Abstract:
Russia's occupation of the Crimea and possible incorporation of Eastern Ukrainian regions demonstrated Europe's vulnerability to Gazprom's energy power. Whatever the EU's reactions, diversification of energy supply to diminish Russia's market share is likely to be one of them. TAP is one step towards the strategic goal of diminishing Gazprom's huge presence in Europe. But in view of the proposed construction of the Russian South Stream, how could Central Europe, and especially Bulgaria, Romania, Austria and Lithuania, ensure energy diversification? What next for the Southern Corridor? Is Russia going to accept and tolerate infrastructure growth of the Caspian and other competitors south of its borders?

2022. External State-Building and Why Norms Matter - The European Union's Fight against Corruption in the Southern Caucasus

Abstract:
This paper asks under which conditions the state-building efforts of external actors in areas of limited statehood are likely to be effective. We argue that the legitimacy of the specific norms promoted by external actors among local actors is crucial for their success in strengthening state capacities. International norms need to resonate with the dominant domestic discourse on political reforms. To substantiate our argument, we focus on the European Union's (EU) anti-corruption programs and their implementation in one of the most corrupt regions in the world, the Southern Caucasus. We show that legitimacy can explain why the EU's fight against corruption helped reduce corruption in Georgia but not in Armenia. In both countries, political elites could selectively use anti-corruption programs as an instrument against political opponents using enhanced state capacities to stabilize the incumbent regime. Only in Georgia, however, the fight against corruption was facilitated by sustained domestic mobilization for anti-corruption policies that added pressure on political elites 'from below.'

Abstract:
Over the past two decades, personnel contributions from European and North America countries to United Nations peacekeeping operations and to missions deployed in Africa have reduced significantly. This is partly explained by the common assumption in Western governments and security establishments that missions in Africa are more dangerous than missions in other regions of the world, and that contributing to UN peacekeeping operations is more risky than to those conducted by ad hoc coalitions or regional organizations such as the North Atlantic Treaty Organization (NATO).

Abstract:
The paper discusses how current methodological debates on the potential of comparative area studies intersect with current trends in transitional justice research. As the field of transitional justice studies is approaching saturation, academic efforts in this field are increasingly focused on empirical as well as theoretical generalization. The challenge of comparative transitional justice research is less to weigh the national impacts of policies than to incorporate a more historicized conception of causality that includes complex longterm processes and global interdependencies. From the perspective of comparative area studies, the case of transitional justice studies testifies to the need to combine the local, national, transnational, translocal, and global levels of analysis.

2025. Shale gas in Europe: much ado about little?

Abstract:
Shale gas is an unconventional form of gas because its extraction is more difficult or less economical than that of conventional natural gas. It has become an important item of energy policy during the last years since new processes have allowed its extraction. In the medium term, shale gas should foster a reinforcement of the gas part in the world's energy mix. In 2011, the IEA released an influential report entitled "Are we entering a golden age of gas?" This report suggests that shale gas could help substantially boost global gas use. It also warns at the same time that this success could bring into question the international goal of limiting the long-term increase in the global temperature to 2° C above pre-industrial levels.

2026. Ethnic Minority Women in Georgia - Facing a Double Burden?

Abstract:
In this paper I explore the situation of ethnic minority women in Georgia, focusing on gender -based violence, economic empowerment and political participation. Importantly these are not distinct topics, but interrelated phenomena: domestic decision-making structures and violence are the main obstacles to increased female participation in the political and economic spheres. Conversely, women's second-rate role here has diminished their ability to become financially independent and publicly recognized, which could strengthen their domestic position. Over the past years the Georgian government has introduced several legal measures directed at alleviating some of the problems Georgian women encounter and strengthening their position in society, including the National Action Plan on Gender Equality (2011-2013), the National Action Plan on Women, Peace and Security (2012-2015), as well as action plans on domestic violence (2011-2012), and trafficking in human beings (2011-2012). However, according to the UN Gender Thematic Group, consisting of domestic and international organizations with a gender focus, implementation of the national action plans has been uneven, with the National Action Plan on Gender Equality significantly lagging behind.

Abstract:
Dispersed all over the territory of the continent, Roma constitute the largest ethnic minority in Europe, which according to the estimates consists of 10-12 million people. Present in almost every country in Europe and sharing some similar cultural features, Roma are often referred to as 'transnational'. The heterogeneity of the group even within the different national states and the lack of structural ties among the communities at national and international levels, challenges the appropriateness of any generalization of issues and large scale approaches to addressing them. At the same time, Roma communities all over Europe share low social status and identical challenges to their integration in mainstream societies, which constitutes them as a transnational marginalised group.

Cuba: Port Upgrades and Free-Trade Zones BY MARC FRANK When Latin American and Caribbean heads of state gather in Cuba in January 2014 for the Comunidad de Estados Latinoamericanos y Caribeños (Community of Latin American and Caribbean States— CELAC) summit, the agenda will include a side trip to Mariel Bay. There, Brazilian President Dilma Rousseff and Cuban President Raúl Castro will cut the ribbon on a brand new container terminal that Cuba hopes will replace Havana as the country's principal port. Brazil financed more than two-thirds of the $900 million project, built in partnership with Brazilian construction company Odebrecht over six years—providing $670 million in loans for terminal construction and infrastructure development such as rail and road. The facility, with an initial capacity of 850,000 to 1 million containers, will be operated by Singaporean port operator PSA International. The Mariel Bay facility, located 28 miles (45 kilometers) west of the capital on the northern coast, was built to attract traffic from the larger container ships expected to traverse the Panama Canal in 2015. It could also serve as a major transfer point for cargo heading to other destinations. But the competition is already fierce. The Dominican Republic, Jamaica, the Bahamas, and Panama are all rushing to improve their port facilities.

L'exode rural qui se développe fortement en Turquie à partir des années 1950 a entraîné à la périphérie d'Istanbul l'apparition de gecekondu (bidonvilles) , puis leur multiplication en raison à la fois de l'absence de politiques publiques d'aménagement urbain d'une part, et des calculs électoraux des responsables politiques de l'autre. L'ouverture des négociations avec l'Union européenne en 2006 et le choix d'Istanbul comme capitale culturelle de l'Europe pour l'année 2010 ont été l'occasion pour la Turquie de mettre sur pied un vaste projet de transformation urbaine dont un des aspects est la destruction des bidonvilles pour les remplacer rapidement par des cités d'immeubles construites par Toplu Konut Idaresi (TOKI), institution publique de construction de logements collectifs. Contrairement aux années 1980 et 1990 où ce type de construction était localisé dans les quartiers périphériques il s'agit maintenant, au coeur des villes, de restructurer des zones considérées comme insalubres, mais à fort potentiel immobilier, pour y installer des populations socialement et financièrement aisées.
