2721. The UK and European defence: leading or leaving?

Abstract:
The problem of European defence is that it does not work with the United Kingdom, but would not work without it either. Unlike in other policy areas, in defence the issue is not British resistance to Brussels directives. Populist outcries against a mythical 'Euro-Army' notwith-standing, British sovereignty is not under threat. The real issue is that other European countries are not doing enough in spite of being urged from both sides of Brussels—by the European Union and the North Atlantic Treaty Organization (NATO). 'Too many countries are failing to meet their financial responsibilities to NATO, and so failing to maintain appropriate and proportionate capabilities. Too many are opting out of operations or contributing but a fraction of what they should be capable of ', in the words of Defence Secretary Philip Hammond. Britain, on the contrary, is the leading European military power, accounting for 22.4 per cent of defence expenditure and 11.8 per cent of armed forces, and it is more willing than most to deploy those forces (providing 20.8 per cent of the average number of troops deployed), including for combat operations. Its military clout enables the UK to lead the others—any scheme for European defence without it would indeed be severely handicapped. But does Britain want to lead? The paradox is that while the EU's Common Security and Defence Policy (CSDP) would not have come into being without British leadership, it would be much more effective without British reluctance to make full use of it. In contrast to most European countries, the UK has never stopped seeing European defence and the continued assurance of transatlantic partnership (in the shape of its special relationship with the United States and the NATO alliance) as a zero-sum game.

Abstract:
There is no shortage of attention to disagreements and tensions between the United States and the nations of Europe, considered both individually and collectively. The 40th anniversary of Britain's entry into the European Economic Community (EEC), now the European Union (EU), is a good benchmark anniversary not only for reflection on what has transpired to date but also for evaluation of current trends and likely future developments. The nation's course, regarding both entry into membership and participation, has hardly been smooth, but the relationship with the institution has endured.

Abstract:
Recent trends in both Britain and Continental Europe have made the question of the United Kingdom's position as a fully fledged member of the European Union more contentious than it has been for decades. The almost unchecked rise of Euroscepticism among both the British political elite—especially within the governing Conservative Party—and the media means that the possibility of British withdrawal from the Union, or at very least the renegotiation of its position within it, is discussed more openly and in more mainstream political circles than at any time since the 1970s. On the other side of the Channel, meanwhile, the perceived need to address the weaknesses of the single currency by increasing integration, whether across the EU as a whole or simply among those countries that share the euro, has helped create a situation in which many of the key decisions are taken in forums within which the British are either not represented at all or are marginal players at best. Few European governments openly aspire to a situation in which the United Kingdom moves away from the core European decision-making system, and several have publicly deplored the possibility. But faced with the need to press ahead, and the ever decreasing likelihood of the British being able to follow any such advance, European governments are being forced to contemplate the prospect of a core Europe without Britain.

Abstract:
Realist, liberal, constructivist, and hybrid theories of international relations agree that the United States made historic commitments to the defense of Europe shortly after World War II. These commitments, however, were neither as intense nor as sweeping as many claim. Initially, Washington sought withdrawal from Europe through a strategy of buck-passing.Only after a decade and a half did it adopt the familiar balancing grand strategy providing for a permanent presence in Europe. This shift suggests the need for a new theory to explain U.S. grand strategy, both past and present.

For the leaders of the Chinese Communist Party (CCP), erasing the memory of the June 4, 1989, Tiananmen Square massacre remains a full-time job. The party aggressively monitors and restricts media and internet commentary about the event. As Sinologist Jean-Philippe Béja has put it, during the last two decades it has not been possible "even so much as to mention the conjoined Chinese characters for 6 and 4" in web searches, so dissident postings refer instead to the imaginary date of May 35. Party censors make it "inconceivable for scholars to access Chinese archival sources" on Tiananmen, according to historian Chen Jian, and do not permit schoolchildren to study the topic; 1989 remains a "'forbidden zone' in the press, scholarship, and classroom teaching." The party still detains some of those who took part in the protest and does not allow others to leave the country. And every June 4, the CCP seeks to prevent any form of remembrance with detentions and a show of force by the pervasive Chinese security apparatus. The result, according to expert Perry Link, is that in to-day's People's Republic of China (PRC), "Most young people have barely heard about the events of 1989."

2726. Contemporary Taiwan Studies in Europe: More Institutionalized, More Vital

Abstract:
The field of Taiwan Studies has gained considerable momentum in recent years, as prominently reflected by the annual conferences of the European Association of Taiwan Studies (EATS) founded in 2004 and, most recently, the holding of the first World Congress of Taiwan Studies, held at Academia Sinica from 26 to 28 April 2012. Particularly in Europe, the study of Taiwan has become more institutionalized, most notably by the founding of the Centre of Taiwan Studies at the School of Oriental and African Studies (SOAS) at the University of London – which grew out of a special Taiwan Studies programme introduced in 1999 and offers the first and only M.A. degree programme on Taiwan Studies outside of Taiwan – and the establishment of the European Research Center on Contemporary Taiwan (ERCCT) at the University of Tübingen in 2008, which is dedicated to the promotion of social science research on Taiwan at the doctoral and postdoctoral levels. The editors of the Journal of Current Chinese Affairs have decided to support these efforts and positive developments by cooperating with the ERCCT to publish an issue of the journal focusing on Taiwanese topics in regular intervals. This makes the Journal of Current Chinese Affairs unique, as it is the only Western-language academic journal offering Taiwan scholars such an opportunity. The Taiwan issues either have a thematic focus or present a number of independent rese arch articles on different subtopics. The present issue follows the second model and contains six articles on different aspects of contemporary Taiwanese politics.

Abstract:
The new policy platform in Taiwan of economic liberalization toward the Chinese mainland which was inaugurated by President Ma Ying-jeou (Ma Yingjiu) in 2008 has been the source of both expectation and anxiety. While some observers believe that this policy of rapprochement will usher in an era of cross-Strait prosperity and peace, others are concerned about Taiwan's de facto sovereignty as well as the negative economic impacts that the liberalization policy might entail. In particular, it has often been claimed (or feared) that the liberalization process will lead to some form of political integration between the two sides of the Taiwan Strait. In this article, I wish to offer some insights into the current state of cross-Strait interactions derived from the European integration process.

On 19 November, the Council of the EU welcomed the Crisis Management Concept for a possible EU training mission for Mali, paving the way for the launch of a CSDP operation replicating the work done in Uganda with Somali troops. And many in Brussels have started to speak of EUTM Mali, as if EUTM and more generally the EU approach to the crisis in Somalia was a relevant model for action in Mali.

Abstract:
In October 2012, the merger between BAE Systems (GB) and EADS (France, Germany and Spain), two of the biggest defence contractors in the world, failed. Despite this setback, further consolidation within the European defence industry is likely to occur in the near future. Because of the eurozone crisis, in recent years EU countries have significantly curtailed their public expenditure, defence included. This has important implications for the structure of the European defence industrial base. Specifically, defence companies are dependent on public defence expenditure. When defence spending declines, industrial overcapacity results. This, in turn, calls for restructuring and consolidation. Inevitably, EU countries will have to go down this road. However, given their ongoing concerns regarding sovereignty, technology and jobs, there are good reasons to think that they will promote the consolidation of their defence industry through a mix of Europe, NATO, extra-EU and purely national solutions.

2730. Russia's pressure politics: The Kremlin's uncompromising approach to opponents threatens political stability

If Russia is to follow an evolutionary path to democracy, then the regime must be ready to draw the so-called 'non-systemic' opposition into political processes. This gradualist formula for democratic change is also the formula for political stability. A number of liberalising reforms conducted by the regime in response to widespread protests following the December 2011 State Duma election gave grounds for optimism that this process is now underway. However, any hopes that these events would kick-start democratic reforms were short-lived. Rather than draw in opponents, the regime has sought to isolate them, using a combination of reform, non-reform, dividing tactics and repression. But the results have not been positive. The non-systemic opposition is under increasing pressure, having seen its options all but reduced to more protesting. It is also showing signs of radicalisation. At the same time, the Kremlin's uncompromising approach is undermining regime stability. The pressure is building in the Russian political system. The combination of repression and radicalisation could easily see political stagnation degenerate into instability and the EU should take this new dynamic into account in its future policy planning.
