Abstract:
This preliminary study performed by the Institute of Gender Programs and the Center for Army, Conversion and Disarmament Studies (CACDS), with financial support from DCAF, presents an analysis of the basic legislation regulating military service of women in the Armed Forces of Ukraine, the National Guard and the State Border Service. Concluding that the majority of problems faced by servicewomen during their professional career are not currently addressed by legislation, the study supplies preliminary recommendations and suggests amendments to specific legal provisions to fill relevant gaps in national legislation.

Abstract:
The collaborative economy is a relatively new economic approach based on peer-to-peer transactions. It includes the shared creation, production and consumption of goods and services accessible for all through online platforms and smartphone applications. It is a burgeoning business model that is experiencing increased interest in all European countries. Statistics show that Poland already has an above-average number of women who are interested in self-employment. Furthermore, formal female employment in Poland is quite low by European standards. This situation implies great potential for the development of the participation of women in the collaborative economy. The paper “The Collaborative Economy in Poland and Europe: A Tool for Boosting Female Employment?” by Karolina Beaumont discusses the challenges of the collaborative economy as a system stimulating female social and economic empowerment and assesses the opportunities offered by the collaborative economy in increasing the female labour participation rate amongst Polish women.

Abstract:
The turn of the new millennium represented a caesura for the Bundeswehr (German armed forces), because the composition of its personnel was to change quite dramatically following a decision by the European Court of Justice in January 2000, which demanded considerably more employment opportunities for women in the military as soldiers rather than solely in medical services as practiced before. In the years that followed, the number of female soldiers in the Bundeswehr increased from about 2 % to about 10 % by spring 2015. The present article firstly outlines the history of women’s participation in the German armed forces up through today. Secondly, it summarizes the findings of the various empirical studies that the in-house research institute of the German Ministry of Defense (formerly the Bundeswehr Institute of Social Research (Sozialwissenschaftliches Institut der Bundeswehr, SOWI)) and the Center of Military History and Social Sciences of the Bundeswehr (Zentrum der Bundeswehr für Militärgeschichte und Sozialwissenschaften, ZMSBw) have undertaken in this context. Lastly, these empirical findings are put into a theoretical context.

Abstract:
Gender mainstreaming [1] of the security sector in Bosnia and Herzegovina (BiH) twenty years ago was perceived as a “foreign” syntagma and proved very difficult to translate into the three official languages (Bosnian, Croatian and Serbian). The challenge was not only translation but also the transposition of that concept into reality. The link between the concept of gender mainstreaming and security sector tasks and responsibilities was a new topic for BiH society as well as globally. As a post-conflict country, in the last twenty years Bosnia and Herzegovina has gone through reforms in different areas such as police, intelligence, justice, etc. Those reforms were intensified in the period from 2003 until 2008 in the framework of the BiH integration process into the European Union and NATO. At that time, neither the BiH political elite nor representatives of the international community were aware of the benefits of the integration of the gender concept in those nor in other reforms in the country. It was women’s organizations that started familiarizing the BiH public with the importance of including and applying the concept of gender in security sector reforms, namely to implement United Nations Security Council Resolution 1325 on Women, Peace and Security (UNSCR 1325).[2] They first gained financial support from the United Nations Development Fund for Women (UNIFEM) and other UN organizations in order to implement different programs and projects. Those efforts, commitments, and the influence of these women’s organizations led to the government at all levels in Bosnia and Herzegovina establishing in 2003 official gender mechanisms such as the Gender Center of Government of Federation, the Gender Center of Government of Republic Srpska and, in 2004, the Gender Equality Agency at the national level. Their establishment came at a crucial moment for the institutionalization of gender mainstreaming in all areas of public and private life in Bosnia and Herzegovina. Only a few years after those gender mechanisms were established they were applied in the drafting of two strategic documents, the Gender Action Plan (GAP) [3] for the period 2006-2013 and an Action Plan for the implementation of UNSCR 1325 in Bosnia and Herzegovina (AP 1325) [4] for a period of three years (2010-2013). Those two documents were not imposed or drafted externally, which was the case with many other documents in Bosnia and Herzegovina from that period. They were produced by the representatives of BiH institutions together with the representatives of NGOs according to local priorities and needs, an important precondition for local ownership and sustainability of the whole process. Because of this, many were hopeful that enacting these documents would have a real and positive effect on the lives of men, women, and children throughout the country. In this article I first give a brief overview of the situation in Bosnia and Herzegovina before those national policy documents were adopted and of the post-adoption period. Second, my intention is to analyze the reasons why the adoption of AP 1325 was perceived as a big success in the country as well as the region and at a global level. Third, because I was personally involved in the implementation of the first AP 1325 on behalf of the Ministry of Security and in the drafting of the second AP 1325, my focus will be on the achievements of the Ministry of Security in the implementation process of AP 1325 as well as my personal experience with gender mainstreaming of the security sector in BiH. Finally, in my conclusion I examine the main lessons learned, current challenges, and present my personal view of how the envisaged goals from the documents can bring meaningful and real change to the daily lives of all people in Bosnia and Herzegovina. 76. Domestic Violence as a Human Rights Issue: Rumor v. Italy

Abstract:
This article focuses on the recent developments concerning domestic violence within the context of the Council of Europe. Since 2007, the European Court of Human Rights has issued a series of important judgments in cases involving domestic violence. The most recent of these is Rumor v. Italy, in which the Court issued its judgment on 27 May 2014. The article analyses this case in the context of the Court’s previous jurisprudence on domestic violence. In addition, on 1 August 2014, the Council of Europe’s Convention on Preventing and Combating Violence against Women and Domestic Violence entered into force, and the article will include a number of reflections on the potential held by this Convention. No violation of the European Convention on Human Rights was found in Rumor; however, the question of whether Italy would have been in breach of the provisions of the new Convention, to which it is a party, had this Convention been in force at the time of the relevant events, will be examined.

Abstract:
This paper studies the glass ceiling by analyzing the presence of women at the top of the income distribution using tax record data reported for a sample of countries with individual taxation. Extending most of the associated literature, the glass ceiling is examined in relation to the distribution of total incomes, thereby bringing self-employment and capital income into the picture. We show that female presence at the top of the distribution has increased, but that these changes do not seem to apply to the very top percentiles, especially in Denmark and the UK. When we look at the gradient in income as one moves up the distribution, we note that the difference between men and women has become larger in the UK, but not in Norway, although Norway displays a lower share of women in almost all top percentiles compared to the other countries in our sample. The analysis of the composition of income reveals that in the UK women have more investment income and less earned income, with the proportion from self-employment being similar for men and women over time. More dramatic changes in composition appear for Spain.

Abstract:
Universal texts have the potential to provide findings for the reader from any perspective at any period of time. So does the written heritage of Early Romanticism. Nevertheless, to understand the spiritual awakening in the 18th century in Germany, an outline of a social and political environment as prerequisites is here given. Several “departures” led to the movement of the Early Romantics at the end of the century. In its center were women. Early Romanticism has always been a challenge for each existing social order, a social disruption, demanding the whole human being in all his and her possibilities. For in the history of reception of Romanticism, those of the late phase have been more easily comprehended. They are happy by nature, Catholic, and they can be categorized, while the Early Romantics usually are dismissed as “crazy” and “confused”.
