11. Strategic deterrence redux: Nuclear weapons and European security

Abstract:
One of the most notable consequences of the end of the Cold War was the diminished role of nuclear weapons in international relations. The world’s primary nuclear weapon powers, the United States and the Russian Federation, made considerable reductions in their nuclear forces. The climax of the process was the New START Treaty signed in 2010. Now, the optimism that characterized the first decades of the post-Cold War era is rapidly evaporating. Geopolitical competition again dominates global and regional security dynamics. Nuclear powers are modernizing their forces and introducing novel systems that may affect strategic stability. At the same time, existing arms control regimes are crumbling. This report takes stock of recent developments in deterrence in general, and nuclear deterrence in particular. Its main ambition is to understand how deterrence has changed in light of certain post-Cold War trends. To this end, the report introduces the basic principles of deterrence. It also explores the nuclear-related policies and capabilities of the four nuclear weapon states most directly involved in European security affairs – Russia, the United States, France, and the United Kingdom. Importantly, the report also analyses the implications of the recent trends in strategic deterrence for Northern Europe. This report is part of a research project conducted by the FIIA entitled ‘New Challenges for Strategic Deterrence in the 21st Century’. The project is part of the implementation of the Government Plan for Analysis, Assessment and Research 2018.

Abstract:
In 2017, the Czech Republic focussed mainly on the issue of strengthening energy security, both within the EU and the V4, and bilaterally in its relations with Germany, Austria, Russia, USA and France. In this context, the politicisation of the Czech discourse regarding the external dimension of energy security has been rather limited. Similarly, the polarisation of the Czech external dimension of the energy security discourse has also been limited. Despite this, the Czech government has relatively successfully tried to maintain a unified position in its energy policies, which is why in this case we can talk about a coherence within time, and across different players, as well as through the declared priorities of both the government and the EU. Last, but not least, the Czech Republic was supportive of creating common policies based on its proactive approach and co-operative position. The Czech Republic also adapted to external politics in the area of energy – which was the result of its reactive approach and neutral position.

Abstract:
In the closing months of 2015, two separate events thrust the city of Paris into the epicentre of global security politics. On November 13th, the French capital was the site of a series of coordinated terrorist attacks. At least nine individuals claiming allegiance to the Islamic State in Iraq and Syria (ISIS) used suicide vests and assault weapons to target citizens and symbols of the Republic. The attacks, which took place in cafés, restaurants, the national soccer stadium, and a crowded music venue, killed more than 130 people and precipitated the largest state of emergency across France since the Second World War. Just two weeks later, the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) convened in Paris. The conference, known as COP21, was a pivotal moment in the global effort to reach a multilateral agreement on global climate change. The juxtaposition of terrorism and climate change, two of the most pressing security issues of our time, encapsulate the complex and intertwined nature of contemporary threats to global security. The political and normative implications of the November events in Paris demonstrate the intricacies of securitization theory, a “radically constructivist” approach to understanding the nature of security threats.[1] This theory provides a framework for understanding the process through which political issues are transformed into security issues, while offering a series of cautionary warnings about the adverse consequences of security discourse and practices within democratic societies. The application of securitization theory lends a unique understanding to both the terrorist attacks and popular engagement in the climate summit. This framework also clarifies the resulting trade-off between renewed securitization of terrorism and democratic mobilization at COP21.

Faire la généalogie des figures de l'ennemi intérieur dans la pensée militaire française permet de montrer comment la pensée sécuritaire a été alimentée à partir de la reformulation d'un certain nombre de dispositifs de contrôle conçus pour, par et au travers de la guerre coloniale. En analysant la manière dont les courants dominants de la pensée militaire française ont conçu le contrôle de l'immigration, nous avons observé la reconstruction d'un ennemi intérieur socio-ethnique, la régénération puis la généralisation dans le temps et dans l'espace, à travers le modèle sécuritaire, d'une technologie conçue pour le contrôle exceptionnel de populations infériorisées : la lutte contre-subversive.

Leaders' reactions to the revelations are really about domestic politics. Everybody spies, even on allies. BY GABRIEL MARCELLA Should the U.S. spy on its allies? Yes The reported snooping by the U.S. National Security Agency (NSA) on world leaders is a rich teachable moment. It shows the underside of international relations. Spying on other governments—including friendly ones—is a pillar of modern foreign policy and a vital tool to protect against modern security threats like international crime, terrorism, cyber-attacks, drug trafficking, climate change, and stealing technology. As the saying goes, friends today may be foes tomorrow. We really don't know what information was gathered, but it caused an upheaval in various capitals friendly to the United States. Brazilian President Dilma Rousseff cancelled a long-awaited state visit to the U.S. because of the Edward Snowden revelations, claiming that the NSA spying was an attack “on the sovereignty and the rights of the people” of Brazil. Similarly, German Chancellor Angela Merkel was upset by reports that the U.S. was listening to her cell phone communications; she, in turn, demanded a no-spying agreement with the United States.

Abstract:
The French government recently announced a plan to “combat radicalization” and a series of measures to prevent recourse to violence. Although the term is not entirely new in the French political parlance, it marks a departure from a counterterrorism policy justified mainly by a judicial approach and enforced in great part through administrative measures. France is thus moving closer to the Netherlands and the United Kingdom, which both began to develop such policies in the mid-2000s. Yet what exactly does it mean to “combat radicalization”? What explains the French government’s change of approach? And what can be learned from a decade of experience in these two European countries? This study shows that the concept of radicalization serves as an effective discourse to legitimize the extension of police action beyond its usual purview, by becoming involved in areas of diversity management such as education, religion, and social policy. The study traces the dissemination of the discourse through European institutions and, using the notion of “policed multiculturalism,” analyzes the effects of its legal, administrative and preventive forms.

Abstract:
Social agents in charge of the coordination of local security committees dedicated to delinquency and its prevention seem to integrate submissvely the tools offered by the “new criminology” (such as local observatories, statistics, mapping, population profiling). In reality, such tools are mobilised for various reasons that are not only geared towards efficiency. The agents in charge not only use quantitative techniques because they believe in their legitimacy. They also use them as a way to consolidate the legitimacy of their roles. These roles are indeed quite new in the security landscape in France, and mobilising such criminological tools enable the agents to claim a particular form of expertise.

Abstract:
US and Iranian strategic competition is heavily drive by four key factors–the success or failure of sanctions, the im0pact of that competition on the flow of Gulf energy exports, the success or failure of efforts to limit Iran's nuclear options and the broader prospect for arms control, and the prospects for accommodation of regime change. In recent years, the key variable has been ways in which sanctions on Iran have changed US and Iranian competition since the fall of 2011, and helped lead to a tentative set of Iranian agreements with the UN's P5+1--the five permanent members of the UN Security Council, namely United States, Russia, China, United Kingdom, and France, plus Germany--in November 2013.
