Abstract:
Daniel Khachatryan is a Hrant Dink Foundation fellow at the Turkish Economic and Social Studies Foundation (TESEV) within the framework of the Support to the Armenia-Turkey Normalisation Process Programme financed by the European Union. Khachatryan’s academic background includes studies at Yerevan State University, University of Oslo and Fletcher School of Law and Diplomacy, Tufts University. In this article, Khachatryan dwells upon the possible steps to be taken by the EU towars the South Caucasus in order to define its role in the region by focusing on the recent developments in Azerbaijan, Armenia and Georgia. Abstract:
This article analyzes cases of police reform aimed at eliminating corruption. It focuses on two cases sharing similar problems of corruption in the past but with different outcomes after undertaking police reform: Georgia and Armenia. It seeks to understand why police reform is more successful in Georgia than in Armenia and uses legal documents, external reports, and secondary literature in this cause. It concludes that the primary factor influencing the outcome is a change in the political elite. Other factors contributing to the outcome of the police reforms were the involvement of foreign actors, the content of the reform, and the magnitude of the corruption.

53. External State-Building and Why Norms Matter - The European Union's Fight against Corruption in the Southern Caucasus

Abstract:
This paper asks under which conditions the state-building efforts of external actors in areas of limited statehood are likely to be effective. We argue that the legitimacy of the specific norms promoted by external actors among local actors is crucial for their success in strengthening state capacities. International norms need to resonate with the dominant domestic discourse on political reforms. To substantiate our argument, we focus on the European Union's (EU) anti-corruption programs and their implementation in one of the most corrupt regions in the world, the Southern Caucasus. We show that legitimacy can explain why the EU's fight against corruption helped reduce corruption in Georgia but not in Armenia. In both countries, political elites could selectively use anti-corruption programs as an instrument against political opponents using enhanced state capacities to stabilize the incumbent regime. Only in Georgia, however, the fight against corruption was facilitated by sustained domestic mobilization for anti-corruption policies that added pressure on political elites 'from below.'

54. Ethnic Minority Women in Georgia - Facing a Double Burden?

Abstract:
In this paper I explore the situation of ethnic minority women in Georgia, focusing on gender -based violence, economic empowerment and political participation. Importantly these are not distinct topics, but interrelated phenomena: domestic decision-making structures and violence are the main obstacles to increased female participation in the political and economic spheres. Conversely, women's second-rate role here has diminished their ability to become financially independent and publicly recognized, which could strengthen their domestic position. Over the past years the Georgian government has introduced several legal measures directed at alleviating some of the problems Georgian women encounter and strengthening their position in society, including the National Action Plan on Gender Equality (2011-2013), the National Action Plan on Women, Peace and Security (2012-2015), as well as action plans on domestic violence (2011-2012), and trafficking in human beings (2011-2012). However, according to the UN Gender Thematic Group, consisting of domestic and international organizations with a gender focus, implementation of the national action plans has been uneven, with the National Action Plan on Gender Equality significantly lagging behind.

Abstract:
It is no secret that NATO exerts global influence, and is an organization without which the international security architecture would be difficult to imagine. Its capacity to exert influence ranges from the very material dimension of military power to the elusive and intangible effects of functional professionalization. Its unifying power was recognized long before the fall of the Berlin Wall, motivating Karl Deutsch to assign to it the quality of the "Community" in the North Atlantic area. The paradigm of the Cold War heavily influenced the way scholarship evaluated the Alliance. Despite numerous and valuable attempts, the majority of academic contributions to the study of NATO remained policy-driven. The discussion was subsumed by broader regional security studies and international relations scholarship that repeatedly brought up the question of the Alliance's organizational purpose and durability, leaving other significant questions unexamined. This article will attempt to address the existing scholarly deficit by focusing on a particular aspect of NATO analysis: the Alliance's capacity to influence aspirant countries' policy making (formulation and implementation) in the defense area and, by doing that, to ensure compliance with commonly agreed norms and standards.

Abstract:
Just after the end of the Soviet Union and the emergence of three independent states in the South Caucasus Turkey started to manifest a real interest for this region. Energy issue, which is the key issue in this Turkish policy since the beginning, is expected to remain the key priority for Turkey because of its growing economy. Ankara tries to have a balanced relations with the three South Caucasian countries, Azerbaijan, Georgia and Armenia, but for multiple reasons, Turkey's policy in the South Caucasus is still determined by its relations with Azerbaijan who is the best ally and economic partner for Ankara.

Abstract:
The aim of this paper is to analyze the impact of political developments in Georgia since the 2012 parliamentary elections on Russo-Georgian relations. First, the authors examine the effect of changes in Georgia’s politics towards the Caucasus, Russia and the Euro-Atlantic region. Second, the authors analyze the opportunities for improving Russo-Georgian relations through studying the three following aspects of this bilateral relationship: creation of common economic space between Russia, Georgia, South Ossetia and Abkhazia; transformation of the Georgian North Caucasus Policy and its shift to-wards cooperation with Moscow; and implications of Georgia’s Euro-Atlantic integration for the regional security. The article suggests that Russo-Georgian relations are not doomed to be strained and have the potential for improvement.

Abstract:
Le lecteur ne s’étonnera pas de ce que, en 2014, le conflit en Ukraine soit au cœur des préoccupations des pays d'Europe centrale, orientale et de l'Eurasie, même si ses incidences sont diversement ressenties selon les régions considérées. Les pays d’Europe centrale et orientale sont divisés dans leur appréhension politique des événements, et leurs économies ne sont pas directement concernées par les retombées du conflit en Ukraine. On pouvait craindre en revanche qu’elles subissent l’atonie de la zone euro, et son incapacité à retrouver des taux de croissance stimulant la demande extérieure. Cependant – et c’est là une heureuse surprise –, plusieurs d’entre elles ont trouvé la parade en tirant parti des fonds que l’Union européenne leur destine généreusement pour relancer leur demande domestique. Et les effets positifs de cette tactique portent des fruits spectaculaires, d’autant qu’elle se combine avec les incidences de la faible hausse des prix sur le pouvoir d’achat des consommateurs. Il y a là des enseignements à tirer pour la politique économique de l’Europe Occidentale ! Les pays de l’espace eurasiatique sont eux directement aux prises avec les développements du conflit ukrainien. Les incidences en sont multiples : les sanctions et contre-sanctions entre la Russie et l’Union européenne influent grandement sur les économies périphériques, de grands projets comme le gazoduc South Stream sont annulés, les relations des pays d’Asie centrale et du Caucase avec l’Union européenne sont observées avec vigilance par la Russie… La crise ukrainienne, c’est un fait, porte son ombre sur le grand projet de Vladimir Poutine d’instauration d’une Union économique eurasiatique.

59. Trade policy issues in the Wider Europe – that led to war and not yet to peace

Abstract:
This paper looks at the trade policy landscape of the EU and the wider Europe, with a focus on issues arising from the signature on 27 June 2014 of Deep and Comprehensive Free Trade Agreements (DCFTAs) between the EU and three East European countries (Georgia, Moldova and Ukraine), and actual or prospective issues relating to the customs union of Belarus, Russia and Kazakhstan (BRK), and the Eurasian Economic Union whose founding treaty was signed on 29 May 2014. While the contrived collision between these projects has tragically induced Russia to break all the established international security norms by waging war against Ukraine, the present paper deals essentially with trade policy issues. The huge expansion of intercontinental free trade area negotiations currently underway, in which the EU is an active participant alongside much of the Americas and Asia, stands in contrast with Russia's choice to restrict itself to the Eurasian Economic Union, which is only a marginal extension of its own economy. Alone among the major economies in the world, Russia does not seek to integrate economically with any major economic bloc, which should be a matter of serious concern for Moscow. Within the wider Europe, the EU's DCFTAs with Ukraine, Moldova and Georgia are a major new development, but Russia now threatens trade sanctions against Ukraine in particular, the economic case for which seems unfounded and whose unilateral application would also impair the customs union. The Belarus-Russia-Kazakhstan customs union itself poses several issues of compatibility with the rules of the WTO, which in turn are viewed by the EU as an impediment to discussing possible free trade scenarios with the customs union, although currently there are far more fundamental political impediments to any consideration of such ideas. Nonetheless this paper looks at various long-term scenarios, if only as a reminder that there could be much better alternatives to the present context of conflict around Ukraine.

60. Georgia's Search for the Third Way: Despite a strong westward pull, Georgia attempts to improve its relations with Russia

Abstract:
Russia is not likely to resort to overt political pressure on Georgia in the run-up to Georgia's signing of the Association Agreement with the EU (27 June), and the NATO Summit in Wales (4-5 September). This is partly due to its weak levers and the fact that they cannot be strengthened within a short time span. Instead, Russia is likely to apply a dual strategy by strengthening its indirect 'influence tools' that are operating within Georgian society, as well as by continuing dialogue and pragmatic cooperation with the Georgian leadership - at least for the time being. Moscow is likely to stand firm on the issue of the breakaway territories of Abkhazia and South Ossetia. In all likelihood, Russia will seek to increase its control over the territories, and to hamper any rapprochement between Georgia and the separatist territories. Despite the fact that the Russian intervention in Ukraine is likely to deter and delay substantial progress in the cooperation between Georgia and Russia, both sides seem to be willing to continue on the path of 'normalisation'. A practical compromise on the Georgian westward course seems to be emerging: in all likelihood Georgia will sign the Association Agreement with the EU without much Russian interference, but NATO will not offer Georgia a Membership Action Plan at the Summit.
