Abstract:
Washington and Bonn pursued a shared strategy of perpetuating U.S. preeminence in European security after the end of the Cold War. As multilingual evidence shows, they did so primarily by shielding the North Atlantic Treaty Organization (NATO) from potential competitors during an era of dramatic change in Europe. In particular, the United States and West Germany made skillful use in 1990 of Soviet leader Mikhail Gorbachev's political weakness and his willingness to prioritize his country's financial woes over security concerns. Washington and Bonn decided "to bribe the Soviets out," as then Deputy National Security Adviser Robert Gates phrased it, and to move NATO eastward. The goal was to establish NATO as the main post-Cold War security institution before alternative structures could arise and potentially diminish U.S. influence. Admirers of a muscular U.S. foreign policy and of NATO will view this strategy as sound; critics will note that it alienated Russia and made NATO's later expansion possible. Either way, this finding challenges the scholarly view that the United States sought to integrate its former superpower enemy into postconflict structures after the end of the Cold War. Abstract:
Enumerating a state's demand and supply chains for small arms and light weapons ammunition remains a difficult undertaking. This is largely an outcome of many nations' reluctance to fully disclose information, together with poor accounting practices that hide the value of the data in aggregate totals. This working paper illustrates these challenges by detailing the most comprehensive picture possible of three countries' procurement, production, and exportation of ammunition for small arms and light weapons. Given the variety in transparency and disparate means of disclosure, each researcher took a unique approach towards fact finding. Comprehensive data on procurement, production, and exports was not uncovered in any of the cases, as none of these three countries compiles or publicizes such information. Instead, the best information available was gathered through a compilation of sources from each country.

Over the years, human rights have become an area of programmatic focus in the crisis management operations conducted by the EU. Nevertheless, the geopolitical reality after the launch of the so-called 'war on terror' witnessed the emergence of new practical impediments to human rights implementation in civilian crisis response operations. The militarisation of the humanitarian space and blurred boundaries between military and civilian tasks resulted in the increased vulnerability of civilians working in ground operations. Simultaneously, the scale of human rights violations, coupled with security threats to civilians due to both attacks by insurgents and interventions carried out by international military personnel, created operational challenges going well beyond what previous Common Security and Defence Policy (CSDP) civilian crisis management operations had to deal with.

During the 2 decades preceding the Persian Gulf War in 1991, the U.S. Army went through tremendous reform and rejuvenation. It recovered from the Vietnam War, transitioned to an all-volunteer personnel model, and refocused on a potential future war against a very capable adversary in Europe. The Army's transformation was evident to external observers: from being seen as an organization in distress in the early 1970s, by 1991 the Army became an organization whose professionalism was the source of admiration. Drawing on the relevant literature, the author seeks to explain this important case of military change.

Abstract:
Norway's five-year experience as the lead nation of the Provincial Reconstruction Team (PRT) Meymaneh in Faryab province, north-west Afghanistan, has been marked by an increased level of violence. This violence is often attributed to the greater strength of the Taliban insurgency. But a close analysis suggests that it has other causes. They include traditional local feuds, struggles between different power structures, and competition over drug trafficking. The nature of politics in this part of Afghanistan – where institutions are weak, parallel power systems coexist, warlords exercise personalised control, ethnicised divisions are growing, and older men dominate – underpins these conflicts. The district of Ghormach in nearby Badghis province, for which Norway took responsibility in January 2009, illustrates the problem: here, a series of military operations in an area of extreme poverty and intense ethnic rivalry seems to have caused more problems than it has solved.

The mining of diamonds, their trading mechanisms, their financial institutions, and, not least, their cultural expressions as luxury items have engaged the work of historians, economists, social scientists, and international relations experts. Based on previously unexamined historical documents found in archives in Belgium, England, Israel, the Netherlands, and the United States, this book is the first in English to tell the story of the formation of one of the world’s main strongholds of diamond production and trade in Palestine during the 1930s and 1940s. The history of the diamond-cutting industry, characterized by a long-standing Jewish presence, is discussed as a social history embedded in the international political economy of its times; the genesis of the industry in Palestine is placed on a broad continuum within the geographic and economic dislocations of Dutch, Belgian, and German diamond-cutting centers. In providing a micro-historical and interdisciplinary perspective, the story of the diamond industry in Mandate Palestine proposes a more nuanced picture of the uncritical approach to the strict boundaries of ethnic-based occupational communities. This book unravels the Middle-eastern pattern of state intervention in the empowerment of private capital and recasts this craft culture’s inseparability from international politics during a period of war and transformation of empire.
