- On 22 January 2019, Emmanuel Macron and Angela Merkel signed a new treaty on “Franco-German cooperation and integration” in Aachen. Complementing the 1963 Elysée Treaty which symbolized the reconciliation between Germany and France in the post-war period, the Aachen Treaty aims to further strengthen the ties between the two countries in the domains of economy, culture, administration, environment, diplomacy and defence. Although the Treaty has been criticised for its lack of ambition, a closer reading of its text reveals some hidden gems, including its mutual defence clause. What does this new clause mean for the Franco-German tandem and for collective defence in Europe?

- Determining precisely what factors lead to radicalization is a pressing challenge. In fact, beyond the violent Islamist threat, the influence of political Islam and varying shades of Salafism are also growing across Muslim communities in Europe. This, too, has harmful social consequences. The scale of the problem facing Europe was exacerbated by the decision made by Germany in 2015 to open its borders to refugees fleeing conflicts in Muslim-majority countries. While security threats undoubtedly entered with the refugee flow (or individuals were radicalized and became threats once in Europe), the refugee issue has also introduced social and cultural questions relevant to overall cohesion and integration in Europe. This essay looks at these issues from the perspective of four European countries: the United Kingdom, Germany, Sweden and France. Islamist terrorists have attacked each country in the last two years, and each has taken differing approaches to preventing extremism and facilitating integration. Dozens of conversations with government officials from across Europe have informed my conclusions.

Finalmente, la reticencia de Roma a hacer valer sus acuerdos adquiridos con los Imperios Centrales, declarándose neutral, alejó el foco del conflicto del Mediterráneo Occidental. La España de 1914 finalmente no participó en la contienda, pero es el propósito de este trabajo explicar en qué medida su Armada y su Ejército habían jugado un papel de primer orden en los planteamientos estratégicos del conflicto que cambiaría el mundo.

46. The Convergence of Presidential and Parliamentary Elections in France: Analysis of Systemic Tendencies from the Perspective of Sixty Years of the Fifth Republic

- The paper deals with specific links between presidential and parliamentary elec- tions in contemporary France. The main goal is to demonstrate that the timing of the two types of political events is a significant factor preserving the configuration of a pro-pres- idential majority fact as one of the possible variants of French semi-presidentialism. This raises the question of the role of both elections as instruments for controlling the process of setting up a space of political rivalry that could be perceived as optimal from the viewpoint of ruling camps. The author analyses possibilities to provide the convergence of presidential and parliamentary elections under the conditions of a seven-year presidential term as well as after its shortening to five years in 2000. Hence, of particular importance is the impact of some mechanisms used in this field on the institutional logic of the French political sys- tem. Specific application of constitutional tools and some normative changes introduced in previous years cause the extent of the aforementioned control to be now much greater than in the first decades of the Fifth Republic. Looking at the convergence of both types of elec- tions from the perspective of the evolution of the existing political system, the author argues that it is legitimate to divide the whole period of the Fifth Republic into three sub-periods: 1. the absence of electoral convergence (1958–1981); 2. partial electoral convergence (1981– –2002); full electoral convergence (since 2002). Due to the acceptance of the pro-presiden- tial paradigm, the latter formula is now definitely preferred and supported by legal regula- tions, which affects the flexibility of French semi-presidentialism (significantly reduced, but not fully eliminated, probability of cohabitation).

- In this issue of MCU Journal, the authors discuss various concepts of power and great power competition. For generations, scholars have debated changes in power and how that evolution could potentially impact the United States, its allies, and those hovering on the edge of greatness in whatever form that may take. The concept of power has taken on many meanings as the character of warfare has adapted to the time—hard power, soft power, sea power, airpower, space power, great power, combat power, etc. So how do we define such an abstract concept as power? The Department of Defense (DOD) defines combat power as “the total means of destructive and/or disruptive force which a military unit/formation can apply against the opponent at a given time.” Clearly, power must be projected; and for our purposes, that means an entity has the “ability . . . to apply all or some of its elements of national power—political, economic, informational, or military—to rapidly and effectively deploy and sustain forces in and from multiple dispersed locations to respond to crises, to contribute to deterrence, and to enhance regional stability.”

- Greater Australian engagement in the Pacific Islands region is needed if Canberra wants to ensure regional stability and underpin Australia’s national security. Inconsistent engagement by Australia, the United States, France and New Zealand in the Pacific Islands region has created space that non-traditional powers have exploited to engage with sovereign Pacific Island states. There is an increasing risk of geostrategic competition in the region, particularly with the growing influence of China and the economic leverage it holds over some indebted Pacific Island nations. The Australian Government should pursue a deliberate strategy of forging stronger links with its traditional partners in the region, and more equitable partnerships with its Pacific Island neighbours, if it is to underpin regional stability and strengthen Australia’s national security.

49. Successfully Countering Russian Electoral Interference

- On Friday, May 5, 2017—just two days before the second and final round of the French presidential elections—gigabytes of data hacked from Emmanuel Macron’s presidential campaign team were released online. Months earlier an orchestrated disinformation campaign against the Macron presidential campaign had already begun. The so-called Macron Leaks—a combination of real emails and forgeries—could have been yet another example of a long list of attempts by Russia to interfere in a high-stakes transatlantic election. But the 2017 French presidential election may be the exception that proves the rule: it is the most clearly failed attempt. The Kremlin neither succeeded in interfering with the presidential election nor in dividing French society. As the United States prepares to hold nationwide elections on November 6, 2018, the director of national intelligence, Dan Coats, has already warned in February of this year that “We expect Russia to continue using propaganda, social media, false-flag personas, sympathetic spokespeople and other means of influence to try to exacerbate social and political fissures in the United States.” Calling Russian influence “pervasive,” Director Coats further noted that “The Russians have a strategy that goes well beyond what is happening in the United States,” he said. “While they have historically tried to do these types of things, clearly in 2016 they upped their game. They took advantage, a sophisticated advantage of social media. They are doing that not only in the United States but . . . throughout Europe and perhaps elsewhere.” Because the United States is not well prepared for future elections, it is necessary to study the past. This is why the 2017 French presidential election is a particularly important election to study and why we highlight French scholar Jean-Baptiste Jeangène Vilmer’s groundbreaking report on the Macron Leaks.1 Drawing in part upon the work of CSIS visiting fellow Boris Toucas,2 Vilmer’s forthcoming report will examine what happened during the French presidential election; who orchestrated the affair; how it was successfully countered; and what lessons can be learned. This Brief, which is part of the forthcoming CSIS comprehensive report, sums up the main lessons learned. Myriad structural factors, luck, as well as effective anticipation and reaction by the Macron campaign staff, government and civil society, and especially the mainstream media, combined to successfully resist Russian malign influence.

- The fight against terrorism is one of President Emmanuel Macron’s political priorities. Activities in this field are carried out in two main directions, one, in the country, through new institutions and regulations and, two, abroad, through military operations and by increasing development assistance in Africa and the Middle East. More and more evidence indicates that they have been having the expected operational and political effects. The number of detected and subverted terrorist plots is increasing and Macron’s initiatives in this area can count on considerable public support.
