The clear rejection of the European Constitutional Treaty by the French and Dutch electorates seems to reflect, at least in part, the uneasiness of many European citizens with a Europe which they perceive to govern "from above" with insufficient legitimacy, and without an adequate balance of free market vs. social concerns.

Abstract:
Public discourse, understood both as ideas about public action and interactive processes that serve to 'coordinate' the construction of those ideas and to 'communicate' them to the public, has been central to the success (or failure) of the reform projects of social democratic parties. Certain background factors, including countries' policy legacies, problems, preferences, and capacity set the stage for reform while good ideas which are cognitively sound and normatively appropriate as well as relevant, coherent, and consistent contribute to reform success. But institutional context also matters with regard to how ideas are conveyed to whom, with 'simple' polities emphasizing the 'communicative' discourse to the general public and more 'compound' polities the 'coordinative' discourse among policy actors. This is demonstrated with examples from Germany, France, Britain, Italy, the Netherlands, Denmark, and Sweden.

583. Do Parents Help More Their Less Well-off Children?: Evidence from a Sample of Migrants to France

Abstract:
Through an investigation of parental motives, this paper examines how parents decide on the allocation of their resources within the family when there are several offspring. From a theoretical viewpoint, inter vivos transfers may be explained either by altruism or by an exchange motive. Though unequal sharing is expected under both hypotheses, under altruism parents should direct their assistance to less well off children. Analogously, under an exchange motive we expect support to be channeled to children who live nearby their parents. We assess the relevance of the two transfer motives using the PRI survey, conducted in 2003, on a sample of immigrants living in France. Unequal sharing is frequently observed, and children are more likely to receive financial transfers when they are in poor circumstance, but not necessarily when living in proximity to parents. This is the case even after controlling for unobserved heterogeneity with fixed effects models. We also emphasize the role of cultural factors, especially religion, as determinants of the parental allocation among children.

584. Leaders and Laggards: When and Why do Countries Sign the NPT?

The Nuclear Nonproliferation Treaty (NPT) was concluded at the end of the 1960s, a decade which saw the drama of the Cuban Missile Crisis, the height of the nuclear arms race between the superpowers, and the entry of France and China into the club of countries that had tested nuclear weapons. The basic bargain underlying the NPT allows countries to surrender their right to develop nuclear weapons in return for access to international assistance in civilian nuclear technology. Five countries (the United States, the Soviet Union, the United Kingdom, France, and China) that had tested nuclear devices before 1 January 1967, were conferred the status of Nuclear Weapon State (NWS) by Article IX. All other signatories (Non Nuclear Weapon States or NNWSs) pledged to abjure the development and diffusion of nuclear weapons technology.

Abstract:
France has high productivity per hour worked and a sophisticated social welfare system, but it also suffers from low labour force participation and high structural un employment. This poor labour market performance contributes to a persistent budget deficit which is exacerbating, rather than alleviating, the fiscal pressures arising from ageing. Rising public debt threatens fiscal sustainability. It is partly a result of insufficient public expenditure control an d insufficient public understanding of the need to meet long-run challenges as well as short-term targets. Aspects of the labour code designed to protect employees, and some aspects of the system of social transfers have had some unintended but perverse consequences leading to structurally high levels of unemployment and low participation rates. Dynamism and growth of activity and employment are held back by a lack of competition in a large number of service sectors.

Iran's bold August 7 decision to resume uranium conversion—previously frozen under an agreement with Britain, France, and Germany—came only four days after new president Mahmoud Ahmadinejad took office. This confrontational step suggests that the new administration may take strong actions to advance its hardline agenda. At the same time, the new government may not be as unified as it appears. Signs of serious division have emerged among the ruling elite, and these differences could preoccupy Iranian politicians for some time to come.

Abstract:
Beginning on July 6, British prime minister Tony Blair will host the G8 summit in Gleneagles, a hotel and golf course in Scotland. Africa and climate change are the two main topics on the agenda, but counterterrorism, proliferation, and political reform in the Middle East are scheduled to be discussed as well. The annual G8 summit has become the sole forum in which the leaders of the seven top industrialized countries (Britain, Canada, France, Germany, Italy, Japan and the United States) and Russia meet to discuss and decide on courses of action. Diplomatic grandstanding and expected antiglobalization demonstrations aside, the summit is an opportunity to set the international political and bureaucratic agenda for months ahead.

In December 2004, the European Union (EU) invited Turkey to begin accession talks for membership in October 2005, stating that Ankara had met its accession rules “sufficiently enough” to do so. On June 29, the European Commission is expected to ratify the first draft of a technical framework that lays down procedures for the future negotiations. Despite this decision, objections to Turkish membership have increased within the EU. Following is a sampling of views among political leaders in Germany and France, two countries regarded as the motor of the EU.

Abstract:
The rejection of the European Draft Constitution by voters in France and Holland created a crisis in Europe. The dilemma, however is rooted in the deeper issues concerning democracy, neoliberalism, and the division of wealth among classes in European society. The draft constitution would have locked in the principles of neoliberalism and guaranteed rights for capital over those of citizens. Beyond the question of the lack of grass roots democracy European social welfare guarantees are threatened. Capitalist accumulation is rendered as a technical question to be determined by technocrats and business enterprises, rather than a political question at the heart of democracy. The vote against the constitution was not a vote against a united and social Europe, but against a Europe united on the basis of the American model of enshrining capitalist accumulation as the be all and end all of human endeavor. The crisis in Europe has revealed the limits to neoliberal integration in Europe.

Chechen State Council Chairman Taus Dzhabrailov raised eyebrows on August 15, when he told journalists that the two wars in Chechnya have killed about 160,000 combatants and civilians, 30,000-40,000 of them Chechen fighters and civilians. He said that the remaining victims were "representatives of various ethnic groups," but that the vast majority of these were Russians, Novye izvestia reported on August 16. Agence France-Presse noted that a large portion of the 400,000-450,000 people who lived in Grozny before the first war were ethnic Russian and that the city was devastated by Russian air and artillery bombardments in 1995 that caused massive civilian casualties. "They never thought they would have bombs dropped on their heads or be shot at by heavy weapons," the news agency quoted Dzhabrailov as saying. Izvestia, meanwhile, reported him as saying that "the figures I have quoted are compiled by collecting together information about all the losses in the republic in the last fifteen years. We obtained information from all those involved: the military, the Interior Ministry, and the districts. Our data for the Ichkeria period are based on official documents that I obtained from the Chechen Republic of Ichkeria Ministry of Internal Affairs when I was an employee of the republican mufti's press service. The losses at that time were no smaller than they are now or were during the counter-terrorist operation."
