Abstract:: Russian intelligence services are actively developing their networks of spies in the EU. While Member States are trying to counteract this and are undertaking coordinated action, many of them have limited operational capacities. Their cooperation at the EU level is hampered by differences in threat perceptions and a lack of mutual trust. With the aim of developing common competences, EU diplomacy can inform Member State societies about the growing scale of espionage threats by publishing regular reports on this subject.

Abstract:: The article addresses the problem of the limited effectiveness of the perception of warning signals related to threats. The subject is an element of the search for methods to improve the efficiency of risk monitoring systems. The problem with these systems is the fact that, despite the existing standards, binding norms and regulations, as well as numerous organisational, technological, and institutional security measures, unexpected negative events still occur, and their consequences include not only significant losses but also numerous human tragedies. The article presents a model of the efficiency of the perception of threats that identifies a 9-dimensional vector of the “significance of the perceived threat”. Each of the presented dimensions reflects a specific factor that influences the significance of the perceived threat. The research was based on the feeling of endangerment caused by the COVID-19 pandemic among the citizens of Poland. The threat was particularly noticeable in the first phases of the pandemic, i.e., in March and April 2020 and October-December (the second wave of the pandemic).

Abstract:: With the aid of a SWOT analysis (strengths, weaknesses, opportunities and threats), this paper evaluates the implementation of the EU’s Twinning instrument in Ukraine since 2007.The authors draw upon 50 interviews they conducted with Twinning stakeholders from the EU, EU member states, Ukraine and other EaP countries. They argue that the Twinning instrument in Ukraine, while offering distinct strengths and opportunities, has punched below its weight due to systemic weaknesses in its internal set-up and a number of threats emanating from the domestic situation in Ukraine and the EU itself. The authors offer policy recommendations aimed at improving the effectiveness of the instrument in Ukraine and the greater EaP region through enhanced flexibility, more targeted interventions, stronger individual and sectoral incentives and greater visibility. They also review the European Commission’s new Twinning guidelines, which came into effect in July 2017, and reflect on how they address the issues raised in the analysis.

Abstract:: The Barometer was carried out during April 2013 through face-to-face interviews conducted around Kosovo, and using a questionnaire developed by KCSS. A national sample was drawn that is representative of the Kosovo population that is 18 years and above and includes 1067 households of all ethnicities.
