1. Why Do People Migrate Irregularly? Evidence From a Lab-in-the-Field Experiment in West Africa

Abstract:
Irregular migration to Europe by sea, though risky, remains one of the most popular migration options for many sub-Saharan Africans. This study examines the determinants of irregular migration from West Africa to Europe. We implemented an incentivized lab-in-thefield experiment in rural Gambia, the country with the region’s highest rate of irregular migration to Europe. Male youths aged 15 to 25 were given hypothetical scenarios regarding the probability of dying en route to Europe and of gaining legal residence status after successful arrival. According to the data we collected, potential migrants overestimate both the risk of dying en route to Europe and the probability of obtaining legal residency status. In this context, our experimental results show that providing potential migrants with official numbers on the probability of getting a legal residence permit decreases their likelihood of migration by 2.88 percentage points (pp), while information on the death risk of migrating increases their likelihood of migration by 2.29 pp—although the official numbers should be regarded as a lower bound to actual mortality. Follow-up data collected one year after the experiment show that the migration decisions reported in the lab experiment correlate well with actual migration decisions and intentions. Overall, our study indicates that the migration decisions of potential migrants are likely to respond to relevant information.

Abstract:
According to the UN Human Rights Council-mandated Independent International Fact-Finding Mission on Myanmar (FFM), the treatment of the Rohingya population during the “clearance operations” amounts to genocide, crimes against humanity, and war crimes, the commission of which evoke specific obligations and responsibility under international law. In its final report, published in September 2019, the FFM concluded that “the State of Myanmar breached its obligation not to commit genocide” and found that Myanmar “continues to harbor genocidal intent” towards the Rohingya, emphasizing the need for accountability. This fact sheet answers fundamental questions about the ongoing ICJ case, Myanmar’s responsibility for genocide and its impact on the Rohingya population. In late 2015, momentum toward implementation of the 2030 Agenda for Sustainable Development was steadily building in Guatemala. This momentum was driven by the International Commission against Impunity in Guatemala (CICIG) and protesters in the streets demanding action against corruption. Since 2017, however, a political standoff in Guatemala has started reversing these gains. A sustained reversal would undermine efforts to address the country’s longstanding socioeconomic needs. This study analyzes recent gains and setbacks in Guatemala’s efforts to implement the 2030 Agenda and provides recommendations for ways the country can fight corruption and securitization to sustain peace and promote sustainable development. It suggests better communicating the 2030 Agenda through multi-stakeholder outreach, improving monitoring or progress, aligning international aid with local objectives, and continuing to engage with the private sector. This issue brief is part of the International Peace Institute’s (IPI) SDGs4Peace project, which seeks to understand how the 2030 Agenda is being rooted at the national and local levels and to support the implementation of the Sustainable Development Goals. The project focuses on five case studies: Guatemala, the Gambia, Greece, Lebanon, and Myanmar. Implementation of the 2030 Agenda provides each of these countries an opportunity not only to buttress existing aspirations but also to build new partnerships that transcend traditional approaches.

Abstract:
The objective of this policy brief is to inform the Ministers of Trade and Investment of Economic Community of West African State (ECOWAS) countries about the importance of the linkage between Foreign Direct Investment (FDI) and trade for developing countries. FDI is considered an important means of promoting export of the host countries. This is true of inward FDI, which comes for efficiency reasons. Conversely, there is concern that large flows of outward FDI results in a decline in the host country’s exports and loss of jobs. This in turn assumes that the exports of the source country will fall as FDI substitutes for trade.

The years 2015 and 2016 were crucial for the Economic Community of West African States (ECOWAS) from the perspective of its efforts to ensure sustainable peace and stability in the region, through supporting the conduct of peaceful elections and the orderly transfer of power. A total of 10 of its 15 member states held elections in 2015 and 2016. ECOWAS has a rich history of managing political transitions and elections in the past 18 years, following the adoption of the 1999 Protocol Relating to the Mechanism for Conflict Prevention, Management, Resolution, Peace-keeping and Security (referred to as “the mechanism”), as well as the 2001 Supplementary Protocol on Democracy and Good Governance. This Policy and Practice Brief (PPB) examines ECOWAS’ interventions around the electoral processes of its member states, with particular focus on its management of the 2016 post-election impasse in The Gambia. This highlights how effective a mediation process can be when mandates are grounded within institutions’ normative and legal instruments, and when international actors work in partnership with regional organisations with respect to the principles of subsidiarity, complementarity and comparative advantages. The lessons from this intervention might therefore be relevant to other regional economic communities (RECs), the African Union (AU) and the United Nations (UN) in avoiding the pitfalls of working in silos or engaging in a multiplicity of interventions, which are often at cross-purposes.
