Abstract:
European support for democracy is at a crucial juncture. Just as the eurozone crisis complicates the European Union's (EU's) efforts to support democratic reform around the world, new forms of political transition are confounding the EU's traditional approach to democracy building. The EU must embrace a wider variety of tactics, models, actors, and strategies, or it risks losing credibility and traction in the field of democracy support.

Abstract:
Cyprus is located at the juncture of the world island (Eurasia) with Africa. It is on the sea lane of the great maritime highway connecting the Mediterranean Sea through two sea gates–the Suez and Bab al-Mandab–with the Indian Ocean. From there, it links to two other sea gates. These are the Strait of Hormuz, leading to the Persian Gulf, and the Strait of Malacca, connecting to the Pacific. Due to its geostrategic location, throughout its history, external powers have attempted to project their influence over the island.

The European Commission has now released its renewed vision of European defence industrial cooperation called Towards a More Competitive and Efficient Defence and Security Sector. It is a Communication that can be characterised as an interesting hybrid of regulatory and project-based proposals. The Commission began thinking seriously about European defence in 1996 with the release of its first Communication; the latest version is the sixth since this time. Indeed, not perhaps since its 2003 defence Communication – developed in the context of the establishment of the European Security and Defence Policy, the convention on the Future of Europe and the then impending EU enlargement – has a Commission Communication on defence been so eagerly anticipated.

Emphasising the need for improved cooperation and coordination between NATO and the EU, he called on Europe's leaders to ensure that, as a result of the first discussion about European security since the financial crisis at the European Council in December, Europe would be both willing and able to act in the interests of transatlantic security.

Are long-standing allies drifting apart? In the US, struggling with budget deficits, questions such as “Is current US security strategy not stimulating free-riding by allies and friends?”, or “NATO: what is in it for us? “, and even “Should the US not withdraw from NATO's military command structure?”1, are more than ever coming to the fore. In Europe on the other hand, even if some worry about the effects of the “the US pivot to Asia”, many are still looking to the US to take ultimate responsibility for crisis management operations. The effect of the post-Iraq/post-Afghanistan context in the US and the real meaning of “leadership from behind” are not that well understood in Europe. The message that at times it will be up to Europeans to take responsibility has not come across. Consequently, so far Europeans have not achieved more coherence in defence capabilities, let alone more integration – barely some limited cooperation and minimal savings. Persistent shortfalls in military capabilities are not being met, quite the contrary.

Abstract:
Three major geopolitical events are putting the stability of the Eastern Mediterranean at risk. Most of the region is in a deep monetary and economic crisis. The Arab Spring is causing turmoil in the Levant and the Maghreb. Gas and oil discoveries, if not well managed, could further destabilise the region. At the same time, Russia and Turkey are staging a comeback. In the face of these challenges, the EU approaches the Greek sovereign debt crisis nearly exclusively from a financial and economic viewpoint. This brief argues that the EU has to develop a comprehensive strategy for the region, complementing its existing multilateral regional framework with bilateral agreements in order to secure its interests in the Eastern Mediterranean.
