141. Kosovo's Fragile Transition - Europe Report N°196

Abstract:
Kosovo has taken first state-building steps, but the international community has not met its commitments to provide adequate support. A rule-of-law mission (EULEX), the EU's biggest ever European security and defence policy (ESDP) operation, was agreed in February 2008 but has only started to deploy. The International Civilian Office (ICO), projected to supervise independence, is a shell. The UN still functions in part as an interim administration, negotiating arrangements for Kosovo Serbs with Belgrade. The Ahtisaari plan, on the basis of which 47 states have recognised Kosovo, has been undermined by the international organisations meant to help implement it. The EU and U.S. are struggling to come to terms with Russia's attempts to portray its support for breakaway regions in Georgia as a mirror image of what they did in Kosovo. Most urgent now is for the EU to make EULEX fully operational before year's end and use its leverage with a Belgrade government that wants membership to begin to make pragmatic accommodations to Kosovo's new status.

Abstract:
Since 1992, there has been an ongoing debate regarding the situation in Transnistria, the breakaway republic on the border between Moldova and Ukraine. After the conclusion of the agreement that ended the armed conflict, the Moldovan government in Chişinău and the Transnistrian authorities in Tiraspol made efforts to find a political solution, under the supervision of a negotiation mechanism that included, until the end of 2005, Russia, Ukraine, and the OSCE. Russia's 2003 plan to that end was rejected by the Moldovan leadership. This triggered a set of political and economic punishments from Moscow. The political changes of 2005 have given a new impetus to the negotiations on the resolution of the Transnistrian conflict. The changes in Georgia and Ukraine and the resuscitation of GUAM have significantly influenced the premises for a settlement, while the United States and the European Union have become observers in the negotiations format.

Abstract:
Turkey has been involved, historically and demographically, with many of the regions of “frozen conflict” in post-Soviet space. At this point, one might consider the position of Turkey as being at the epicenter of Euro-Atlantic and Russian extremes concerning the frozen conflicts. Georgia, since 1991, has been considered a valuable “strategic partner” by Turkey for several reasons. Turkish Prime Minister Tayyip Erdogan's Caucasus Pact idea is a good opportunity to create an inclusive (Russia, Turkey, Georgia, Armenia, and Azerbaijan) new foreign policy approach at this stage. This approach should be merged with the representation of all the frozen or unfrozen conflict areas, peoples, ethnic groups and regions included under the roof of such an alliance.

Abstract:
For the last two years the Center for European Security Studies (CESS) has demonstrated that training can serve as a useful tool to actively stimulate democratic governance in the security sectors of transitional countries in the former Soviet Union. Between 2006 and February 2008, CESS implemented a program called Starlink in five PfP countries in Eastern Europe and the South Caucasus: Armenia, Azerbaijan, Georgia, Moldova, and Ukraine. The Starlink program (which is short for Security, Transparency, Accountability and Reform: Linking the Security Sectors of Armenia, Azerbaijan, Georgia, Moldova, and Ukraine to the European Mainstream) was designed to help connect the beneficiary countries to the wider European security community by promoting reforms and democratic governance of the security sector. More specifically, the focus is the development and delivery of training materials and courses for key groups in the countries concerned. While Starlink pays specific and separate attention to various communities within the security sector—such as military, intelligence, and law enforcement agencies—it adopts a comprehensive, or “whole government” approach, emphasizing the need for close cooperation and coordination between these communities. The Starlink program was subsidized by the Netherlands Ministry of Foreign Affairs; in Armenia and Azerbaijan, the local OSCE missions kindly cofinanced Starlink.

Abstract:
Kavkazky Uzel reported on August 13 that members of the Chechen-manned Vostok battalion of the Russian Defense Ministry's Main Intelligence Directorate (GRU) were among the Russian forces that invaded Georgia. According to the website, the Vostok fighters were located in area of the Georgian town of Gori along with Sulim Yamadaev, the Vostok battalion commander. Yamadaev, who became a target of Chechen President Ramzan Kadyrov's wrath following a confrontation and apparent shootout last April involving Vostok members and security forces loyal to Kadyrov, was put on Russia's federal wanted list earlier this month.

The Russia-Georgia conflict has transformed the contemporary geopolitical world, with large consequences for peace and security in Europe and beyond. Moscow's initial moves into South Ossetia as large-scale violence broke out there on 7-8 August were in part a response to a disastrous miscalculation by a Georgian leadership that was impatient with gradual confidence building and a Russian-dominated negotiations process. But Russia's disproportionate counter-attack, with movement of large forces into Abkhazia and deep into Georgia, accompanied by the widespread destruction of economic infrastructure, damage to the economy and disruption of communications and movement between different regions of the country, constitutes a dramatic shift in Russian-Western relations. It has undermined regional stability and security; threatened energy corridors that are vital for Europe; made claims with respect to ethnic Russians and other minorities that could be used to destabilise other parts of the former Soviet Union, with Ukraine a potential target; and shown disregard for international law.

Abstract:
The Georgian-Russian crisis, the political and economic alienation of Armenia in the Caucasus, Turkey's new project to establish the Caucasus Stability Platform, and the Turkish and Armenian administrations' willingness to normalize relations have created a suitable atmosphere in which to put an end to the problems between Turkey and Armenia. Turkish President Abdullah Gul accepted the invitation of his counterpart, Armenian President Serge Sarkisian, to watch the World Cup-qualifying football match between Turkey and Armenia in Yerevan. This visit was considered an important symbolic move. It will be a matter of time to see whether this 'football diplomacy' will pave the way for the normalization of relations between Turkey and Armenia.

Abstract:
This working paper argues that Russia is in the process of re-branding itself internationally, with a variety of normative arguments increasingly creeping into its wider international discourse. By appealing to norms, Russia tries to reformulate the key messages it sends to the world and implant the concept of its power worldwide. Yet given that Russia's normative messages are often met with scarce enthusiasm in Europe, it is of utmost importance to uncover how the normative segment in Russian foreign policy is perceived, evaluated and debated both inside Russia and elsewhere. Within this framework, this paper focuses on a set of case studies highlighting the normative and non-normative dimensions of Russian foreign policy. These include Russia-EU transborder cooperation, Moscow's policies towards Estonia, Poland, Ukraine/Georgia and the UK, Russian strategies in the 'war on terror' and energy issues.

149. Georgia and Russia: Clashing over Abkhazia

Abstract:
With the dispute between Georgia and Russia in a new, dangerously confrontational phase, the risk of war in the South Caucasus is growing. Concerned by NATO's plans for further extension to former Soviet republics and Kosovo's unilateral but Western-orchestrated independence, Russia has stepped up manipulation of the South Ossetia and Abkhazia conflicts. Georgia remains determined to restore its territorial integrity, and hawks in Tbilisi are seriously considering a military option. Both sides need to recognise the risks in current policies, cool their rhetoric and cease military preparations. Russia should cease undermining its peacekeeper and mediator roles and be open to a change of negotiating formats. Georgia should adopt a new approach to the Abkhaz, encouraging their links to the outside world to lessen dependence on Russia and emphasising incremental con­­fidence building to establish the mutual trust needed for successful negotiations. The U.S. and European Union (EU) should be firm and united in cautioning both Moscow and Tbilisi against military adventures.

150. No Way Out: An Assessment of the Romani Community in Georgia

Abstract:
The Romani community is the most marginalized and disadvantaged ethnic community in Georgia. Although accurate estimates are hard to establish, the population is thought to number up to 1,500 persons, living in multiple small settlements across Georgia. Extreme poverty, unemployment, lack of education and health care, and isolation from larger society comprise several of the major problems the community as a whole is facing. The overall situation for the Roms in Georgia has significantly deteriorated since the Soviet period, leaving the population practically devoid of any means to lift themselves out of their often devastating circumstances.
