Abstract:
This thought-provoking essay analyses the changing relationships between the French state and the individual. The author contends that French republican democracy originally developed as a bulwark against the hegemony of the Roman Catholic Church. However, in the secularized context of present-day France, such protection is no longer necessary. Hence, democracy has lost much of its original meaning. In the past, political actors privileged the collective good above private interests and identités. Now, however, it is precisely these agendas that have come to dominate French political discourse. In the face of competing minority demands, government must remain neutral and can no longer serve as the moral arbiter for the collectivity.

462. Europe's New Security Vocation

Abstract:
The idea of a European Security and Defense Identity (ESDI) has been a feature of the transatlantic security dialogue for a decade. The 1991 Maastricht Treaty foresaw an eventual incorporation of the Western European Union (WEU) as the defense arm of the European Union (EU). Endowing the Union with military capability was a logical extension of the commitment to a Common Foreign and Security Policy (CFSP) as stipulated in the treaty. Both ideas, promoted by France and Germany, expressed the general desire of member states to play a more active role in securing the peace and stability of postcommunist Europe. Extending the principle of integration into the foreign policy field served two purposes. It was a means to tighten community bonds in the new, unsettled strategic environment by providing reassurance against the renationalization of defense policies. At the same time, it laid the basis for a collective effort to influence continental affairs consonant with the European venture in an orderly transition to democracy and market economies. The perceived need to add a security building block to the project of "constructing Europe" also reflected apprehension about a possible retreat of the United States from a Europe now free of the Soviet military threat. That possibility added further reason for West Europeans to make contingency plans for an uncertain future.

Abstract:
Democracy takes many forms. The basic notion that governments derive their legitimacy from the freely expressed votes of their citizens is translated in many different parliamentary practices. Even the conceptual distinction of the three main functions of government – legislative, executive and judicial – as defined in Montesquieu's Trias Politica, seldom resulted in a complete separation of powers. In many countries the members of the executive also sit in parliament. In the US the separation between legislature and executive is the most complete. The President has wide-ranging authority; his ministers are not responsible to Congress. Nevertheless it works, because of a complicated system of checks and balances affecting both legislationand budget appropriations. In France the President of the Republic regards foreign affairs and defence as his special domain in which the cabinet, let alone parliament, has little influence. A common characteristic of Western democracy, however, is its pluralistic character in which the people elect their representatives and have a choice between different political parties. In some cases the decisions reached in parliamentary assemblies are subject to a referendum as a form of direct democracy.

Abstract:
The Middle East is the region where Europeans have, arguably, most strongly felt their loss of great power status. During the nineteenth century, European powers encroached upon, occupied and annexed various territories in the Middle East. With the disintegration of the Ottoman Empire after World War 1, Britain, and to a lesser degree France, became the undisputed external actors in the region and in large part created the modern Middle Eastern state system. Although a certain degree of power was devolved to local leaders, Britain and France ensured their prerogatives over foreign and defence issues and assumed responsibility for regional stability. Other powers, such as the Soviet Union and the United States, were not absent from the region but did not essentially challenge the European hegemony. The Soviet Union's power projection had been greatly reduced in the aftermath of revolution, civil war and internal consolidation; the United States deliberately abstained from assuming a political role, with all its tainted colonial connotations, and only demanded an 'open doors' policy in relation to its trade and commercial interests. In this relatively unchallenged strategic environment, Britain had a remarkable freedom to act as the principal regional security actor. In practice, the period of British dominance was to be relatively brief, being characterised by one historian as 'Britain's moment' in the Middle East, and was also increasingly to be frustrated by the growing inter-ethnic conflict in Palestine.

Abstract:
The British industrial revolution created an industrial economy. While casual discourse conflates industrialization and economic growth, Britain was remarkable primarily for the pronounced structural change that occurred rather than for rapid economic growth. Uniquely the British labour force became highly industrialized even prior to the move to free trade in the 1840s. On the eve of the abolition of the Corn Laws the share of agriculture in employment had already declined to levels that were not reached in France and Germany until the 1950s.

467. French, UK, and US Policies to Support Peacekeeping in Africa: Current Status and Future Prospects

In May 1997, France, the United Kingdom, and the United States announced their joint “P-3 Initiative”, to harmonize their peacekeeping capacity-building programs in Africa and foster an open dialogue between donors and recipients. The capacity-building programs of France, the UK and the US have since undergone numerous transformations. The centerpiece of French policy, the Renforcement des capacités Africaines de maintien de la paix (RECAMP) has had comparatively few changes to its basic structure, but has been scaled down. The UK African Peacekeeping Training Support Programme has given way to a much larger and more ambitious initiative. The US African Crisis Response Initiative (ACRI) has evolved significantly and will undergo a more fundamental change in 2002, including shedding its name. Moreover, Washington initiated a new capacity-building policy in 2001, which dwarfed ACRI in terms of resources and introduced the provision of lethal equipment.

Abstract:
I explicitly model the social mechanism that constructs markets. Producers array along a market profile along which buyers trade off quality for volume. Outcome features can be predicted from two ratios of parameters, yielding a MAP. Five distinct families of market cultures correspond to its regions. As previous work showed, Supply equaling Demand is transmuted into matchings across local variabilities of valuation with volume and with quality. Such matching is vulnerable to unraveling, but it can be achieved with market oriented either upstream or downstream.

Abstract:
In spite of domestic and international political changes, French and German foreign policies have displayed high degrees of continuity between the late 1950s and the mid-1990s. Over the same time period, the directions of the two states' foreign policies have also continued to differ from each other. Why do states similar in many respects often part ways in what they want and do? This article argues that the French and German national role conceptions (NRCs) account for both of these continuities. NRCs are domestically shared understandings regarding the proper role and purpose of one's own state as a social collectivity in the international arena. As internal reference systems, they affect national interests and foreign policies. This article reestablishes the NRC concept, empirically codes it for France and Germany for the time period under consideration, and demonstrates comparatively how different NRCs lead to varying interests and policies across the major policy areas in security, defense, and armament.

470. Continental welfare states in Europe confronted with the end-of-career inactivity trap: A major challenge to social protection in an aging society

Abstract:
The paper is an attempt to assess continental welfare state reforms that use the window of the end-of-career inactivity trap. The question addressed is: what is the most effective way to break up the vicious circle of early exit from the labor market, which is a specific pathology of continental welfare states. The cases of the Netherlands and Finland, two countries that have succeeded in reversing the early exit trend in recent years, prove that only a radical change in paradigms that govern social protection may turn the vicious circle of welfare without work for aging workers into a virtuous circle of active aging. In states in which reforms have focused on changing the rules and regulations that govern retirement systems, or on restricting early exit pathways, as is the case in France, they have failed to break up with the end-of-career inactivity trap.
