Abstract:
This briefing paper summarizes the important lessons learned since 2018 by Oxfam Denmark and the wider Oxfam confederation while promoting the women, peace and security (WPS) agenda and supporting WPS programming in Burkina Faso, Colombia, Ghana, Kenya, Lebanon, Mali, Niger, the Occupied Palestinian Territory, South Sudan, Syria, Uganda, Ukraine and Yemen, including under the Danish International Development Agency (Danida) strategic partnerships. It contains practical and policy-level recommendations for international actors working on the WPS agenda in various crisis and conflict contexts globally. The briefing paper shows that supporting and amplifying locally led feminist action by diverse women-led, women’s and LGBTQIA+ rights organizations, networks and groups is a central foundation for peace and justice.

In 1906, Finland became the first country in Europe to grant women the right to vote, with the adoption of universal suffrage, at the same time as it won its autonomy from the Russian Empire. The following year, Finnish women were able to exercise this right in the general elections. Throughout the twentieth century, women in Europe and around the world fought long and hard to gain the right to vote without any additional conditions to those required of men. In some countries, only widows were allowed to vote as a first step towards electoral emancipation (in Belgium, for example, until 1921). In other countries, such as Bulgaria, the right to vote was initially reserved for mothers of legitimate children and exclusively for local elections. In Portugal, only women with a university degree were allowed to vote from 1931 on. In Spain it was not until post-Franco democratisation and the 1976 elections that Spanish women regained the right to vote, initially acquired in 1931 before the civil war. This year France is celebrating the 80th anniversary of women gaining the right to vote. Cypriot women won the right to vote at the same time as their male counterparts when the Republic was created in 1960. This can be explained quite simply by the fact that, at that time, such discrimination could no longer be justified. So, it took a good part of the twentieth century to get there... In European countries, legislation on the right to vote and stand for election now recognises equal access for women and men. However, their participation in political life is still marked by significant differences and major obstacles that we believe are unjustified. Women are still less represented on the political stage, even though they make up more than half of the population. In the European Union, there are ten million more women than men. This is a fact that deserves our attention in 2024, a year that is notable for its electoral importance, with the election of representatives to the European Parliament scheduled for 6 to 9 June. There will also be five presidential elections and six parliamentary elections in the Member States. This therefore provides a good opportunity to examine the position of women on the European political scene and the obstacles that still exist behind the scenes preventing them from participating fully in political life.

3. What works for working couples? Work arrangements, maternal labour supply, and the division of home production

Abstract:
We document how a change to work arrangements reduces the child penalty in labor supply for women, and that the consequent more equal distribution of household income does not translate into a more equal division of home production between mothers and fathers. The Australian 2009 Fair Work Act explicitly entitled parents of young children to request a (reasonable) change in work arrangements. Leveraging variation in the timing of the law, timing of childbirth, and the bite of the law across different occupations and industries, we establish three main results. First, the Fair Work Act was used by new mothers to reduce their weekly working hours without renouncing their permanent contract, hence maintaining a regular schedule. Second, with this work arrangement, working mothers’ child penalty declined from a 47 percent drop in hours worked to a 38 percent drop. Third, while this implies a significant shift towards equality in the female- and male-shares of household income, we do not observe any changes in the female (disproportionate) share of home production.

4. Two Years at the Forefront: Exploring the needs and experiences of women-led, women’s rights and LGBTQIA+ led organizations two years into the Ukraine humanitarian response

Abstract:
Two years on from the escalation of the war in Ukraine, Oxfam spoke with a number of people leading the work of local and national women-led organisations (WLOs), women’s rights organisations (WROs), LGBTQIA+ led organizations, and other local non-governmental organizations (NGOs) addressing the needs of women, girls and gender minorities in Poland and Ukraine. We wanted to understand how the humanitarian crisis has impacted them, personally and as organizations, and their needs and priorities for the future. At the beginning of the humanitarian crisis following the escalation of the war in Ukraine, local WLOs, WROs and LGBTQIA+ led organizations were some of the first on the ground responding to their communities’ needs, both within Ukraine and in neighboring countries, and two years on, they are still at the forefront of providing assistance. The conversations that we had with these organisations highlighted that they are facing key challenges in continuing to sustain their vital role in responding to humanitarian needs; the need for greater investment in their voice and agency as decision-makers in the humanitarian response; and the need for flexible support to these organisations that allows them to carry out their important work across all stages of the response to the humanitarian crisis.

In this first publication of the MedWE programme, the IEMed and the Union for the Mediterranean aim to contribute to applied research on the crucial area of gender equality and women’s empowerment. In the contemporary Mediterranean landscape, women face many obstacles that hinder their complete economic and social advancement. This publication is the result of the conference organised in cooperation with LECE in October 2023 in Barcelona. During this conference, the MedWE program brought together experts, policymakers, and entrepreneurs to explore strategies for overcoming barriers and promoting women’s economic empowerment in the Mediterranean region. Through a series of panel discussions, key challenges, opportunities in the areas of education and workforce participation, entrepreneurship, access to finance, legal and regulatory reform, and gender equality in the work environment were examined. Various stakeholders shared expertise and effective practices to foster women’s economic empowerment across different sectors and levels within the Euro-Mediterranean region. This policy study, combined with the work of the Union for the Mediterranean, intends to establish a new line of work which addresses gender as a central element for advancing towards a more inclusive Mediterranean. Through recommendations that will serve as a valuable resource for policymakers, business leaders, activists, and scholars committed to forging a fairer and more just future for all inhabitants of the Mediterranean, the paper seeks to foster greater gender equality and social inclusion in the region. By identifying key challenges and proposing strategies, it contributes to promote women’s economic empowerment across the Mediterranean.

7. Russian Women in the Face of War Against Ukraine

Consider the following pieces of a puzzle. Russia’s war against Ukraine has revealed stories about the heroic resistance efforts of Ukrainian women[1]: from a grandmother launching a pickle jar against a drone[2] to volunteers with territorial defense units.[3] However, comparable stories have been entirely lacking on Russia’s side: How come? Here is another piece: the stories of rape and abuse in Russian-occupied Ukrainian territories have shaken the world, with male Russian soldiers featured as systematic perpetrators of war crimes.[4] Were there any female soldiers or pro-Russian civilians involved? The historical background of multiple conflicts across continents does suggest an active women’s role as perpetrators of war crimes (including rape) and terrorism, not only victims.[5] Perhaps it is only a matter of time until stories of Russian women involved in these crimes start to emerge. How do these pieces fit together? I delve into these narratives in an information environment that is still extremely limited (particularly in terms of Russian-language sources)

8. The Image and the Perception: Gender-responsive Strategic Communications in EU Civilian CSDP Missions

Abstract:
The European Union (EU) is doubling down on its efforts to strengthen the civilian dimensions of its Common Security and Defence Policy (CSDP) and increase the effectiveness of its civilian crisis management missions. Two thematic areas that receive stronger attention in the newly updated Civilian CSDP Compact from May 2023 are gender equality and strategic communications. Yet in civilian CSDP missions, overlap between these areas—which come together as ‘gender-responsive strategic communications’—remains limited. There has also only been limited research on the overlap between gender expertise and communications in peace operations and crisis management missions. This SIPRI Policy Brief explores the opportunities and challenges of gender-responsive strategic communications in the context of EU civilian CSDP missions. It provides six recommendations which align with ongoing processes towards improving capability development, gender parity, counter-foreign information manipulation and interference (FIMI), and training. The recommendations address formal guidance, accountability mechanisms, contextual awareness in missions, men in gender work, women’s participation and gendered FIMI threats.

10. Strengthening the Representation of Women in Diplomacy: Challenges and Policy Solutions

Women’s representation in international diplomacy is alarmingly low. Though it varies across countries and regions, women’s underrepresentation in international diplomacy is pervasive. Despite a few women holding senior leadership positions in prominent institutions such as the World Trade Organization, European Commission, International Monetary Fund, and European Central Bank, women’s representation within international organisations is unequal and only twenty percent of ambassadors worldwide are women. At the same time, research increasingly shows that diversity enhances decision-making capabilities, better addresses the needs of a diverse population, and embodies a commitment to the democratic principles of inclusion and tolerance. The LSE IDEAS Women in Diplomacy project was launched in 2022, and it leverages research, collaboration, and dialogue to address the misrepresentation and underrepresentation of women in this field. To better understand the barriers and enablers that affect women's progress within international diplomacy, the project team has thus far carried out twelve interviews with women who have held high-ranking diplomatic positions or have participated in international diplomatic processes. The interviewees have extensive experience within several sectors, including international trade, international security, international health, development, climate change, cultural diplomacy, and international criminal law. This report summarises key insights from the interviews, a review of the literature on women in diplomacy, and expert feedback. Women face many challenges when it comes to progressing and rising to the top within international diplomacy. This report makes recommendations to try to overcome these challenges, highlighting the significance of changes that need to occur at all levels: individual (centred on empowerment), community (focused on norms, behaviours, culture), and organisational (policy-driven structural change). The key recommendations for diplomatic services and international organisations are: create and implement tailored gender-equality plans which address issues regarding equal pay, parental leave and sexual harassment; collect and analyse gender-specific data to develop an evidence-based Equality, Diversity and Inclusion (EDI) strategy; align internal and external gender-equality policies, including in collaboration with stakeholders; ensure fair and inclusive recruitment processes, especially for senior and leadership positions, while fostering mentorship; implement formal and informal career development support, including for ‘trailing partners’; rethink building design and accessibility, including accessible bathrooms and child-care facilities; and finally, establish social inclusion and gender equality as non-negotiable, making the benefits known to everyone within the organisation. The Women in Diplomacy project will use this initial report and its recommendations as the basis for further dialogue and discussion with women’s networks and international organisations around insights, barriers and solutions.
