Abstract:
Equality between men and women in the European Union is provided for in Article 119 of the Treaty of Rome. While substantial progress has been made since 1957, making Europe the continent where women live best and where their numbers in the institutions are among the highest in the world, significant disparities persist between Member States. Further steps still need to be taken, especially as the pandemic has accentuated inequalities and differences, illustrating the efforts that still need to be made to achieve true equality between men and women.

42. Do gendered laws matter for women’s economic empowerment?

Abstract:
reater legal equality between men and women is associated with a narrower gender gap in opportunities and outcomes, fewer female workers in positions of vulnerable employment, and greater political representation for women. While legal equality is on average associated with better outcomes for women, the experience of individual countries may differ significantly from this average trend, depending on the countries’ stage of development (as proxied by per capita GDP). Case studies from the Democratic Republic of the Congo, India, and Spain demonstrate this deviation. Especially in developing countries, legislative measures may not necessarily translate into actual empowerment, due mainly to deeply entrenched social norms, which render legal reforms ineffective. Women are more likely than men to be in vulnerable employment in low- and lower-middle-income economies but less likely than men to be in vulnerable employment in upper-middle- and high-income economies. Analysis of a 50-year panel of gendered laws in 190 countries reveals that country attributes that do not vary or change only slowly over time—such as a country’s legal origin, form of government, geographic characteristics, and dominant religion—explain a very large portion of the variation across countries. This finding suggests that the path to legal equality between men and women may be a long and arduous one. Nevertheless, the data also show that the past five decades have seen considerable progress toward legal gender equality. Gendered laws do evolve, suggesting a role for legal reforms in women’s economic empowerment.

43. At the Nexus of Participation and Protection: Protection-Related Barriers to Women’s Participation in Northern Ireland

Abstract:
The protection of women in armed conflict and their participation in peace and security activities are central pillars of the women, peace, and security (WPS) agenda. Overall, however, the WPS agenda has overlooked the relationship between participation and protection. This perpetuates a false binary between the participation of women as leaders with agency and the protection of women as victims of conflict. It also misses the gendered, context-specific, and conflict-related protection risks that accompany women’s participation. Finally, it overlooks the critical link between the harms women experience and their low levels of representation. This paper considers the intersection between women’s participation and protection in the context of Northern Ireland. While often assumed to be free of “global policy” concerns such as WPS, Northern Ireland starkly illustrates the intrinsic connections and tensions between women’s leadership and protection in conflict and post-conflict situations. After providing an overview of these connections and tensions more broadly, this paper examines the participation and protection of women in Northern Ireland since the 1998 Good Friday Agreement. It draws from twenty-five semi-structured interviews with women in leadership positions in Northern Ireland. The paper concludes that gender inequalities and gendered insecurities intersect with sectarianism, the legacy of violence, and political crises arising from power-sharing arrangements under the peace agreement. These, in turn, intersect with emerging technologies such as social media to stymy women’s participation across all areas of post-conflict political life. While these findings underscore the continued relevance of the WPS agenda, they also signify that deeper engagement with gendered protection issues is required if the agenda is to substantively advance women’s equality and participation in the longer term.

44. The Case for Gender Balance in Arms Control, Non-proliferation and Disarmament Negotiations

Abstract:
Global efforts to eliminate weapons of mass destruction (WMD) and regulate small arms and light weapons (SALW) have gradually increased over the past four decades but the number of women involved in these efforts remains alarmingly small. Women face enormous obstacles when it comes to their participation in diplomatic negotiations and decision-making processes, and arms control, non-proliferation and disarmament diplomacy is no exception. Women continue to be excluded or marginalized from these procedures and when they do participate it is often in low-level positions from which exerting influence is difficult. Studies have shown that women represent only 32 per cent of all participants in official arms control, nonproliferation and disarmament forums and that heads of delegations, as well as speakers in related events and conferences, are almost exclusively men. This paper investigates the possible causes of this imbalance and shows why a continuing gender disparity among experts and practitioners in the field is problematic. It demonstrates that the inclusion of women has positive effects on the outcome of negotiations and examines why this is the case. Finally, it discusses the ways in which the European Union (EU) in particular, and the international community in general, can increase the number of women involved in the field.

45. Turkey’s Refugee Resilience: Expanding and Improving Solutions for the Economic Inclusion of Syrians in Turkey

Since 2014, Turkey has not only hosted the world’s largest refugee population but has also modeled a best practice for the global refugee policy discussion. Turkey’s experience on the key issues such as jobs and employment should be examined as lessons for both refugee hosting countries and donor countries alike. The country has provided Syrians under Temporary Protection the right to access work permits and formal employment. Facilitating self-reliance for such a large number of refugees’ households remains a challenging task, even in the medium to long-term. This is especially the case in a context where increasing levels of unemployment in Turkey compounded by the socio-economic impact of the COVID-19 pandemic have posed a serious challenge to job creation and increased competition for available opportunities. Many Syrians living in Turkey experiencing partial or complete loss of income while incurring higher expenses, which is compounded for most households by a lack of savings. Addressing these challenges requires to draw lessons learnt at both policy and operational level to effectively support access to livelihoods opportunities. This notably involves fostering greater engagement and partnership with the private sector, on the one hand, and exploring innovative solutions such as e-work and online livelihoods opportunities on the other. The COVID-19 pandemic is proving to be an important test on the government’s and their international partners’ relevance and flexibility and their ability to quickly step up efforts in that direction. In this context, UNDP Turkey—a longstanding development partner and the co-lead of the Refugee and Resilience Response Plan (3RP)—joined hands with the Atlantic Council’s program on Turkey—”Atlantic Council IN TURKEY”—to explore policy options to foster socioeconomic inclusion among Syrians under Temporary Protection. Building on the experience and expertise of both organizations, our joint policy report : “Turkey’s Refugee Resilience: Expanding and Improving Solutions for the Economic Inclusion of Syrians in Turkey” aims at outlining pragmatic and innovative options to facilitate refugees’ access to decent employment so as to contribute to our common objective to #leavenoonebehind.

Abstract:
Women, people with disabilities, internally displaced persons and the LGBTQ community often face discrimination and political exclusion. People who identify with more than one of these identities, such as women with disabilities or young people who are displaced, have unique experiences that are often not considered in the design and implementation of electoral and political activities. Intersectionality, or the interconnected nature of different social identities, is fundamentally about power and has a profound impact on understanding the dynamics of political inclusion and exclusion. To address barriers to meaningful participation and make their voices heard, it is crucial to identify, assess and develop contextualized solutions. In Ukraine, a vast number of dedicated civil society organizations (CSOs) and activists work diligently to push for equality and access to political life. However, obstacles to full and equal political participation remain across Ukraine. These obstacles are even more significant for people with multiple social identities, who face unique experiences of discrimination. CSOs representing different identity groups are generally not yet coordinating or building coalitions to advocate for joint causes, and the experiences of those facing compounding discrimination are often not considered by political decision-makers. A new assessment from the International Foundation for Electoral Systems (IFES) identifies vulnerabilities that impact the political participation of these groups in Ukraine and opportunities for coalition-building. The Intersectionality Assessment of Political and Electoral Participation in Ukraine seeks to make conversations about electoral and political rights more deliberately inclusive of all Ukrainians. It provides targeted recommendations for decision-makers at all levels of government, national CSOs and international organizations. The assessment is available in English and Ukrainian.

Abstract:
Ukrainian surrogacy companies now hold over a quarter of the global surrogacy market since a series of human rights violations caused India, Thailand, and Nepal to close their borders. Similar violations are occurring in Ukraine, including the abandonment and trafficking of children and the abuse of surrogates. The Ukrainian government is not taking action, despite concerns expressed by both lawmakers and surrogates that the industry engages in unethical practices. This paper proposes that the Hague Conference’s Experts’ Group on the Parentage/Surrogacy Project spearhead international ratification of a holistic series of policies focused on protecting women and children from exploitation.

In recent years, the Group of Seven (G7) and Group of Twenty (G20) have placed increasing emphasis on gender equality. As part of this focus, the member states of both institutions have set out a series of objectives aimed at advancing gender equality. This report examines the degree to which these goals have been implemented in Germany. First, the gender equality goals that both institutions have set out since 2009 are presented and systematised. The report then investigates the current state of progress in Germany and describes measures that have already been undertaken to implement the goals.

Abstract:
The DAESH has been particularly successful in recruiting Western women. There are differences in their profile and motivation with their male counterparts. The DAESH offered an alternative to Western secularist feminism, substituting salvation for emancipation (empowerment without gender equality). DAESH´s Western women played different roles. They were wives of jihadists, mothers and educators of the next generation, recruiters and fundraisers for the organisation and workers in the segregated institutions of the Caliphate. They were also involved in violent actions when the time came, depending on the needs of the organisation. The analysis on DAESH Western women is often influenced by prejudices, stereotypes, and gender biases. Counterterrorism efforts need for the integration of the gender perspectives and needs for more women to detect radicalization as well as in prevention, de-radicalisation, and reintegration processes.

The European Institute of Peace is scaling up its efforts to incorporate the Women, Peace and Security Agenda across its work. In order to do this the Institute has developed a “Gender and Peacemaking” Strategy. This will contribute to achieving our vision of a world where people live in safety and peace because conflicts and grievances are resolved through inclusive dialogue and lasting political agreements. The Institute is committed to ensuring that gender perspectives, women’s meaningful participation and protection of their rights are a central component of our work. By using the Women, Peace and Security Agenda as a framework for a localised and rights-based approach to conflict prevention, resolution and peacebuilding we can contribute to international efforts to prevent conflict and create a more sustainable peace.
