorists wage war against states and their citizens alike, but they are not nations. To counter their threat, war preparedness in the traditional sense may be useful, perhaps, but it is much less effective than the coming together of individuals and groups to create a condition of interdependence and mutual trust. World peace must fundamentally be founded on a sense of shared humanity, regardless of which country people happen to live in. To consider war and peace purely in the context of international relations, therefore, is insufficient, even anachronistic. What we need is less an international than a transnational idea of peace.

Abstract:
President Barack Obama has thrown down the gauntlet with his call for "a better way to welcome the striving, hopeful immigrants who still see America as a land of opportunity." It's a bold move for a mainstream politician. Across the world, and particularly in rich countries that are bobbing in the wake of the global financial crisis, politicians are running scared on immigration. Catcalls about immigrants sound especially tuneless here in the United States, where some 40 percent have at least one ancestor who arrived at Ellis Island between 1892 and 1954. Indeed, the wealth of this country has been built by risk-takers who had the courage to launch themselves into the unknown.

Significant changes in the global strategic landscape over the past two decades include the fall of the Iron Curtain and the dissolution of the Soviet Union, accelerated globalization, increasing reliance on digital information technologies in all aspects of life, the rise of China and India, global financial crises, the political revolutions of the Arab Spring, and the emergence of violent Islamist extremism as a key feature of the geopolitical landscape. Yet at the same time, many of the key dynamics of the international arena remain unchanged from twenty years ago, including the volatility and instability of the Middle East, the lack of development in most of Africa, the ever-increasing integration of the global economy, and the preeminence of the United States as an actor in global affairs, with other states, such as the United Kingdom, Germany, and Russia also playing key roles.
