Abstract:
Despite a limited increase in the incidence of protectionist measures during the recent financial and economic crisis, the effects on global trade appear small—the world, remarkably, did not resort to protectionism. In addition to the concerted stimulus measures, financial rescues, and the strengthening of lender-of-last-resort facilities that restricted the duration and depth of the economic downturn, the World Trade Organization's disciplines, enforceable through its dispute settlement mechanism, no doubt played an important role in staving off trade protection.

For a decade after the end of the Cold War, observers were profoundly optimistic about the state of the European Community (EC). Most endorsed Andrew Moravcsik's claim that the establishment of the single market and currency marked the EC as “the most ambitious and most successful example of peaceful international co - operation in world history.” Both arrangements, which went into effect in the 1990s, were widely regarded as the “finishing touches on the construction of a European economic zone.” Indeed, many people thought that economic integration would soon lead to political and military integration. Germany's minister for Europe, Günter Verheugen, declared, “[N]ormally a single currency is the final step in a process of political integration. This time the single currency isn't the final step but the beginning.” Meanwhile, U.S. defense planners feared that the Europeans might create “a separate 'EU' army.” In short, the common view was that the EC had been a great success and had a bright future.

363. "Preventing Enemy Coalitions: How Wedge Strategies Shape Power Politics"

Abstract:
States use wedge strategies to prevent hostile alliances from forming or to disperse those that have formed. These strategies can cause power alignments that are otherwise unlikely to occur, and thus have significant consequences for international politics. How do such strategies work and what conditions promote their success? The wedge strategies that are likely to have significant effects use selective accommodation—concessions, compensations, and other inducements—to detach and neutralize potential adversaries. These kinds of strategies play important roles in the statecraft of both defensive and offensive powers. Defenders use selective accommodation to balance against a primary threat by neutralizing lesser ones that might ally with it. Expansionists use selective accommodation to prevent or break up blocking coalitions, isolating opposing states by inducing potential balancers to buck-pass, bandwagon, or hide. Two cases—Great Britain's defensive attempts to accommodate Italy in the late 1930s and Germany's offensive efforts to accommodate the Soviet Union in 1939—help to demonstrate these arguments. By paying attention to these dynamics, international relations scholars can better understand how balancing works in specific cases, how it manifests more broadly in international politics, and why it sometimes fails in situations where it ought to work well.

Perhaps the most misleading platitude that one hears all too often in discussions of the contemporary rise of piracy off the Horn of Africa is that piracy has been around since the beginning of recorded history. On the surface, the statement is of course true. But this truth comes at the tremendous price of conceptually flattening differences between diverse social and historical situations into a one dimensional legal category, thereby obfuscating the genealogy of a concept and a figure that has been formative to the history of nations. It is precisely this complex genealogy that Professor Heller-Roazen assails and reconstructs with tremendous acumen and subtlety in his latest work The Enemy of All: Piracy and the Law of Nations.

In recent weeks pressures on the euro and eurozone sovereign debtors have subsided. Buoyant growth in the global economy, increasingly benefiting also the European economy, has of course played an important role in calming financial markets. But even more important has been the perception that France and Germany are again working constructively for a strong economic Europe. More broadly, the acute turbulence in financial markets since the spring of 2010 may have finally convinced our political leaders, notably including the German political establishment, that the benefits of a stable currency far outweigh the costs that may have to be borne to make it work properly. The euro will only be trusted if the member states effectively coordinate their economic policies not only to ensure fiscal stability, but also to eliminate persistent divergences in productivity leading to unsustainable imbalances between national savings and investment (Schäuble, 2011).

The world has witnessed two distinct attempts to build a multilateral mechanism to discipline surplus countries that declined to adjust their surpluses, and several proposals are currently on the table to do the same. On the two previous occasions the major surplus country of the day defeated attempts to create such a mechanism, and today China (not to mention Japan or Germany) exhibits no enthusiasm for the idea. Despite the importance of the issue, there has been remarkably little discussion of these proposals.

Japan is an Indian Ocean power of long standing. Ten years ago, in a post-9/11 show of solidarity with the United States and to exercise a more muscular foreign policy, Tokyo committed vessels of the Japan Maritime Self-Defense Force (JMSDF, or MSDF) to the coalition naval contingent supporting combat operations in Afghanistan. JMSDF tankers resupplied coalition warships, while Aegis destroyers guarded against air and surface threats in the Arabian Sea. Japanese seamen posted impressive statistics for this naval enterprise. The Japan Ministry of Defense reported that JMSDF vessels supplied about 137 million gallons of fuel oil and some 2.8 gallons of water to customers from about a dozen countries, including the United States, Pakistan, France, Britain, and Germany. Tokyo spent over $110 million on the logistics mission in its final two years according to Defense Ministry spokesmen, even as demand for such support dwindled.

Obama's first veto in defense of Israel at the UN was of a Security Council draft resolution that condemned Israeli settlements in language reflecting the administration's own stated policy. The draft, supported by all other UNSC members, forced the U.S. to choose between undermining its credibility internationally and alienating constituencies at home. For the Palestinians, insistence on tabling the draft in defiance of Washington was seen by some as a first step in an “alternative peace strategy” involving a turn away from the Oslo framework in favor of the UN. After reviewing the context of the resolution, the author analyzes the stakes for the various players, the repercussions of the veto, and the diplomatic prospects in its wake. On 18 February 2011, the Obama administration vetoed a United Nations Security Council (UNSC) resolution that would have condemned as illegal Israeli settlement in the occupied territories. Palestinian insistence on submitting the resolution incurred America's wrath. But the Council's fourteen other member states (including permanent members Britain, France, China, and Russia and nonpermanent powers Germany, Brazil, India, and South Africa) all voted for the resolution. And a colossal 123 countries cosponsored it, including every Arab and African state except Libya (which rejects a twostate solution to the conflict). Israel “deeply appreciated” the American veto—understandably so. Rarely had it been left so alone internationally, with even close allies like Germany ignoring appeals to abstain. For the Americans, Obama's first veto in defense of Israel at the United Nations came at a time when he wanted to appear at least rhetorically on the side of young Arab protestors who from Morocco to Yemen had been demanding change, rather than with the ancien régimes defending inertia. U.S. Ambassador to the UN Susan Rice's contortions were palpable as she tried to explain a veto that violated elemental justice, international law, and until recently her administration's own stated policy on settlements—all in the name of a peace process that no longer exists. The veto “cost the Americans blood,” admitted Israel's Maariv newspaper, paraphrasing a “sharp” exchange between Secretary of State Hillary Clinton and Israeli prime minister Benjamin Netanyahu in the aftermath. It also cost Obama in the occupied territories. In Ramallah, some 3,000 mainly Fatah members staged a “day of rage” against the veto, with the West Bank Palestinian Authority's (PA) usually pro-American Prime Minister Salam Fayyad incandescent: “The Americans have chosen to be alone in disrupting the internationally backed Palestinian efforts,” he said. Smaller Fatah anti-America demonstrations occurred in Qalqilya, Hebron, Jenin, and East Jerusalem. The Palestinian and Arab decision to take the resolution to the UN was born of the beaching of the U.S.-steered “peace process” after the Israeli government's refusal last September to renew a partial moratorium on West Bank settlement starts. It was the first run of what has been called the PA's new “alternative” diplomatic strategy. Combined with the promise of new elections in the West Bank and Gaza, moves toward reconciliation between Hamas and Fatah, and the approaching climax of Fayyad's state-building agenda in September, the alternative strategy involves freeing the Palestinian case from the grip of American tutelage in order to anchor it again on UNSC resolutions and international law. How serious is the alternative?

In 1943, on the coast of Andalusia in southwest Spain, a dead man “washed ashore wearing a fake uniform and the underwear of a dead Oxford don, with a love letter from a girl he had never known pressed to his long-dead heart” (pp. 323–24). It was near the high point of the Third Reich's reign, with Europe effectively under Nazi control; but, owing in part to this dead man, Hitler's days were numbered. Ben Macintyre tells the story of this fantastic ruse in Operation Mincemeat: How a Dead Man and a Bizarre Plan Fooled the Nazis and Assured an Allied Victory. The book may read like fiction, but remarkably, the story is completely true. It begins during World War II when the Nazi war machine “was at last beginning to stutter and misfire.” The British Eighth Army under Montgomery had vanquished Rommel's invincible Afrika Korps at El Alamein. The Allied invasion of Morocco and Tunisia had fatally weakened Germany's grip, and with the liberation of Tunis, the Allies would control the coast of North Africa, its ports and airfields, from Casablanca to Alexandria. The time had come to lay siege to Hitler's Fortress [across Europe]. But where? Sicily was the logical place from which to deliver the gut punch into what Churchill famously called the soft “underbelly of the Axis.” The island at the toe of Italy's boot commanded the channel linking the two sides of the Mediterranean, just eighty miles from the Tunisian coast. . . . The British in Malta and Allied convoys had been pummeled by Luftwaffe bombers taking off from the island, and . . . “no major operation could be launched, maintained, or supplied until the enemy airfields and other bases in Sicily had been obliterated so as to allow free passage through the Mediterranean.” An invasion of Sicily would open the road to Rome . . . allow for preparations to invade France, and perhaps knock a tottering Italy out of the war. . . . [Thus]: Sicily would be the target, the precursor to the invasion of mainland Europe. (pp. 36–37) There was a major problem, however. Macintyre points out that the strategic importance of Sicily was as clear to the Nazis as it was to the Allies and that, if the Nazis were prepared for it, an invasion would be a bloodbath. So how could the Allies catch their enemy off guard? The solution was to launch what Macintyre calls one of the most extraordinary deception operations ever attempted. The British Secret Service would take a dead man and plant on him fake documents that suggested that the Allies were planning to bomb Sicily only as an initial feint preceding an attack on Nazi forces in Greece and Sardinia. They would then float their man near the Spanish coastline, making it appear as though he drowned at sea, and hope that one of the many Nazi spies in Spain discovered him and the documents and passed their content along to his superiors—convincing them to weaken Sicily by moving forces to Greece and Sardinia. . . .
