301. Intersectionality and the Substantive Representation of Migrant Interests in Germany

Abstract:
The paper uses the concept of intersectionality to examine the experiences of politicians with migrant backgrounds in Germany. The last decade has seen a significant increase in the number of persons with migrant backgrounds integrating into political parties and winning elections to both federal and regional legislatures. Do the migrant experiences of these persons shape their politics? Theories of substantive representation have suggested that gender shapes representation. What about the racial and ethnic identities that often coexist with immigrant status? Moreover, how do those identities and experiences interact with the prerogatives of party, partisanship, and regional representation? This study uses data gathered from both the federal and regional level to explore and explain the role of migrant-related concerns in the political behavior and articulated preferences of politicians with migrant background in Germany. It further explores how these relate to gender, careers, representational roles, and partisan identification. The article concludes that a consideration of the interaction of migrant identity with other factors allows us to see multiple dimensions of representation in Germany today.

302. Party Formation and Dilemmas of Opportunity Structure: Freie Wähler in the German Political System

Abstract:
The Freie Wähler (free voters, FW) offer the rare chance to analyze parties in the making. Their long-time anchoring in local elections, centrist, middle-class political orientation, and bifurcated organizational structure distinguish them from other new political parties that aspire to participate in Land (state), national and European elections. Against the backdrop of FW success in Bavaria, where they received 10.2 percent of the vote in 2008, this article explores the FW expansion to the state level but not their national aspirations. In contrast to most studies that emphasize opportunity structures that work in favor of new political actors, this article highlights their dialectical nature. For example, the FW self-image is based on their difference from political parties, but the rules of the game push them to the status of "almost-party" at the local level and parties at the Land level. Their local roots are a source of legitimacy, but when they reach beyond, divisions among members and voters hold back their electoral fortunes. Independence and issue orientation are appealing to some voters but hamper the establishment of a clear identity and effective campaigning in state elections. Success for FW candidates is linked to the weakness of the dominant parties in the conservative camp. Spatial-temporal conditions are significant in considering the future of the FW at the Land level.

303. "Keep the Home Fires Burning": Fairy Tale Heroes and Heroines in an East German Heimat

Abstract:
The article argues that the films Das kalte Herz (The Cold Heart, 1950) and Der Teufel von Mühlenberg (The Devil of Mill Mountain, 1955) functioned in two ways-as fairy tales and also as new Heimat or “homeland' tale. Besides Wolfgang Staudte's The Story of Little Mook, these two films were the only two live action fairy tale films that appeared before East Germany's DEFA made its first Grimm feature adaptation in 1956, The Brave Little Tailor. Yet, unlike the Grimm-based films that take place in a generic “forest,“ these first two films take place explicitly in the Black Forest and the Harz Mountains, two locations synonymous with the beauty and timeless nature of past notions of German Heimat. The two films also engaged with the growing monetary and symbolic success of the West's postwar Heimatfilme or homeland films. The article focuses on how The Cold Heart and Mill Mountain contributed to the rearticulation of the emerging Heimat discourse in the early German Democratic Republic, with a particular focus on gender.

The Liechtenstein Institute on Self Determination at Princeton University convened a special Colloquium, “Diplomacy from the Mediterranean to the Hindu Kush: A Holistic and Proactive Approach” in Triesenberg, Principality of Liechtenstein, April 19-22, 2012. The colloquium brought together over seventy participants, including senior representatives, experts, academics, and civil society representatives from Austria, Azerbaijan, the European Union, Germany, Georgia, France, Iran, Israel, Liechtenstein, Russia, Qatar, Switzerland, Syria, the United Kingdom, and the United States. Participants engaged in both plenary and working group discussions about ways to address the four key issues: crisis diploma - cy with Iran; the ongoing crisis in Syria; Afghanistan in transition; and preventing the escalation of crises in this macro region. This was the third LISD-sponsored colloquium on developments in the Mediterranean to Hindu Kush region since the Arab Spring. The colloquium was off the record according to Liechtenstein Colloquium rules, and was financially supported by LISD, The House of Liechtenstein, the Government of the Principality of Liechtenstein, and the SIBIL Stiftung in Vaduz. The Colloquium was chaired by Wolfgang Danspeckgruber, Director of LISD. This chair's summary includes an updated postscript.

306. The Hunger Grains: The fight is on. Time to scrap EU biofuel mandates.

Abstract:
In 2009, EU governments committed to sourcing 10 per cent of transport energy from renewable sources by 2020: they are set to meet this target almost exclusively using biofuels made from food crops. By putting a mandate in place, European governments are propping up powerful industry and farming lobbies without spending a penny from national budgets: as direct subsidies and tax exemptions are phased out, the cost is increasingly borne by the consumer. For example, by 2020 biofuel mandates are likely to cost UK consumers between £1bn and £2bn more each year—that's about £35 from every adult—and to cost German consumers between €1.37bn and €2.15bn more—up to €30 per adult. EU governments have replaced subsidies paid out of the public purse with a subsidy that consumers, often without their knowledge, pay directly to big business.

Abstract:
This article revisits the key conceptual aspects of the New Monetary Economics (NME) by examining the idea of “monetary separation” and objections raised against it. So long as a dominant role for base money in exchange exists, using it to provide the unit of account remains advantageous and is likely to outweigh any mooted benefits of separation. Recent quantitative analysis, however, shows the transaction demand for government base money to be falling, a development that can be expected to continue in the years ahead. The passage of time thus seems to be weakening the principal basis on which monetary separation has been criticized—namely, the superiority of base money in payments. That development fits into the history of money told by Austrian economists, which emphasises payment practices evolving over time in response to technological improvements and market forces.

In his draft of the opening speech for Sir Hartley Shawcross, the British prosecutor at Nuremberg, Hersch Lauterpacht wrote that the establishment of the tribunal meant that the “sovereign State” had finally been arraigned before the law. In Lauterpacht's mind, Nuremberg signaled the end of the political system of statehood. With other interwar internationalists, Lauterpacht viewed the First World War, and now the Second, as outcomes of an out- dated and dangerous idea of sovereignty that put the egoistic values of the nation over those of a universal humanity. But when Shawcross received Lauterpacht's draft, he coolly crossed out the latter's wording. It is not that difficult to understand why he did so. After all, Hitler's opponents had struggled fiercely, at the cost of many lives, to defend the sovereignty of their own countries. The allied forces that finally crushed Nazi Germany were composed of military and economic resources that had been gathered, organized, and operated by states. The last thing the English, the Russians, or the French wanted to hea was that they would now condemn precisely the sovereignty they had spent five years fighting to protect.

309. What Germany should fear most is its own fear: An analysis of Target2 and current account imbalances

This paper analyzes two claims that have been made about the Target2 payment system. The first one is that this system has been used to support unsustainable current account deficits of Southern European countries. The second one is that the large accumulation of Target2 claims by the Bundesbank represents an unacceptable risk for Germany if the eurozone were to break up. We argue that these claims are unfounded. They also lead to unnecessary fears in Germany that make a solution of the eurozone crisis more difficult. Ultimately, this fear increases the risk of a break-up of the eurozone. Or to paraphrase Franklin Roosevelt, what Germany should fear most is simply its own fear.

The rise of sovereign wealth funds (SWFs) and state-owned enterprises (SOEs) -- together state-controlled entities (SCEs) -- has led to concerns that SCEs could threaten national security by following political rather than mere commercial goals with respect to their foreign direct investment (FDI). While developed countries acknowledged that the rise of SCEs should not lead to new barriers to FDI, several have changed their legislation to expand government oversight of FDI flows. In 2009, Germany also tightened its foreign investment regime. What are the first experiences with this change in German investment law?
